INTRODUCTION
Environmental/Ecological Development Levy (EDL), and Environmental
Impact Assessment (EIA) is one of the collectable REVENUES to be
collected by the state Government as approved by the schedule to the
Taxes and Levies (Approved list for collection) Act Amendment Order 2015.

OSUN STATE Environmental Protection Law, 2022
This project as contained in its caption is of two parts but can be
successfully combined together for proper monitoring and decision taking.
Its imposed on all Business ventures with the Geographical area the State

We propose to handle the collection from the under listed Business Sectors’
 Mining sites
 Petrol Stations, Gas sales outlets, and Oil Sellers
 Manufacturing, Quarry/Construction Companies
 Bank/Insurance Companies
 Bakeries, Block making, Table water factories and Metal Fabricators
OBJECTIVES/BENEFITS

The main objective/Benefits of this project are to;

1. Boost the State’s internally generated revenue


2. Monitor the significant effects of a projector or a development proposal
on the environment
3. Adequate analysis of the effects of any project on proposal on our
environment and prompt decision how to mitigate the likely effect to
ensure that the environment is safe for and healthy for us
4. Proper enumeration of all Business Premises carried out and properly
documented for future planning purposes
5. Inline with our Governor’s vision of job creation project will create
additional job opportunities less than 30 young people in our state

EXECUTIVE SUMMARY

The introduction of Environmental/Ecological Development Levy(EDL) AND


Environmental/Ecological Impact Assessment (EIA) scheme will allow a win
– win situation for all stakeholders

1. THE STATE WILL:


 Gain substantial income from the revenue to the generated which
will be channeled towards provision improvement of basic
infrastructure amenities within the State
 Monitor the significant effects of a project on a development
proposal on the environment
 The likely effect of such project or proposal will be adequate
analysed and a prompt decision taken on how to mitigate likely
effect to ensure that the Environment is safe for us

2. BUSINESS ENTITIES WILL:


Have benefit of reduced cost of transacting Business in our State as a
result of improved infrastructural facilities

3. THE CONSULTANT WILL;


 Provide adequate finance to execute the project on behalf of
government i.e. The Government will not invest her financial
resources in the project
 Deploy her professional/Managerial skills towards executive project
perfectly
 Employ and train about 30staffs to be engaged in the project this
we believe is in line with our Governor’s drive toward provisions of
gainful employment for the youths

VENUE ESTIMATION (CONTD)

From the previous page analysis and relying 100% or government support
and provision of adequate enabling environment combined with good
publicity, hope to achieve our estimate of #165,000,000.00 in first year,
subsequent years will definitely translate an improvement on previous
years achievement.

We propose that, the revenue accruing from this be distributed as


follows:-

State Government 60%

Consultant 40%

We are asking for the 40% so as to meet the ----- carrying out this
project in form of:

Initial enumeration cost

Maintaining an up to date Data base for all ventures in Osun State sector
by sector

Staff cost

Office running costs


Mindsets maintenance e.g. vehicles, motors, furniture and fittings

The Law

The Law guiding the collection of this project is contained part II of the
schedule to the TAXES AND LEVIES (APPROVED LIST FOR
COLLECTION) as amended Federal Gazette dated 9th June 2015, Vol 102,
Caption schedule to the TAXES AND LEVIES (APPROVED LIST FOR
COLLECTION) Act (Amendment) Order, 2015

The use of questionnaire, such information contain;

1. Business Name and Address


2. Owner’s name or contact personal name
3. Type of business

MODUS OPERANDI
1st Demand notice will be delivered to the contact person in Business
premises
2nd and final demand Notice will be sent to those that failed comply
within the stipulated time limit
Those that refused to comply will have there business project sealed,
until full compliant
Fees collected will be paid to a dedicated bank account. Bank account
will be mandated to share cash payment into two follows, Government’s
share transferred to her Bank while the consultant’s share will be
transferred to his bank account in line with the MOU. This will ensure
planning of the project by the consultant.

CONCLUSION
 This is a noble project with very good achievable objectives
provided its funded and the required support from government is
gotten promptly
 On our own part we are determined in all our resource into making
the project a success
 In Lagos, Ondo, Oyo and Ogun state the project is highly
successful in term Revenue to the Government and provide
employment opportunity for the masses
