Preface
The Institute of National Planning (INP) adopts, as a national institute of expertise and
as a think-tank for all state agencies and institutions in general and the Ministry of
Planning and Economic Development in particular, issuing this series as a scientific
and practical initiative aimed at studying the effects and potential consequences of the
Coronavirus COVID-19 on the Egyptian economy, by analyzing the different
dimensions of that global pandemic, discussing and assessing the possible impacts of
this global health crisis on Egypt, and proposing alternatives to different policies,
based on possible scenarios in specific time periods, in order to support policy makers
and decision takers.
The international health crisis revealed the fragility of the global economic system,
which requires a review of the roles of international organizations and institutions, the
various international blocs, and issues of financing development and their priorities. It
has become clear that the matter has become a matter of fate and existence, and
therefore self-reliance is unavoidable in meeting fundamental needs to people, which
means a reordering of priorities, hence the need to reformulate strategies and policies
in proportion to what the new reality imposed. The series is interested in studying the
possible effects of the crisis on the Egyptian economy, by addressing a set of issues,
including, for example, the impact on growth rate, budget deficit, foreign exchange
reserves, debt, foreign direct investment, Egyptians' remittances, and the trade
balance, balance of payments, size of the informal economy, etc.
In this regard I extend my sincere thanks and appreciation to H.E. Prof. Hala El-Saied,
Minister of Planning and Economic Development and Chairman of the Board of
Directors of the INP and all members of the Board of Directors for their continuous
support for all the scientific activities of the INP, and I also extend my sincere thanks
and appreciation to all members of the academic staff assisting the INP whether
prepared the papers for that series or who did the audits, with all hope for a bright
tomorrow that carries all the good for our country.
