What are your top five priorities as Mayor?

Health (SDG 3)

The city government is working towards having an empowered community


that is knowledgeable on the importance of early health seeking behavior
and disease prevention. Aside from ensuring the promotion and application
of Republic Act 11223 or the Universal Health Care Law, we also ensure that
health services are accessible for all Navoteños. We strive to continuously
enhance our primary care facilities to safeguard the health of our
constituents. Our ultimate goal is to address holistically the issues of each
family through quality, affordable, effective, and compassionate healthcare.

Quality Education (SDG 4)

We put a premium on inclusive, equitable, and quality education, ensuring free


primary to tertiary education, technical-vocational training, and scholarships for
students and teachers. Additionally, we are mainstreaming environmental
education to enhance awareness on climate change, solid waste management,
marine litter, and sustainable development. By fostering a holistic approach to
education, we empower individuals to address pressing environmental
challenges while equipping them with the knowledge and skills needed for
personal and professional growth. Through these initiatives, Navotas aims to
create a more environmentally conscious and socially responsible community,
contributing to a sustainable future for all.

Livelihood (SDG 8, SDG 10)

Given that about 70% of our people rely on fishing and related activities for
income, it is vital to address the seasonal nature of this industry by facilitating
opportunities for constituents to secure stable employment and sustainable
livelihoods. This entails implementing initiatives such as skills training, job
placement programs, and diversification of economic activities to mitigate the
financial uncertainties associated with dependence on fishing, thereby ensuring
the long-term prosperity and resilience of Navotas' residents beyond the
confines of the fishing seasons.

Public Order and Safety (SDG 16)

The City prioritizes peace and order, ensuring safety for every Navoteño
through collaborative efforts with the uniformed sector and community. This
encompasses crime prevention, countering extremism and illegal drugs, and
effective disaster response. In addition, Navotas, being a low-lying area, is
prone to flooding hence flood mitigation and control are also crucial. By
fostering strong partnerships and implementing proactive measures, the City
aims to create a secure environment where residents can thrive without fear,
bolstering community resilience and well-being in the face of diverse
challenges.

Housing (SDG 11)

Being surrounded by bodies of water and the presence of the Navotas Fish Port
Complex makes the City of Navotas attractive to informal settler families (ISF).
For ISFs, settlement along the coastline and within the Complex offers a
promise of easy access to work opportunities. At present, there are over 6,800
families accounted as ISFs living along danger areas, specifically waterways.
There is an urgent need for them to be relocated in safe and conducive dwelling
places. Thus, development of housing facilities is one of the leading priorities
of the City.
3b Since you became Mayor, have you been able to meet the priorities you highlighted
above or stated? If not, please explain what the barriers are.
Yes. However, while we acknowledge our current efforts, we also aim to expand
and scale up our key projects and initiatives. By doing so, we could extend the
benefits to a larger demographic, address contemporary challenges, and
ensure that the needs of our constituents in the ever-evolving socio-economic
landscape are met.
MAIN ACCOMPLISHMENTS
4a What are your three main expected accomplishments as Mayor?

Accomplishment 1 (max. 200 words)

In preparation for the construction of the New Manila International Airport in


the province of Bulacan, which is adjacent to Navotas, comprehensive plans
have been laid out to provide airport support services. This includes updating
the Navotas Incentives Code to attract investors to the city and ensuring that
70% of the workforce in emerging establishments and industries comprises
Navoteños.

Through a strategic blend of policies and public infrastructure development,


the city government aims to foster a conducive environment for private
investment. This initiative not only aims to stimulate economic growth but also
guarantees a consistent provision of goods and services, creates numerous
employment and livelihood opportunities, and strengthens food security
measures. By proactively positioning Navotas as an ideal business
destination, we anticipate significant economic growth and enhanced
prosperity for both the city and its residents in the face of upcoming
developments.

Accomplishment 2 (max. 200 words)

Another accomplishment expected of me and the city government is the


advancement of Navotas City Hospital (NCH) from level 1 to level 2. This
means our city's lone hospital will be able to expand its capability and capacity
to accommodate patients, particularly those requiring intensive treatment and
monitoring.

We are also in the process of constructing more health facilities, including


super health centers, and have them accredited by the Philippine Health
Insurance Corporation. This, alongside our efforts to sustain our services
through local laws and continuous public health education, will ensure greater
accessibility and universal healthcare coverage at the grassroots level.

