Procedures
of Certificates/ Permits
5.1.2 Responsibilities:
ACA Administrator is responsible for this procedure.
5.1.3 Procedure:
a. The ACA Administrator reviews the presented documents, assures that all paper work
required for each subject is complete, adequate and all entries/data are made
available. The administrator calls the manager in-charge of the subject or asks for any
pertinent document to clarify/complete or provide missing data /information.
b. When all of reviews/discussions are complete the administrator rejects or approves
and signs the final document, at his level, routes the subject to the concerned
department for further actions.
c. Documents which need to be approved/issued at higher levels are initialed and routed
outside the ACA in the normal mail procedures.
5.1.4 Records:
a. Records for each A/W subject are filed and maintained in the concerned department.
b. Correspondences with other sites are filed in ACA archive.
5.1.5 Forms:

5.2.2Responsibilities:
1-ACA Administrator is responsible for this procedure.
2-TLD-Manager is responsible for evaluation of designated examiners.
5.2.3 Procedure:
1-The operator submits an application letter attached with the procedures for
examinations board and internal approval.
2-The TLD – Manager assigns inspectors for evaluation the compliance of applicant
procedure with ECAR 56 requirements.
3-The TLD-Manager assigns inspectors for review qualifications of designated
examiners and conducts oral and practical exam.
4-The inspectors report the result of evaluation and examination to TLD-Manager.
5-The findings should be sent to the applicant through ACA administrator for the
corrected action.
6-If no findings, AVCA administrator approves the certification board.
5.2.4 Records:
- All the related records will be kept in the operator file.
5.2.5 Forms:
N/A
5.3.2 Responsibilities :
a. ECASA Executive Chairman fine operators for violations.
b. ACA Administrator has the responsibility to:
i. Ground an aircraft, which does not comply with the regulations.
ii. Report to ECASA Executive Chairman on major operator’s violations,
maintenance engineers, and pilots and flight engineers violations.
iii. Revoke or suspend licenses of maintenance engineers that commit violation
of the regulatory system.
iii. Draw the attention of operators to take corrective action(s).
c. AID-GM reports to ACA Administrator the discovered violations.
d. ACA inspectors report violations to the management.
5.3.3 Procedure:
5.3.3.1 Major Violations, which require grounding of an aircraft.
a. The inspector reports immediately, to AID-GM or ACA Administrator, any major
violation, which he decides it requires immediate grounding of an aircraft. The
inspector should take action(s) to stop further operation of subject aircraft until the
ACA Administrator or AID-GM. are informed. The inspector may report by phone,
fax or any other fast method. The report should indicate; aircraft registration number,
time of the finding and the nature of the violation.
b. The ACA Administrator takes the necessary measures or actions to ground the
aircraft. The Administrator may call the Air Traffic Controller (ATC) .
c. The inspector reports to ACA Administrator for grounding action if any of the
following cases apply:
i. Expiration of:
- Aircraft C of A.
- Aircraft flight permit
- Weight and balance report.
ii. An aircraft repair, which is not carried out in compliance with the Structural
Repair Manual (SRM), or the manufacturer’s repair scheme.
iii. Aircraft operating beyond the Minimum Equipment List (MEL) or
Configuration Deviation List (CDL) limitations without the proper
authorization.
iv. Any other aircraft malfunction or incorrect procedure that represents great
hazard to aircraft or public safety as noted and evaluated by the inspector.
d. ACA –Administrator approves the a/c grounding form.
e. After the rectification of reason of grounding the inspector review the corrective
action and report to ACA Administrator.
f. ACA –Administrator approves the a/c release letter.
g. The appropriate Department Manager keeps a record of the violation in the aircraft/
operator/ maintenance engineer file.
5.3.4 Records :
Violations, evaluation reports, and CAR(s) are maintained in aircraft/ operator files at the
AID.
5.3.5 Forms :
Form 1100-1, Air Craft Grounding Report
Form 1100-2, Air Craft Grounding Letter
Form 1100-3, Corrective Action(s) Request.
Form 1100-4 Aircraft Release Letter
