CPG Consultants’ Airport Division was established in 1975 as a specialist group for
the planning, design and development of Singapore Changi Airport. Since the
1970s, the airport team has been involved with the planning, design, supervision
and construction management of Changi Airport from its beginnings as an
insignificant military airfield to its rise in stature as a world-class air-hub of the 21st P
Century.

PROJECT DESCRIPTION
CPG Consultants was appointed as the Concept Design Consultant for the expansion of the existing BIA in association
with Japan Airport Consultants (JAC).
Inspired by the lotus flower, the architectural form features a roof that resembles the flower’s stellate-shaped petals. In
its architectural expression the new Terminal presents a modern and updated image with the radial geometry of the lotus
petal motif dominating the visual language.
In plan the integration with the existing terminal was a key strategy to enhance the overall capacity of the airport.
Spatially the flow through the new expansion and connectivity with the existing are exploited through strategically located
voids to promote ease of orientation whilst providing the level of comfort and convenience and a sense of well-being
from the generous and largely day-lit spaces.
The new expansion will increase the design capacity of Bandaranaike International Airport from the current 6 mppa to 15
mppa. When completed the new expansion will be a striking new portal to Sri Lanka and BIA will be a world-class facility
that presents a positive, modern image to travelers and visitors alike.

Being at the epicentre of the country’s civil aviation activities, Yangon International Airport must now address its
future. With the current emergence of a revitalized economic climate and a corresponding increase in air travel, existing
facilities would have to be upgraded to meet these demands.
Existing terminal facilities are faced with severe limitations in handling the projected growth and expansion. The
expansion with additional facilities will enable the airport to handle 6 million passengers domestically and internationally.
The successful introduction of a new expansion will not only accommodate this growth but also provide a striking new
portal to Myanmar for international visitors.
CPG Consultants under the leadership of Pioneer Aerodrome Services (PAS), participated and won the Public Private
Partnership (PPP) bid invited by the Department of Civil Aviation (DCA) of Myanmar for the expansion of the Yangon
International Airport.
The design approach adopted as the cornerstone of the proposal would be functionality, tempered with pleasant,
inspiring spatial experience. By means of a clear spatial structure, the well-targeted use of daylight and economic means of
materials used for construction, new Yangon International Airport will be created in modest elegance; it is both modern
and timeless.

Addis Ababa is the capital city of Ethiopia and is the host city for the headquarters of many world organizations such as the
African Union, the United Nations Economic Commission for Africa (UNECA), and numerous continental and international
organizations.
Addis Ababa Bole International Airport (AABIA) currently has 2 terminals, with Terminal 1 serving regional and domestic air
traffic and Terminal 2 serves the international air traffic. The air passenger traffic for both domestic and international, was
close to 5 million passengers.
With the increasing continental and international political and economic importance and influence of Ethiopia, the
Ethiopian Airport Enterprise (EAE) is embarking on an aggressive expansion program to bring the airport into a position
where they can serve an expected increase in travelling demands.
China Communications and Construction Company (CCCC) is contracted by EAE, through a loan package from China Export
and Import Bank (Exim Bank), to provide a Design and Build contract for the expansion of the existing Terminal 1 and
Terminal 2, as well as a construction of a new VIP Complex. The expansion of the airport will be designed to accommodate
an annual capacity of 18 Million Passenger Per Annum (18 mppa).
The design calls for a linear expansion of T2 with increased capacity in processing facilities for arriving and departing
passengers. Major remodelling of the interior will be carried out to visually integrate the existing with the new together
with major works to improve the performance of the building services. Extensive modifications to the existing Terminal 1
will be carried out to increase the capacity and to provide a new and updated look. 9 more contact gates will be added to
bring the total numbers of contact gates to 18. On the landside the potential for commercial development that will be
integrated with the landside carparking facilities are also being pursued

CPGairport was appointed by Pakistan’s Civil Aviation Authority to provide full design consultancy services for
the new Islamabad International Airport’s Passenger Terminal Building. The new airport is Pakistan’s first green
field civil aerodrome, and marks a new era in developing world-class aviation facilities in the country. CPG are
employing environmentally sustainable design strategies such as daylighting; sun shading; evaporative cooling; and
heat recovery, to reduce the energy usage of the building, as part of a design approach that is proposing an
expansive intelligent main-roof and elongated elevated-driveway-length front portal, as a technologically advanced
and multi-layered interpretation of traditional Islamic geometric forms.
The Terminal Building has a modular design comprising co-located International and Domestic halls, with a linear
pier either side - and centre pier extending out from this, to serve the aircraft boarding gates. The planning
allows for an initial development of 9 million passengers per annum, and an ultimate development for a capacity
of up to 25 million passengers per annum. The phased expansion have been planned to be on each side of the
main terminal, further extension of the centre pier, and the addition of perpendicular piers to the linear piers.
The new Airport Terminal will be a state-of-the-art facility offering the latest in passenger comfort and
convenience, with an airport village included on the landside to cater to the high ratio of visitors that accompany
passengers.