Furthermore, we will continue to forge partnerships with non-governmental


organizations to foster proactive collaborations and facilitate the
implementation of various health programs. Continuous capacity-building for
health staff will also ensure the delivery of quality healthcare services,
characterized by updated medical knowledge and compassionate care for the
community. Through these endeavors, we aim to significantly improve
healthcare access and outcomes in Navotas, contributing to the well-being
and prosperity of its residents.
Accomplishment 3 (max. 200 words)

Aware of the severe limitations on available space in Navotas and the


number of families without proper homes, we have made it our priority to
identify, develop, and convert idle lands into sites for housing initiatives.

Presently, we are engaged in the development of a recently acquired lot in


Barangay Tanza 1. This endeavor aims to construct a 1,440-unit housing
facility through collaborative efforts with key shelter agencies such as the
National Housing Authority and the Department of Human Settlement and
Urban Development. We anticipate providing decent and safe shelter to
1,020 informal settler families (ISFs) and 420 low-income families. The
project's scope encompasses essential amenities such as an Early
Childhood Care and Development Center, a multipurpose hall, a material
recovery facility, and open spaces designated for playgrounds and
recreational activities. Through these concerted efforts, we aim to address
the pressing need for affordable housing while fostering community
development and enhancing the overall quality of life for Navotenos.

As Mayor of Navotas, a highly urbanized city facing multifaceted
challenges and opportunities, I would be honored to join the Asia-Pacific
Mayors Academy to learn more on how to effectively address our unique
circumstances and harness our potential towards achieving sustainable
development and resilience.

Navotas grapples with issues such as informal settlers, limited


availability of buildable lands, the looming threat of disasters, among
others, all of which require innovative solutions and strategic
interventions. By participating in the academy, I can access specialized
training and resources tailored to urban governance, equipping me with
the knowledge and skills necessary to tackle these complex challenges
head-on.

Furthermore, Navotas stands at a pivotal juncture with the impending


development of the Bulacan International Airport. This project presents
vast opportunities for the city's economic growth and infrastructure
development. To capitalize on these opportunities and ensure equitable
and inclusive progress, it is imperative to engage with regional and
international counterparts, exchange best practices, and explore
collaborative initiatives. The Asia-Pacific Mayors Academy provides a
platform for networking and knowledge exchange, enabling me to forge
partnerships and leverage expertise from across the region to maximize
the benefits of this project for Navoteños.

Moreover, as the "father" of our city, I am entrusted with the


responsibility of representing the interests and aspirations of our
constituents. By participating in the academy, I can gain insights into
effective governance practices, enhance my leadership capabilities, and
deepen my understanding of emerging trends and challenges in urban
management. This will enable me to make informed decisions, formulate
evidence-based policies, and ensure that the needs and priorities of
Navoteños are effectively addressed.

Ultimately, joining the Asia-Pacific Mayors Academy is not only a


strategic imperative but also a testament to our commitment to proactive
and visionary leadership. With the trust and support of our constituents, I

The Asia-Pacific Academy can offer invaluable support to me and the


Navotas City Government as we navigate the complexities of urban
development while prioritizing environmental protection and
sustainability. Through specialized training and by bolstering our
capacity to meet UN Sustainable Development Goals and the New
Urban Agenda, we will learn to balance these priorities effectively,
ensuring the well-being of current and future generations. This is
particularly relevant and crucial as we pursue impactful projects such
as our coastal development, which require robust urban resilience
strategies.

Furthermore, the academy's resources and expertise align with our


mission to uplift the quality of life of Navoteños. By focusing on
health, housing, education, livelihood, and public order and safety, the
main pillars of our governance, we can ensure holistic development
that benefits all residents. Through continuous learning and
collaboration with regional peers, we can enhance our city's capacity
to innovate and adapt to evolving challenges, driving socio-economic
growth and prosperity.

The City Government aims to build a holistic community for our housing
beneficiaries, one that not only caters to their basic needs but also
fosters opportunities for growth and advancement. This includes the
provision of essential services such as water and sanitation, energy
access, transportation infrastructure, healthcare facilities, educational
institutions, communication networks, public order and safety
mechanisms, recreational amenities, social welfare programs, livelihood
support, and solid waste management system.

