The Daily Star Editorial-1
(1)
Child marrige has spiked(2) during(3) the pandemic(4)
Monitoring and enforcement of law must be more vigorous(5)
According to a telesurvey report conducted(6) by Manusher Jonno
Fundation (MIF), child marriage has sharply increased. MIF found 462
girls being married off in June, and 170 girls getting married in May.
With families becoming pooter due to job losses and schools being
closed, push factors have driven up the number of child marriages and
this will likely continue if no interventions(7) are made.
Poverty(8) is a major driver of child marriage, but other factors
include the illegal but widespread(9) practice of giving dowry (where
the younger the bride, the less will be the burden(10) of dowry on the
girl‘s family), and the general failure of the state to provide security
to girls and women. Despite education being free till secondary
school, girls are forced into marriage due to these factors. Growing
awareness of the ills (11) of child marriage have inspired
organisations, public officials and law enforces to stop child
marriages, but these efforts have been too few and far between to
make a major impact.
According to Unicef, Bangladesh has the fourth highest rate of child
marriage in the world. This is hardly in line with our Sustainable
Development Goals, which includes eliminating (12) child, early and
forced marriage by 2030. We are a signatory(13) of the UN
Convention on the Rights of the child and have our own Child
Marriage Restraint(14) Act that stipulates(15) 8 years to be the minimum
age of marriage for a girl.

The Daily Star Editorial-2

Flawed(1) beneficiaries(2) list hampering(3) cash distribution
Corruption, weak targeting and inefficiency(4) are to blame.
After the government imposed a countrywode shutdown in late
March, it announced a number of stimulus(5) packages to help people
and business cope with the economic shocks(6) of the pandemic. As part
of this, the government allocated Tk 1,250 crore for the 50 takh poor
families whose earning members have lost their jobs because of the
lockdown, and the fund disbursement(7) began on May 14, ahead of
Eid-ul-Fitr. However, it is frustrating to learn two months after the
government stated the programme, it has managed to disburse funds
among 16.16 lakh targeted people only while a staggering(8) two-
thirds of the 50 lakh poor families are yet to receive the cash support
(Tk 2,500 each) because of several flaws in the beneficiaries list.
Just before the fund disbursement started on May 14, The Daily Star
ran a report that there were anomalies(9) in the list and that the
beneficiaries‘ NID numbers didn‘t match with those in the EC
database. Two months later, that problem still exists while many
other new problems have also been identified by the finance ministry.

Budget needs to address inflation(1), return stability :
Spend more on essentials, less on extravagance(2)
As the government makes its final preparations for the upcoming
budget, we would like to remind the authorities(3) of the unique
challenges that it needs to address utilizing the next budget.
As the country recovers from the pandemic-induced losses, inflation
has become a major challenge due to various external(4) and perhaps
also internal factors.
However, it appears that the government is planning to formulate its
next budget with the same mindset that it did prior to the pandemic.
According to a finance ministry report, the budget will seek to bring
inflation under control, attract investment, complete the
implementation(5) of the 28 stimulus packages, boost agricultural
productivity particularly by incentivizing(6) farm mechanization and
enhance(7) social security for the poor and the vulnerable(8).
Although we agree with all of these goals, we cannot help but remain
sceptical(9) as to how they would be achieved—particularly in light of
past government failures, despite lofty(10) promises.

Another alleged(1) enforced disappearance(2)
Law enforcers must show legal papers during(3) arrests
It is disturbing(4) that despite much criticism of the practice of
picking up alleged criminals by police officers in plainclothes, or
arresting them without showing any proof of identity or supporting no
legal documents, it is still going on in the country. A report by this
daily on Saturday mentions a case in which law enforcers allegedly
picked up a man on April 19, who hasn't been returned or shown
arrested till date. Reportedly, a group of six to seven men, all in
plainclothes, picked up Mohammed Mohasin from his residence in
Dhaka saying an arrest warrant had been issued against his village
address in Bhola.
They, however, produced no legal documents to support their claim
and refused to have their ID cards photographed by the family
members. What is more distressing is that while taking him away,
they told the family not to take any action and that he would be
returned within three days. Afterwards, the Kafrul Police Station
116 Basic Translation
reportedly refused to file any case in this regard, but allowed to file a
GD on the condition that no name of any law enforcement agency
would be mentioned. Finding no help from the local police station,
the wife of the victim, in a press conference, urged the higher
authorities to at least show him arrested in a case so that the family
knows if he lives.
The appeal(5) captures the trauma that so many families of
disappeared individuals have had to go through in Bangladesh, some
longer than others, some never seeing their faces again. It also
highlights that enforced disappearance may still be taking place,
despite recent international scrutiny(6) of such illegal practices, and
that there are efforts underway to hide such practices.