CPG Consultants, in collaboration with China Airport Construction Group Corporation (CACC) of Civil
Aviation Administration of China, have been appointed by the Hunan Provincial Government as Design
Consultants for the Hunan Zhangjiajie Hehua Airport Terminal 2 building in China. This project was secured
through a design competition.
UNESCO World Heritage listed, crystal-shaped craggy-peaked mountains of Zhang Jia Jie in Hunan, inspire the
city’s new design-competition-winning Terminal Building. Repeated modules of folding vault roof profiles, give
layered depth in overall composition, of the mountains seen in perspective. Spatial experience is to be
progression under lofty timber-strip-line soffit shell structures. Natural light will mediate the two, shining on and
shading different oriented surfaces; streaming through strip skylights at valleys where roofs meet, at different
times of the day and seasons, for a welcome addition of this sense of the place.
CPG Consultants and CACC will provide design consultancy services for the 50,000-sqm passenger terminal
building, airside and landside infrastructure works. The terminal will have the capacity to handle up to 5 million
passengers per annum in Phase 1 and up to 8 million passengers in year 2035. The 806 million RMB project is
targetted to complete within 3 years upon the start of design work.

PROJECT DESCRIPTION
The new Naypyitaw International Airport, open in late 2011, is to serve as the gateway to the new national
capital and a showcase for Myanmar, as a rapidly developing country, for all air-travellers that will use the facility,
especially importantly government and diplomatic passengers. It also has a dedicated VIP complex, to one side.
The new Passenger Terminal Building (PTB) is designed to serve both international and domestic passengers.
The earlier airfield with its limited facilities had served only a handful of domestic flights catering to the needs of
mainly senior Myanmar governmental officers as well as certain foreign dignitaries. For the new airport, the
consultancy commenced with a master plan review, for which the main focus was planning the passenger
terminal building and apron configuration that would provide for efficient operations given the alignment of the
new runway and apron. It also included the design of the landside infrastructure comprising the roadways and
car parking, with the objective to balance the need for good functionality with a priority for passenger
convenience and appropriate level of service. The initial phase is designed for a capacity of 3.5 million passengers
per annum (mppa), with the flexibility to ultimately expand to cater to three times this capacity, to 10.5mppa.
Naypyitaw means "Royal City" or "Abode of Kings", and the Terminal is planned on a grand, majestic scale, with
the architectural form presenting this commanding impression as its roof rises from the horizon. Skylights mark
the direction of passenger movement through the Terminal, bringing natural light into the interior, and right
down to the Arrivals Hall from a larger, central skylight. The interior spatial composition features the dramatic
height to the roof, and employs decks and bridges over voids, to connect to the Departures Check-in Hall
through the Departures Hall, from the Kerbside, while the voids open up the Arrivals Hall below, to above.

PROJECT DESCRIPTION
CPGairport produced this winning scheme for a competition invited by the Airports Authority of India to design
a new International Terminal Building at Ahmedabad including associated aircraft parking apron, roadways,
carparking and landscaping. The design is conceived as a distinctive roofline making reference to the recognizable
form of kites associated with an international festival held in the city.
The kite shaped cutouts form skylights, while surrounding surface area is a membrane of ceiling finish from below,
and roofing above. The 3-dimensional composition of these forms creates a dynamic structural system of
trapezoidal-shaped frames tapering to a single node at the mid-span region of the roof truss that each skylight
length comprises. Vertical circulation within the 1 and ½ level Terminal, designated for a capacity of 2 million
passengers per annum, is handled at a circular deck at the centre of the back of the main halls.
The terminal design benefits from an abundance of daylight from the skylights and shear-glass and louver facades,
while energy efficiency within the climatic extremes of the city, is to be achieved by cooling and heating being
concentrated on only the first 3 to 4 metres of space closely affecting the comfort of passengers

As a functional facility located on the undulating terrain of Biggin Hill, the building massing is tucked against
the natural terrain with excavation, to derive minimum buffering from the natural earth form and in the mean
time, to keep a low profile in exposure. Apart from the functional features on protection and redundancies,
effort is not spared in the creation of external cosy green pockets in between building blocks, and maximizing
green cover throughout the whole site.

PROJECT DESCRIPTION
From the ‘kite city’ in Ahmedabad to the ‘tea city’, CPG Consultants was also involved in the development of
Dibrugarh Domestic Terminal, in the northeast of India. In partnership with the New Delhi-based Kothari and
Associates, CPG Consultants, played the role of a global associate for the development of this competition-
winning domestic terminal design.
The terminal design features an expensive incline planar-roof resting on Y-shaped columns, to deal with the heavy
rainfall traditionally experienced. CPG Consultants advised on the concept finalisation, particularly in relation to
airport planning principles of flexibility, expandability and clarity for passengers. The 10,000-sqm Domestic
Terminal of Dibrugarh will handle 250 departing and 250 arriving passengers during peak hour. Design of this
terminal is being finalized and construction expected to be underway by the second half of 2005.