We also intend to implement innovative approaches such as the


integration of rainwater catchment systems and green architecture
principles into housing designs. Additionally, we will prioritize the
adoption of renewable energy sources, the construction of a dedicated
sewage treatment plant, the establishment of material recovery facilities,
the deployment of electric vehicles for transportation, the introduction of
vertical farming for enhanced food security, and the creation of open
spaces for recreational use.

These innovative solutions will be gradually integrated into existing


housing facilities within the city, ensuring equitable access to
advancements in community infrastructure and services for all residents.
Through this holistic approach, our aim is to create vibrant, sustainable
communities where residents can thrive and realize their aspirations for a
better quality of life. With support from the Asia-Pacific Mayors Academy,
we seek to develop and implement this initiative effectively, leveraging
best practices and expertise from across the region to achieve our shared
vision.

The Navotas City Government has demonstrated a steadfast commitment to
advancing the quality of life for its residents while aligning with global
sustainability goals, notably the UN Sustainable Development Goals (SDGs)
and the Paris Climate Agreement. Our initiatives span various sectors,
including health, housing, education, livelihood, and public safety.

To combat poverty, we facilitate employment opportunities, provide free


technical-vocational training, and support entrepreneurship. We prioritize
education by offering free schooling and scholarships, while investing in
school infrastructure and ICT equipment. Universal healthcare is promoted
through enhanced hospital and primary care facilities, including innovative
programs like the First 1000 days of life initiative.

In addressing housing needs, we prioritize safety and resilience, particularly for


families living in danger zones. Environmental protection efforts include regular
coastal cleanups, mangrove planting, and waste management partnerships.
Meanwhile, collaborating with law enforcement and fostering volunteerism
ensures public safety and disaster preparedness.

These initiatives have earned Navotas accolades such as the Seal of Good
Local Governance, reflecting our commitment to sustainable development. As
Navotas strives to become a world-class fishing and industrial eco port, our
dedication to enhancing citizens' well-being and environmental stewardship
remains unwavering.

the implementation of the New Urban Agenda? (max. 200 words)

In view of the land scarcity that the City faces, Navotas is currently pursuing
sustainable urban expansion through a partnership with the private sector in
order to remain responsive to the demands of its growing population. To
address informal settlements and the housing backlog, the City is partnering
with the Department of Human Settlements and Urban Development for the
Pambansang Pabahay Para sa Pilipino (4PH) Program. At least five (5) hectares
of the land acquired from urban expansion shall be utilized for in-city socialized
housing development, which mitigates livelihood displacement of housing
beneficiaries in contrast to the option of off-city relocation. Adjacent to the area
are the existing NavotaAs Homes 1 and 2, composed of 2,488 housing units
now occupied by former ISFs along waterways. Neighboring NavotaAs Homes
is the Tanza Marine Tree Park, a 26-hectare mangrove forest being restored and
conserved by the City in collaboration with the Department of Environment and
Natural Resources with tremendous potential as an eco-tourism site. With all
these, the City envisions the housing complex and its locale to be a self-
sustaining and progressive community.

6e What are the most challenging sustainable development issues facing your city? (max.
200 words)
The City of Navotas is a highly urbanized coastal city in the Philippines,
boasting a six-kilometer shoreline along the renowned Manila Bay and bordered
by the Malabon-Navotas-Tullahan-Tinajeros River System, one of Metropolitan
Manila's major river systems.

These geographical characteristics pose challenges such as land scarcity, high


population density, and exposure to natural hazards like flooding, storm
surges, liquefaction, earthquakes, tsunamis, and severe winds. Additionally,
improperly disposed solid waste and debris from neighboring upstream cities
flow into the city's water bodies before reaching the Bay. During high tides,
exacerbated by the Southwest Monsoon, marine litter from Manila Bay washes
onto Navotas' coasts.

With a population of 247,543 and a land area of 10.69 hectares, the city faces
financial constraints in implementing its plethora of programs for sustainable
development due to limited local revenue generation. Poverty alleviation
remains a significant challenge due to competing resource demands.
6f What are the ongoing challenges in light of recovery from COVID-19? (max. 200
words)
COVID-19 has profoundly impacted various sectors, with the health department
at the forefront. Amid the pandemic, our focus shifted primarily to COVID-19
and its preventive measures, leaving other health programs at the back burner.