Rise of hate speech in India
Stern official action needed to prevent it
We're concerned by some recent developments in India relating to
hate speech and anti-Muslim rhetoric pushed by Hindu nationalist
elements. Last week, a now-expelled spokesperson(1) for the ruling
Bharatiya Janata Party (BJP) made offensive(2) comments about the
Prophet Muhammad. "The remarks—made during a television debate
and then supported through a now-deleted tweet by another leader—
landed the party in trouble by causing huge backlash(3) from Muslim
nations." So far, at least 15 countries, including close Indian allies,
reportedly lodged official protests and demanded an apology from the
government. The Organisation of Islamic Cooperation (OIC) also
condemned(8) the comments, which it said came "in the context of
intensifying(4) hatred(56) and abuse(6) toward Islam in India and
systematic practices against Muslims."
One may recall that some months ago, in a meeting of religious
leaders at Haridwar, Uttarakhand, most vicious(7) anti-Muslim
sentiments were expressed in the most hateful language. Under any
Basic Translation 123
other circumstances, police would have made arrests or taken some
legal action for trying to disturb peace and social harmony(9). But this
was brushed aside as the views of "fringe groups".

Govt should punish money launderers, not reward them
Allowing them to whiten their money is not only immoral(1), but also
illogical.
We are quite shocked at the proposal put forward by our finance
minister in the proposed national budget to allow people to bring back
money from abroad by paying only a nominal(2) tax. In a post-budget
discussion(3), he again defended the proposal and asked the concerned
citizens not to oppose the move. According to the proposal, the
money laundered out of Bangladesh can be legalised(4) in exchange
for only 7-15 percent tax. While the finance minister says that it will
boost revenue and mobilise(5) foreign currencies, we disagree with
him and think that the move is immoral and would only encourage
more money laundering in the future.
Basic Translation 127
While the Centre for Policy Dialogue (CPD) has termed the proposal
unacceptable and illogical from the economic, political and ethical
perspective. The Transparency International Bangladesh (TIB) has
said that this will give the money launderers unethical protection from
the law and reward them instead of punishing them.

Again a teenaged girl has been gang-raped, this time in Dakshin

five youths who are suspects (3) in the gang-rape of the 16-year-
old school girl. But the rising incidence of rape and gang-rape of
young girls and women leaves us with a feeling of helplessness (4)
and unease(5). Last year, according to Ain O Shalish Kendra, 846
rapes were reported with 60 of the victims dying as a result of the
rape. Of the victims, 163 were between 7 and 12-years-old.
These chilling statistics plus the latest incident indicate a
frightening (6) rise of sexual violence against women and girls. In
many of the cases, the rapists are known faces. In the Dakshin
Khan case, at least one of the rapists was a friend of the girl who
lured(7) her into a flat and then raped her along with his friends.

his caution(1) about risking US lives
Ukraine conflict(2) : Why Biden won’t send troops to
Ukraine
President Joe Biden has spent enormous(3) diplomatic
capitol on countering(4) Russian aggression toward Ukraine.
His administration relentlessly(5) broadcast doomsday warnings about
an impending(6) invasion – which proved to be correct – and declared
that no less than the international order was at stake(7).
But Mr Biden has also made clear that the Americans are not willing
to fight, even though the Russians clearly are, Furthermore, he‘s ruled
out sending forces into Ukraine even to rescue US citizens, should it
come to that. And he‘s actually pulled out troops who were serving in
the country as military(8) advisers and monitors.

US Supreme Court investigates its abortion(1) ruling leak
Summary :
A leak from the US Supreme Court suggests the national right to
abortion could be overturned.
The court is due to make a final decision in June or early July - but a
draft has emerged(2).
If the right to abortion is overturned(3), US states would be free to set
their own rules.
It's expected that around half would then ban(4) abortions in their states.
President Biden says "a woman's right to choose is fundamental(5)"
He says that if the court overturns the ruling, lawmakers should
protect abortion rights.
But anti-abortion groups welcomed the news, saying a ruling would
protect unborn children.
The Supreme Court says the leak was authentic - and promises an
investigation.