PROJECT DESCRIPTION
The scheme for a domestic passenger terminal building for Wuhan Tianhe Airport by CPG Consultants won the
design competition invited by the Wuhan Tianhe Airport Authority.
This new US$159 million terminal with a floor area of some 100,000 meters square is to have 20 contact stands
with passenger loading bridges and 4 remote stands. The new terminal consists of three primary levels, one for
departure, and two for arrivals. A new two-level roadway serves arrivals and departures separately, with each
level providing 300 meter length of double kerbside frontage, to facilitate public and private vehicles.
For the River-city of Wuhan, curved lines express the planning arrangement and distinctive roof form of the
design. Their association is with the pervasiveness of water, and particularly the circular ripples radiating across it
from any one point. The brim of a topmost sweeping cantilever-canopy ties the technology of the building with
its tectonics to create the architectural form for Terminal 2. It comprises a three-level main building and two
finger-pier buildings extend-out from the far corners to the aircraft-parking apron. On the Landside is an
expansive forecourt with car parking.
The main check-in area has 80 counter positions, each to have direct feed to the baggage conveyor system. The
building’s two pier concourses extend beyond the terminal building, to process 12.2 million passengers a year or
average 4600 passengers per hour at peak times. The new terminal will also include 18 positions for centralized
passenger security screening, and 10 baggage claim carousels for arriving passengers to collect their bags, with
one of sufficient length for Code F aircraft. This is ample to serve up to 2650 passengers per hour. Devoting a
significant 12 percent of floor area to retail concessions space creates a virtual mall for shops, restaurants and
other facilities, In addition there are two Commercially Important Person (CIP) lounges, airline lounges, arrivals
lounges, and business centre.

PROJECT DESCRIPTION
The redevelopment of existing Yangon International airport included planning and design of the airside & landside
facilities that form part of integrating an expanded terminal building.
The expansion added about 17,000m2 floor area and 32 Departure Check-in Counters as well as Departure Gate
Lounges, to the existing 11,000m2 terminal building, within quite a tight budget. It was designed for a capacity of
2.7 mppa. It was however designed to stand as a testament to progress in Myanmar, as a rapidly developing
country.
Its architectural expression therefore conveys a distinctly contemporary look, using light colours with certain
timber accents along with the physical massing that is comprised of the linearity of wall and roof planes,
culminating in interface with the hallmark cylindrical volume of the VIP Complex. The distinguished form of the
latter, defines and articulates the overall design language of the terminal, using aluminium fins and sunshades and
the latest curtain-wall glazing technology in unison with its bold form and the vibrant colours of the Departure
Gate Lounge seating of its open double-height interior spaces.

The terminal space program that became the basis for the upgrading works had the objective to create more
retail space and improve critical passenger areas. Given the urgent implementation schedule, the enhancements
were proposed with the emphasis on opportunities for improvement using interior painting and improvements to
layouts with the new of enhancing the passenger flow through the creation of larger spaces where possible and to
provide neater uninterrupted surfaces with greater continuity of materials and finished treatments.
The existing terminal was designed for a capacity of 1 million passengers per annum. Improvements to the
interior of the terminals were carried out in phases for enhancements of the capacity and to minimise disruptions
to the existing operations.

A consultancy proposal was submitted for the development of a new passenger terminal building as well as
upgrading and improvement plans to the existing terminal buildings and airsides. The proposal will require the
relocation of several existing buildings and significantly the air traffic control tower and new access roads from
the main roadway connecting the airport to the town of Nadi. The existing terminal can be retained as a
domestic and cargo facility. Due consideration was given to the concept design of the new terminal to
incorporate a uniquely Fijian blend of architecture in harmony with the scenic setting of the adjacent
landscape. The optimal location and configuration of the new terminal will maximize convenience and safety
for aircraft operations as well as ground transport access with ease of maintenance and adaptability for future
change

The brief calls for the terminal to be designed as a gateway to the tropical islands paradise and to complement
the native architecture of the islands. The exterior architectural statement projected by the terminal
represents the forms and images of vernacular architecture. The extensive glass walls of the interior spaces,

The 78m tall Air Traffic Control Tower is a distinctive sight signaling the approach to Changi Airport. The
refurbishment had to be extremely sympathetic to the need to maintain the familiarity so ingrained in our
collective consciousness. The shaft and the cabins are the most visible part of the tower. The base comes into
view, as one gets closer to the tower. The design strategy is that the new silhouette, achieved through the use
of more seamless materials like granite and aluminium, had to be subtly incorporated to hint at a more
updated look, yet maintain the slenderness of the tower. The base must continue the visual interest by being
remodeled with stepped planters and a curtain‐like fountain animated by filtered coloured lights.
Part of the upgrading is to enhance the essentials for a high standard of operationally – the mechanical and
electrical systems and the fire protection system.

The simple layout of Terminal 2, coupled with prevalent signage throughout the building, moving sidewalks,
lifts and escalators help facilitate a high volume of swift passenger movement. The auto-guided Skytrain,
which was a first in Asia, provides fast, convenient transfer for users to and from Terminal 1. Costing some
US$177 million, the expansion consisted of 2 piers branching out towards Runway 2 and housed 22 new
boarding gates. With the new pier, all aircraft arriving at the terminal are able to connect with the main
building. With this, it has significantly altered direct passenger access from building to aircraft making it fully a
traveller’s dream come true.
