2024-09-03 ATR-GIE Avions de Transport Régional: Amendment 39-22745; Docket No. FAA-2024-

(a) Effective Date


This airworthiness directive (AD) is effective June 6, 2024.

(b) Affected ADs


None.

(c) Applicability
This AD applies to all ATR-GIE Avions de Transport Régional Model ATR42-500 and Model ATR72-101,
-102, -201, -202, -211, -212, and -212A airplanes.

(d) Subject
Air Transport Association (ATA) of America Code 27, Flight Controls.

(e) Unsafe Condition


This AD was prompted by heavy corrosion on one of the two lugs of the travel limiting unit (TLU) lever
assembly. The FAA is issuing this AD to address corrosion of the TLU lever assembly. The unsafe
condition, if not detected and corrected, could result in the rudder deflection not being limited at high
airplane speed which, if combined with a large rudder pedal input, could ultimately result in loss of control
of the airplane.

(f) Compliance
Comply with this AD within the compliance times specified, unless already done.

(g) Requirements
Except as specified in paragraph (h) of this AD: Comply with all required actions and compliance times
specified in, and in accordance with, European Union Aviation Safety Agency (EASA) AD 2024-0096,
dated May 2, 2024 (EASA AD 2024-0096).

(h) Exceptions to EASA AD 2024-0096


(1) Where EASA AD 2024-0096 refers to its effective date, this AD requires using the effective date of this
AD.

(2) Where paragraph (4) of EASA AD 2024-0096 specifies “to contact ATR for repair instructions and to
accomplish those instructions accordingly,” this AD requires replacing that text with “repair of any corrosion
before further flight using a method approved by the Manager, International Validation Branch, FAA; or
EASA; or ATR-GIE Avions de Transport Régional's EASA Design Organization Approval (DOA). If
approved by the DOA, the approval must include the DOA-authorized signature.”

(3) The service information referenced in EASA AD 2024-0096 specifies replacement of the TLU lever
“before further flight” or “within 6 months,” as applicable depending on the results of the inspection and
conductivity test. For this AD, the compliance time to replace the TLU lever starts from the conductivity test.

(4) Replace paragraph (8) of EASA AD 2024-0096 with “Accomplishment of the applicable actions for
affected parts in accordance with ATR AOM 2024/04 Issue 1 is acceptable to comply with the requirements
of paragraphs (1), (2), (3), and (4) of this AD, as applicable, for those affected parts only.”

(5) Paragraph (9) of EASA AD 2024-0096 specifies to report inspection results to ATR within a certain
compliance time. For this AD, report inspection results at the applicable time specified in paragraph (h)(5)(i)
or (ii) of this AD.

(i) If the inspection was done on or after the effective date of this AD: Submit the report within 10 days after
the inspection.

(ii) If the inspection was done before the effective date of this AD: Submit the report within 10 days after the
effective date of this AD.

(6) This AD does not adopt the “Remarks” section of EASA AD 2024-0096.

It is possible that the surface travel checks were not done after the electrical rigging of the ailerons, the
elevators, and the rudder. If this occurs, it is possible that the ailerons, the elevators, and the rudder will not
be able to reach their maximum travel or return to their neutral position. The FAA is issuing this AD to
ensure accurate rigging of the aircraft primary flight control surfaces by adding physical travel and centering
checks of primary flight control surfaces. The unsafe condition, if not addressed, could result in undetected
inaccurate positioning of the primary flight control surfaces, which in combination with an additional failure
or extreme maneuvers, can lead to runway excursion or structure ultimate load exceedance.

(f) Compliance
Comply with this AD within the compliance times specified, unless already done.

(g) Requirements

unsafe condition, if not addressed, could result in uncontained parts release, uncontained engine failure,
damage to the engine, and damage to the airplane.

(f) Compliance
Comply with this AD within the compliance times specified, unless already done.