BBC News: China:
Footage of women attacked in restaurant sparks outrage(1)
Nine people have been arrested in China after a video went viral of a
brutal attack by a group of men on women in the city of Tangshan,
police say.
It has led to an outcry on social media and re-ignited(2) debate about
gender violence in China.
The incident began when a man put his hand on a woman's back in a
restaurant and she pushed him away.
The man is seen striking her before others drag her outside and
continue attacking as she lies on the floor. The group of men are also
seen attacking her dining partners.
Two of the women were admitted to hospital and were in a "stable
condition and not in mortal danger", while two others sustained(3)
minor injuries, officials said.

Trump wanted to shut down all embassies in Africa, withdraw all
troops from South Korea, meet with the Taliban and argued
frequently with Merkel about sending aid to Ukraine, Mark Esper
claims in book
An excerpt shared from the former defense secretary's new book
details(1) a meeting in which US officials tried to dissuade(2) Trump
from a Taliban meeting.
While discussing his eventual Taliban peace deal, Trump 'leaped
around the world like a bullfrog jumping from lily pad to lily pad' in
his complaints(3).
Former national security adviser John Bolton reportedly joked that any
Taliban member coming to the White House would have to go through
a magnetometer.
9Esper also told CBS' 60 Minutes program that he helped prevent a
series of 'dangerous things that could have taken the country in a dark
direction'.
Esper cited various examples including a proposal to 'take military
action against Venezuela, 'strike Iran' and, 'at one point, blockade Cuba'.
Many of the extreme ideas occurred during final year of Trump's
administration.
Other revelations also include exploring the idea of secretly launching
missiles into Mexico and shooting people in the leg protesting the death
of George Floyd.

Russia's war in Ukraine
On Russia's annual Victory Day, President Vladimir Putin
reiterated(1) his baseless accusation that the West left him no choice
but to invade Ukraine. He offered few clues on the direction of the
conflict and planned air shows were canceled.
Ukrainian officials, including Kyiv‘s mayor, had urged residents to
remain alert as Western officials warned Putin could formally declare
war during his May 9 speech. In his own Victory Day video message,
President Volodymyr Zelensky vowed Ukraine ―will win.‖
Russian forces erected(2) a pontoon bridge a few days ago and
Ukrainian officials are concerned it may enable Russia to threaten
Ukrainian defenses and supply routes in the Luhansk region.
Ukraine accused Russia of dropping a bomb on a school Saturday in
the Luhansk region where people were taking shelter. At least 60
people are feared dead.

US defense chief says China muscling(1) neighbors,
plundering resources in Pacific
US Defense Secretary Lloyd Austin called out China on Saturday for
a series of coercive, aggressive(2) and dangerous actions that threaten
stability around Asia and vowed the United States would stand by
partners to resist(3) any pressure.
"Indo-Pacific countries shouldn't face political intimidation, economic
coercion, or harassment by maritime militias(4)," Austin said in a
keynote speech to the Shangri-La Dialogue, Asia's premier defense
conference.
"The PRC's moves threaten to undermine security, and stability, and
prosperity(5) in the Indo-Pacific," Austin said, using the acronym to
refer to the country by its official name, the People's Republic of China.
Taiwan tensions
Taiwan played a key role in Austin's address, as it did during a
bilateral(6) meeting between Austin and Chinese Defense Minister
Wei Fenghe on Friday evening.
During that meeting, both sides accused the other of trying to change
the decades-long status quo over the self-governed island of Taiwan.
Austin on Saturday denied any such action from Washington.

Putin accuses the West of backing threats of 'nuclear war,'

Russian President Vladimir Putin condemned the West in his Victory
Day speech Monday at the Kremlin, claiming that the U.S. and other
countries had propped up a "threat" on Russia's borders and had even
supported threats of nuclear war against his country.
"Russia has always stood up for an international system of equality,"
Putin said, according to a translation from the German outlet
Deutsche-Welle. "We have always tried to find compromise
solutions… Other countries had completely different plans."
"They have tried to attack our historical territories(2) like the Crimea.
They have threatened to use nuclear war, and the West has supported
these military actions carried out in our neighborhood and that is why
it was a threat we couldn't accept," the Russian president added. He
claimed there was a "threat to our border."

Trump sides with Putin as Biden tries to stop a war
It took only 24 hours for Donald Trump to
hail Russian President Vladimir Putin‘s
dismembering(2) of independent democratic,
sovereign Ukraine as an act of ―genius.‖
The former President often accuses(3) his
enemies(4) falsely of treason(5), but his
own giddy rush to side with a foreign(6) leader who is proving to be
an enemy of the United States and the West is shocking even by
Trump‘s self-serving standards.

government protesters and the homes of a number of other politicians
