1. Background

Institute for Essential Services Reform (IESR), is a think-tank in the field of energy and environment.
IESR encourages transformation into a low-carbon energy system by advocating a public policy based
on data-driven and scientific studies, conducting capacity development assistance, and establishing
strategic partnerships with non-governmental actors.

Transportation sector contributed to about 27% of energy sector emission or around 109 million ton
CO2e in 2020. The number continues to grow along with the increase of transportation demand,
number of vehicles on-the-road and the energy consumption, especially fuel. The problem is
compounded with the fact that Indonesia has become a net oil importer since the early 2000s.
Between 2015-2020, about half of the domestic gasoline consumption is fulfilled through import. The
situation could also compromise the energy security aspect of the country, even further with the
current energy/fossil fuel price spike.

Government of Indonesia, driven by the ambition to reduce emission and reduce fossil fuel import,
has promoted the urban public transportation and electric vehicles over the past few years. To meet
the ambition, Indonesian Government targeted 1,2 million electric vehicles on the road in 2024 and
also committed to subsidizing IDR 8 million/unit two wheelers and IDR 80 million/unit for electric cars
to stimulate EV ownership. The strategy is combined with the development of electric charging
stations in urban areas to promote the ease in owning an electric vehicle.

With this background, Institute for Essential Services Reform is publishing an annual flagship report
titled Indonesia Electric Vehicle Outlook 2023 (IEVO 2023) which will investigate annual progress in EV,
its ecosystem, manufacturing and supply chain development in Indonesia as well as providing insight
on how the development would progress in the next year.

2. Event Description
IESR is looking for professional event organizer for holding webinar and report launching which is
planned to take place in

Day, Date : Wednesday, 8 February 2023 (tentative, but will not be later than end of February)
Time : 09.30 – 12.00 WIB/GMT+7
Place : Zoom meetings/conference (Green Screen Studio)

The webinar objectives are as follow


1. To launch IESR report that could provide research-based projection of supply and demand of
Indonesia Electric Vehicles to wider stakeholder
2. Reviewing the readiness of Indonesia’s Electric Vehicles Development Progress
3. To discuss the potential challenges and opportunities to overcome the future obstacle and
echo the positive implication on developing Electric Vehicles.

Please note that the invited speakers and panelists could change depending on the availability of the
person, but the overall event rundown would stay similar.
With the Request for Proposal (RFP), IESR is soliciting proposals from event organizers to host the
webinar. IESR will evaluate all proposals that have been submitted. After reviewing all proposals, IESR
will select the company/institution that brings the appropriate expertise and best fits the objectives
of the event, and articulates a clear and achievable production plan to meet those objectives within
the specified timeframe.
3. PROPOSAL GUIDELINES

If the organizations submitting the proposal must outsource or contract any work to meet the
requirement, this must be clearly stated in the proposal. In addition, the costs included in the
proposal must cover the work outsourced or contracted. Each outsourcing or contracting organization
must be identified and described in the proposal. All submissions must be signed by an authorized
agent or representative of the company.

Please itemize all costs and include a description of the related services. Terms and conditions of
the contract will be negotiated upon selection of the winning bidder for this RFP.

4. REQUEST FOR PROPOSAL AND PROJECT TIMELINE

Proposal Timeline:

Proposal will be accepted until 10.00 P.M on Sunday, 14 January 2023. Any proposal received after the
deadline will be regarded as inadmissible. Please kindly send the proposal to Energy Transformation
Program through email [email protected] and cc: [email protected] (communication manager, IESR) and
[email protected] (program officer, IESR). Please include "RFP Response - EO IEVO 2023" in the
email subject.

The evaluation of the proposals and the winning bidder will be announced on Tuesday 17 January,
2023. After notification, contract negotiations with the winning bidder will begin immediately and
must proceed very quickly to meet the activity schedule.

Timeline Activities
The agreement of activities must be implemented immediately after the contract is signed.

5. COST AND SERVICES


All proposals must include proposed costs (in IDR) to accomplish the tasks described in the project
scope. Costs should be expressed as one-time costs or non-recurring costs.

Cost and Services included:


Venue Broadcast Studio to allow for smooth execution of webinar activities
and able to host speaker (around 3 people) and staff (around 5
people) from IESR and other supporting crew members from the
organizer
Dedicated internet of 100 mbps that would allow for simultaneous
zoom webinar and youtube broadcast
Event promotion Three promotional material (could be in the form of carousel, or
support short video etc)
Supporting Event Event broadcast equipment to support webinar online activities
(included camera, lighting, sound system, dedicated microphone)
Sufficient number of Official Crew with excellent capacity to conduct
webinar
Interpreter Indonesia - English (familiar in energy issue is a must)
General rehearsal (virtual)
Virtual Platform Zoom Account HD Quality for 500 participants
Digital Asset Attractive layout during the event (layout for panelist, moderator,
etc)
Visual asset (studio setting, video bumper, screensaver, virtual
frame)
Report launching video
Post Event Final event report, video recap 3-5 minutes

Estimated budgets from IESR for all the costs and services described above is in the range of IDR 25-35
million. Clear description of budget breakdown would help IESR in evaluating the proposal and
whether there are added services provided beyond the scope asked above.

● All equipment and Personnel should be described on proposal.
● All costs must be described on proposal.

6. EVENT ORGANIZATION QUALIFICATION


The Provider should provide the following items as part of their proposal:
● Description of experience in offline events and event organization
● Examples of three or more similar events conducted by your organization
● Testimonials from previous clients about events conducted by your organization
● Resources you will assign to this project (total number, roles, job titles, experience)
● Confirmation of project completion timeframe
● The concept of organizing the event to be offered