(g) Required Actions


Except as specified in paragraph (h) of this AD: Perform all required actions within the compliance times
specified in, and in accordance with, European Union Aviation Safety Agency (EASA) AD 2022-0235,

(1) Where EASA AD 2022-0235 defines the AMP as the Aircraft Maintenance Programme which contains

airworthiness of each operated engine, this AD defines the AMP as the Aircraft Maintenance Program which
contains the tasks on the basis of which the operator or the owner ensures the continuing airworthiness of
each operated airplane.

(2) Where EASA AD 2022-0235 refers to its effective date, this AD requires using the effective date of this
AD.

(3) This AD does not require compliance with paragraphs (1) and (2) of EASA AD 2022-0235.

(4) Where paragraph (3) of EASA AD 2022-0235 specifies revising the approved Aircraft Maintenance
Programme within 12 months after the effective date of EASA AD 2022-0235, this AD requires revising the
airworthiness limitations section of the existing approved maintenance or inspection program, as applicable,
within 90 days after the effective date of this AD.

(e) Unsafe Condition


This AD was prompted by a report that repetitive disconnection and reconnection of certain Ni-Cd batteries
during airplane parking or storage could lead to a reduction in capacity of those batteries. The unsafe
condition, if not addressed, could lead to reduced battery endurance performance and possibly result in
failure to supply the minimum essential electrical power during abnormal or emergency conditions.

(f) Compliance
Comply with this AD within the compliance times specified, unless already done.

(g) Definitions
(1) For the purposes of this AD, an “affected PMA Ni-Cd battery” is defined as any PMA Ni-Cd battery
approved for a Ni-Cd battery identified in Figure 1 to the introductory text of paragraph (c) of this AD, all
serial numbers, except those which are a serviceable PMA Ni-Cd battery as defined in paragraph (g)(2) of
this AD.

(2) For the purposes of this AD, a “serviceable PMA Ni-Cd battery” is defined as a PMA Ni-Cd battery
approved for a Ni-Cd battery identified in Figure 1 to the introductory text of paragraph (c) of this AD, all
serial numbers, which was fully (re)charged at constant current and, after (re)charging, was not stored on
wing during a period exceeding the applicable “Time Limit” specified in Figure 1 to the introductory text of
paragraph (c) of this AD. Periodical, regular, and overhaul checks of a PMA Ni-Cd battery that include the
battery (re)charge at constant current are acceptable methods to demonstrate that the battery was (re)charged.

(3) For the purposes of this AD, a “serviceable non-PMA Ni-Cd battery” is defined as a type design Ni-Cd
battery having a part number identified in Figure 1 to the introductory text of paragraph (c) of this AD, all
serial numbers, which was fully (re)charged at constant current and, after (re)charging, was not stored on
wing during a period exceeding the applicable “Time Limit” specified in Figure 1 to the introductory text of
paragraph (c) of this AD. Periodical, regular, and overhaul checks of a non-PMA Ni-Cd battery that include
the battery (re)charge at constant current are acceptable methods to demonstrate that the battery was (re)
charged.
(h) Replacement
Before release to service of an airplane after a storage or parking period, as applicable, replace each affected
PMA Ni-Cd battery with a serviceable PMA Ni-Cd battery or a serviceable non-PMA Ni-Cd battery.

Note 1 to paragraph (h): Airplanes on which a battery is replaced with a serviceable non-PMA Ni-Cd battery
are affected by AD 2024-08-08, Amendment 39-22741 (, May 2, 2024), which provides requirements for
non-PMA Ni-Cd batteries.

(i) Parts Installation Limitation


As of the effective date of this AD, release to service of an airplane is allowed, provided all PMA Ni-Cd
batteries approved for a Ni-Cd battery identified in Figure 1 to the introductory text of paragraph (c) of this
AD that are installed on that airplane are fully (re)charged at constant current and, after (re)charging, were
not stored on wing during a period exceeding the applicable “Time Limit” specified in Figure 1 to the
introductory text of paragraph (c) of this AD.

(j) Alternative Methods of Compliance (AMOCs)


The Manager, International Validation Branch, FAA, has the authority to approve AMOCs for this AD, if
requested using the procedures found in . In accordance with , send your request to your principal inspector
