Agenda: “Addressing rights beyond borders: Discussing the safeguarding of refugees and the
challenges of climate migrants”

The United Nations Human Rights Council, founded in 2006, is a vital UN entity dedicated
to safeguarding and advancing human rights on a global scale. Comprising 47 elected
members who each serve three-year terms, the council replaced the former United Nations
Commission on Human Rights (UNCHR). Tasked with overseeing human rights
implementation and monitoring nations for potential violations, the UNHRC also formulates
necessary interventions to assist vulnerable populations. To date, the UNHRC has facilitated
the rehabilitation of over 1 million refugees in host countries, marking a significant milestone
in its humanitarian efforts.

The challenges encountered by refugees and climate migrants are not isolated incidents, but
rather interconnected threads woven into the fabric of a complex global crisis. As countries
navigate the responsibility of providing refuge to individuals fleeing conflict and oppression,
they are simultaneously confronted with the harsh reality of displacement driven by
environmental factors. Rising sea levels, intensified weather events, and ecological
degradation are compelling communities to abandon their homes in search of safer havens.
This convergence of humanitarian and environmental crises underscores the urgent need for
collaborative and sustainable solutions on a global scale to address the multifaceted
challenges faced by vulnerable populations worldwide.

The Republic of Ethiopia has maintained an active presence within the United Nations
Human Rights Council since its inception, demonstrating a steadfast commitment to
upholding and enhancing human rights protections through proactive measures. Ethiopia
upholds an open-door policy for refugees, extending its support to over 823,000 individuals
primarily from South Sudan, Somalia, and Eritrea. The country diligently allocates these
refugees to designated camps, ensuring the efficient provision of essential services. Notably,
Ethiopia enacted a significant law on January 17, 2019, enabling refugees to obtain work
permits and essential documentation, affording them the opportunity to work legally, register
vital life events, and access financial services. Ethiopia remains dedicated to ongoing
enhancements to enhance the quality of life for refugees and actively seeks global
partnerships to address challenges related to climate-induced migration and refugee
protection. Ethiopia, in collaboration with the international community, is resolutely
committed to fostering a more robust and inclusive global society that addresses the pressing
needs of all affected individuals.