Now, as we emerge from the crisis, we are swiftly resuming other critical
initiatives. The City Health Department, despite limited resources, must remain
vigilant against potential infectious diseases while addressing lifestyle-related
disorders and family health concerns. Our goal is to achieve comprehensive
health coverage from infancy to old age, accentuating the importance of
physical as well as mental fitness in disease prevention.

While the City is already implementing initiatives in line with the 17 SDGs and
regularly reports accomplishments to the regional and national level, the City
Government of Navotas intends to institutionally mainstream the SDGs into its
development planning process, therefore reflecting Voluntary Local Review
data and indicators in its Local Results Matrices and Local Development
Indicator System (LDIS) used in the Comprehensive Development Plan.
Through this, we can enhance the vertical linkage of the City of Navotas to the
United Nations in tracking progress on SDG attainment.

The City shall also organize capacity building activities on VLR for its local
government department heads and technical personnel in order to fully
integrate the SDGs and its reporting in the 33 thematic and sectoral plans and
accomplishment reports, as well as the budgeting process that the City
formulates annually.

The Comprehensive Land Use Plan (CLUP) and the Comprehensive
Development Plan (CDP) of the City of Navotas serve as the master plans of the
LGU for the attainment of its vision and the 17 Sustainable Development Goals.
The CLUP serves as the overall framework of the LGU for its physical,
economic, and social development, which is anchored on the Philippine
Physical Framework Plan. It specifically aims to address issues and challenges
concerning SDG 11 (Sustainable Cities and Communities) and SDG 15 (Life on
Land). The CLUP contains spatial or land use strategies geared towards the
sustainable development of its land resources. Some of the strategies aligned
with SDG 11 and 15, include the following:
A. Directed but controlled growth through sustainable densification
guided by rational urban redevelopment.
B. Ordering of the urban landscape via a complete and efficient
circulation and movement system.
C. Responsive Public Open Space Policy to increase multi-use function
of available open areas.
D. Revitalization of ecologically threatened areas of the City (i.e.
Mangrove Areas, Riverine Easements, Coastal Areas).
On the other hand, the LGU’s CDP is aligned with the Philippine Development
Plan and the Regional Development Plan of Metropolitan Manila. The plan
serves as the medium-term development plan of the administration which
contains the programs, projects, and activities in various development sectors
that align with the strategies identified in the CLUP. It contains projects and
programs that cover issues and challenges concerning the Social,
Environmental, Physical, Economic, and Institutional Sectors of the locality.
The plan utilizes the Local Results Matrices for its targets and success
Indicators, which is anchored on the 17 Sustainable Development Goals of the
2030 Urban Agenda.

7f What innovative city planning initiative would you most like to implement across your
term? (max. 300 words)

Sustainable urban development has always been the focal point of my


administration. Since the start of my term, we have adopted various smart cities
initiatives to improve the efficiency, sustainability, and livability of the City of
Navotas.

We are now leveraging the use of technology and data in the attainment of the
overall vision for the City. We have designed a comprehensive digital platform
to improve and streamline the services that we provide to our fellow Navoteños.
During my term, we intend to increase the coverage of digitalized LGU
processes and improve the digital participation among our stakeholders. For us
to attain this, investments in ICT infrastructure and artificial intelligence will be
prioritized and there will be massive capacity building efforts targeted to our
stakeholders. In this way, we can make use of technology to accelerate our
efforts towards the attainment of the 17 sustainable development goals.

Furthermore, we are currently in the process of updating our Comprehensive


Land Use Plan (CLUP), which serves as the locality’s framework for urban
development. One key initiative that will be mainstreamed in the CLUP is the
Integrated Coastal Development Plan for Navotas. The proposed urban
development of the coastal areas will employ people-centric design, where the
needs and well-being of our constituents will be prioritized. It aims to address
the issues and challenges being faced by the locality’s most vulnerable social
and economic sectors by improving access to public transportation systems,
more green and open spaces, new civic spaces, economic and employment
opportunities, and better community engagement.

Lastly, we have updated our economic and investment policies for us to ensure
that future developments will be aligned with our vision for a more sustainable
urban development. We have added renewable energy, innovation hubs, eco-
tourism, information technology, active mobility, green ecosystems, disaster
risk reduction, climate change adaptation, as priority investment areas so that
there will be sufficient resources for developments in these areas.
