Extension of Time 01 (EOT – 01)

Introduction

TThe Laundry Expansion Project at the International Livestock Research Institute (ILRI) Ethiopian
Campus is a significant construction initiative aimed at upgrading and expanding the current
laundry facilities. This project involves the design and construction of new infrastructure, including
the installation of modern laundry equipment and the enhancement of existing systems to improve
operational efficiency. The construction will be carried out with a focus on minimizing disruption to
the ongoing activities at the campus, ensuring compliance with safety standards, and adhering to
local regulations. By expanding the laundry capabilities, the project will not only meet the
increasing demand for laundry services but also enhance the overall functionality and sustainability
of the facility, supporting ILRI's broader mission in livestock research and developmen t.

The contract for the Laundry Extension Project was executed on July 25, 2024, and the site was
formally handed over on June 9, 2024. The design phase commenced immediately post-handover
on June 9, 2024.

1. We requested the as-built drawings and laundry equipment manuals as


part of the design preparation. Unfortunately, these critical documents were not received in
time, leading to a delay in our design process.

2. During the design phase, a manhole was unexpectedly discovered within


the planned extension room. This discovery necessitated changes in the layout for machinery,
electrical systems, and sanitary arrangements, resulting in an additional delay of 1 week.

Phase Two commenced on August 1, 2024. The project has encountered several challenges
adversely affecting our progress:
3. Fluctuations in exchange rates have led to an 80% increase in material
costs, compounded by a 40% inflation rate. Shortages and procurement challenges have
resulted from this situation, causing a delay of 3 days.

4. Inclement weather, particularly heavy rain, has disrupted our construction


activities, incurring an additional delay of 5 days.

5. A tree located on-site obstructed critical excavation work necessary for sanitary
lines, manholes, and the construction of columns and beams. While some progress has been
made in addressing this issue, it has resulted in a delay of 5 days.

6. As this is our inaugural project with IRIL, adapting to their specific


security protocols has presented challenges. This required a temporary reduction in our
workforce to ensure compliance with site regulations, which contributed to a 5-day delay.

7. The submission for the electrical line tracing was made


on September 5th. However, approval was not granted until September 16th, leading to a delay
of 6 days that has adversely impacted our overall timeline.

8. We requisitioned essential electrical materials on September 17,


2024, but did not receive them until October 3, 2024. This absence of materials has critically
delayed the ceramic installation, causing a total delay of 12 days.

9. We have repeatedly requested the removal of


unfinished roots and demolition of high-density concrete. These actions are crucial for the
progress of external sanitary work and manhole installations. To mitigate these delays, we
undertook this work ourselves, which has incurred an additional labor burden and a delay of 7
days.

The combination of design delays and construction challenges has significantly impacted the
project timeline. We formally request an extension of time commensurate with the delays
documented above to ensure the successful completion of the Laundry Extension Project. Even
though the project has experienced a delay of 43 days, it is important to note that a significant
portion of the work has already been completed. Provided that the required industrial socket is
deliverd on time and the necessary permissions are granted to demolish and relocate the laundry
equipment promptly, it is feasible to complete the remaining tasks on the following 15 days. By
addressing these critical dependencies efficiently, we can ensure the timely completion of the
project.
