General Assistance Qualification Requirements

1. Applicants must complete, sign, and submit the General Assistance application to the best of
their ability.

2. Applicants must provide information needed to verify income, citizenship or immigration status,
identity and any existing financial resources and any other documentation needed to determine
eligibility.

3. Application denial occurs if the household refuses to cooperate in the application process.
Refusal to cooperate means the household refuses to take steps required for completion of the
application process.

4. False information by applicant is a cause for the denial of the application.

5. Qualifications:

a. At least one person in the household must be a U. S. citizen or legal permanent


resident
b. Household gross monthly income must be at or below the HHS 100% Poverty
Guideline (See 2017 Poverty Guidelines)
c. If there is no income client must be registered for work with the Texas Workforce
Commission or show proof of inability to work. Also, if there is no income, you must
apply for food stamps, Temporary Aid to Needy Families (TANF).
d. For rental assistance cannot be living in a rent subsidized unit, must have a lease in
your name, and must be for current month of assistance. Application fees,
administrative fees, late fees, court costs and costs due to damages are not an
allowable expense
e. For mortgage assistance the property must be in your name and we can only assist
with Principle and Interest on the original mortgage. We do not pay refinance notes.
f. Must live within the County of El Paso boundary
g. Must not have received assistance from General Assistance within the last 12 months
and not have been assisted 3 times consecutively in the last 3 years.

6. The Applicant must provide proof of the following:

a. Identity of head of household and any household member age 18 and over
b. Provide proof of U. S. citizenship or legal permanent residency
c. Social Security number
d. Income for the last 30 days
e. Current Texas Workforce Commission (TWC) Registration for employable adults not
currently working or enrolled in high school.

f. Notarized and/or official letter or other documentation from employer if recently
started working indicating when employment began and expected first pay.
g. Proof of unemployment benefits, if applicable.
h. Most recent statement(s), if client (applicant) or other adult in the Household has a
bank or other financial institution account.
i. Proof of benefits and/or compliance with any Texas Department of Human Service
(TDHS) requirements, if applicable.
j. Recent medical letter or documentation if anyone in Household is under medical care
and/or disabled.
k. Documentation of unforeseen expenses.
l. If applying for rent:

i. Statement from Owner and W9 filled out correctly and completely by the
property owner from whom they rent.

ii. Current lease in your name

iii. Eviction notice or other documentation showing imminent risk of


homelessness

m. If applying for mortgage assistance must bring the current mortgage statement from
Mortgage Company.

n. If applying for a utility bill will need to bring the current bill and the prior 2 months’
bills. All bills must show consumption amounts.

o. Caseworker may request additional information
