Tirumala Tirupati Devasthanams (TTD) is a world renowned and the best


known Hindu pilgrimage center in the world. This worldwide fame and prestige
brings in responsibility for TTD to be world class in services rendered to the
devotees.

TTD has embarked on a Digital Journey for the devotees, employees and
vendors to fulfil this responsibility. It is extremely imperative to meet the
expectations of the visitors and devotees to have a seamless, stress free
experience to services and sevas offered at Tirumala. With TTD wrapping itself
with e-commerce by selling online tickets for darshan (Like SED & SSD),
accommodation, prasadams, hundi donation, publications and many more
services, it is important for the organization to be as good as a world class e-
commerce company.

The success of futuristic projects that are implemented by TTD, the proper
implementation of digital infrastructure projects including fibernet demand strong
technical leadership. The e-procurement/e-accounting /e-office projects are also at
stake and require a knowledgeable General Manager of Information Technology
(IT) and his team, who can take ownership for their success.

In case of any outage or failure in digital services, TTD being a government


organization is an easy target of attacks and ridicule from every direction in social
media and mainstream news media, from both peeved devotees and opposition
parties. Needless to say, it is the image of TTD that is at stake when we have an
interruption or crash in the digital services. Considering all this increased scale of
Information Technology operations and necessity in establishing the Information
Technology Department in TTD on high priority. This is a time critical initiative and
any further delay in constituting this body will have serious implications on the
pilgrim experience and a threat to the safety and privacy of data and its
operations. To also ensure continuity and maintain sensitivity and confidentiality,
it is highly recommend we recruit this team on a permanent basis.

In view of the above mentioned exigency of Information Technology


services in TTD, the following is resolved by the TTD Board:

a. It is resolved and permitted the Executive Officer, Tirumala Tirupati


Devasthanams to recruit the post of General Manager (IT) to head the Information
Technology Department through direct recruitment on Permanent basis with the
qualifications already approved vide Res. No. 305, dated: 24.07.2018 subject to
pending creation of the post & approval of method of recruitment, qualifications
and other conditions by Government of Andhra Pradesh. The Dy.Exe.Officer
(Board Section), TTD shall oversee the recruitment process through Recruitment
Cell, TTD for this post and should be completed within 30 days.

a) To form technical selection & screening committee, to attract the talented


candidate in IT services, a broad based expert committee may be constituted with
the following members and functions.

Functions of the expert committee:
 Screening, selection criteria & short listing of the applications/
candidates.
 Selection of the candidate on meritocratic basis.
 Recommending the selected candidates to the TTD management for
appointing them in TTD.
b) The selection committee may be empowered to recommend the appropriate
pay and additional increments in the scale of pay in RPS 2015, to select
exceptionally meritorious candidate for the post of General manager IT in
TTD.
c) Proposal of IT structure, with relevant roles and definition of job
responsibilities, perusal of the Executive officer as per enclosed Annexure-
I.
d) Proposal to change the nomenclature to reflect the current IT industry
standards, after successful creation of the team.

Job Descriptions:

1. IT Advisor(Futuristic Investments):

 Act as an advisor to the Chairman, Board and senior management team


 Assist the Chairman/Board/TTD in facilitating effective decision-making in
matters relating to Technology and futuristic projects
 Coordinate and advise on the execution of strategic initiatives
 Attends Advisory Board meetings in matters related to IT and futuristic
investments
 Assess inquiries directed to the Chairman/Board/TTD, determine the proper
course of action and delegate to the appropriate individual to manage
 Ensure all issues are addressed properly, efficiently and judiciously, and keep
track of progress until resolved
2. GM –IT

 Develop technical aspects of the TTD’s strategy to ensure alignment with the
BOARD AND Executive officer’s vision.
 Discover and implement new technologies that yield advantage
 Help departments use technology profitably
 Supervise system infrastructure to ensure functionality and efficiency
 Build quality assurance and data protection processes
 Monitor KPIs and IT budgets to assess technological performance
 Use stakeholders’ feedback to inform necessary improvements and
adjustments to technology
 Communicate technology strategy to the Executive Officer and the BOARD.

2.1 Manager - Software Applications:

 Assesses institutional needs and provides analysis of computer information


systems, processes and support
 Provides guidance, leadership and mentoring to a team of
external/internal Application Services professionals.
 Communicates cross-divisionally and coordinates with Management and
technical groups regarding applications, developing application solutions,
determining system requirements and modifications of systems
 Develops and documents application systems back-up and disaster
recovery procedures and recourses
 Explores innovations and trends in technology for institutional applicability

2.2 Manager - Cyber Security & Social Media:

• Definition, Scoping, Creation and execution of IT and Data Security strategies


enhancing the reliability and security of the IT systems, projects and underlying
data at your organisation.

 Overseeing planning and execution of necessary vulnerability audits,


penetration testing or forensic IT audits and investigations. Ensure that
outputs improve your TTD IT Security.
 Ensure compliance with any related legislation, such as the Data Protection
Act, ISO standards or relevant government regulations
 Ensure the image of TTD is safeguarded on all social media, with social
media monitoring and effective use of influencer network to counter any
unwanted propaganda.

2.3 Manager - Data Management and Analytics:

 Develop strategies for effective data analysis and reporting


 Define TTD-wide metrics and relevant data sources
 Select, configure and implement analytics solutions
 Provide complete transparency into every operation using 24/7 Dashboards
 Facilitate Control room and situation room with data monitoring mechanisms
 Create compelling PowerPoint presentations, which tell the analytic story,
demonstrating their value by providing actionable insights with
recommendations.
2.4 Manager - Infrastructure:
 Manage partnerships with external suppliers for IT infrastructure services
including, support services, change management, consultation services and the
production and distribution of regular reports.
 To monitor the performance of the IT infrastructure including Data Center,
ensuring that it is optimized and that future capacity planning in undertaken.
 To maintain and implement effective IT infrastructure policies,
standards, procedures and guidelines.
 To research and recommend changes to the IT infrastructure architecture,
ensuring that all new and enhanced facilities are effectively project managed
and thoroughly tested, before being implemented in the production
environment.
 Development of enterprise standards and technology architecture and
the IT operations governance process.
 Conduct product and vendor evaluations ensuring best in class
technologies and partners
 Works closely with and manage strategic vendor partner relationships. Setup
and run the Governance with the partners. Build strategic relationships for
creating value for the organization.
 Participate in the formulation of the TTD’s enterprise architecture and business
system plans; assessing cost and feasibility, and ensuring the plan is aligned
with and supports the strategic goals of the business.

2.5 Manager - User support and services:

 Effectively managing, developing, and training the service desk team.


 Ensuring that all processes used by the service desk are
thoroughly documented, consistently audited, and regularly
improved.
 Conducting and sharing results from service and operation
performance reviews.
 Promoting the service desk with senior management and working to ensure
that it is properly viewed as a core business asset.
 Coordinating and managing all relevant stakeholders, including the support
desk team, customers, and other teams that are involved in service desk
operations.
 Being aware of and managing the costs of running the service desks.

2.6Manager - Procurement:

 Devising and using fruitful procurement and sourcing strategies


 Discovering profitable suppliers and initiate procurement partnerships
 Negotiating with external vendors to secure advantageous term.
