RE: LETTER OF INTRODUCTION

I am a carbon emissions consultant who recently came to recognize the opportunities


offered by the local petroleum industry, as a result of the government Climate Change Bill
(Amendment) of 2023 which, among other things, called for the establishment of the National
Carbon Registry, in pursuance to the UNFCCC, COP28 treaty, which has a vision of promoting
carbon emissions reduction globally.
The National Carbon register is to be run by the government, Energy and petroleum
Regulatory Authority, EPRA, and currently receives data from mainly upstream industry
organizations such as the Kenya Petroleum Company, KPC, to develop estimates of petroleum
product consumption records. However, the international treaties demand collection of more
accurate product consumption data and this will require input of data from more midstream and
downstream marketers.
It is my vision to work in particular with industry associations such as POAK, to develop and
operate a petroleum product marketers’ internet based platform through which members will be
able to utilize various easily accessible IT tools such as mobile phones and tablets, to be able to
upload stock input and sales data, through a special software application, and through an
internet website, this data will be accessible to government authorities. The system will not only
enable the petroleum marketers to provide data to the National Carbon Registry, but will also
enable them to limit incidents of stock pilferage by contracted product transporters, and also
prevent incidents of hazardous and deadly accidents caused by stock pilferage such as that
which recently led to the burning down and explosion of an illegal LPG refilling satiation located
in the middle of a residential neighborhood in Nairobi, leading to death and injury of innocent
victims and destruction of property.
I believe this is an appropriate opportunity for your association to implement just such a
service which should find favor with your members, and enable your organization to satisfy the
Climate Change Act, community development agreement project provisions. For further
