MAN OVERBOARD & CREW MISSING AT SEA.


MANOVERBOARD
A. EMERGENCY ACTION
1. Release MOB L/buoy, manual steering & steer the wheel hard over to man fall side &
inform to ER to reduce to manoeuvring speed (Stand-by Engine), simultaneously.
2. Follow ship’s specific “plan and procedure for recovery of persons from water” as per
SOLAS Ch III/Reg17-1.
3. Raise emergency alarm & Announce type of contingency.
4. Save or mark MOB position on Radar.
5. Keep continuous watch of the man overboard.
6. Ascertain ship's position: relative to man overboard.
7. Manoeuvre to recover the victim. (other than Scharnov Turn)
8. Exhibit/sound appropriate signals.
9. Keep radio station &VHF (Ch.16) ready.
10. Prepare Rescue boat.
11. Fix ship's position continuously and record all movements/events.
12. Broadcast man overboard message (Distress message) to vessels in vicinity and
nearest coast station.
13. Operate navigational equipment & search light, if at night.
14. Manoeuvre the vessel to search & rescue the man overboard as per International
Aeronautical and Merchant Ship Search And Rescue Manual (IAMSER) vol III.
15. Collect information on man overboard.
16. Provide additional manpower to bridge for extra lookouts.
17. Standby first aid party to receive survivor.
16. Control and carried out Search & Rescue operation after reporting to RCC/MRCC.
17. Used appropriate Search Patten depending on the situation and assistance available
(Co-ordinated surface search, Sector search, Expending square search)
18. Broadcast/send final result to vessels in vicinity & relevant Authorities.
19. When Recover man overboard provides first aid to survivor.

B. REPORT & RECORD


1. Inform Owner, Port Authority if in Port Limit, keep close communication with all
parties involved.
2. Broadcast/send urgency message to vessels in vicinity, nearest Coast Station and
RCC/MRCC.
3. Broadcast final result and make entry of incident to ship's log & OLB.
4. Submit "Incident Report" to owner.

C. Length of Search and Rescue Operation


It depends on the water temperature, duration his stay in water, possibility of recovery and
the guidance described in IAMSAR. (page 3-41)
In general, the search may be considered to terminate:
 When the sea temperature is less than 2o C - < 3/4 hr
 When the sea temperature is 2o to 4° C - < 1.5 hr
 When the sea temperature is 4° to 10°C - < 3 hr
 When the sea temperature is 10° to 15° C - < 6 hr
 When the sea temperature is 15° to 20° C - < 12 hr
 When the sea temperature is over 20° C - depends on fatigue
If the Master considers terminating the operation, he shall inform the Owner for approval
and broadcast/send the situation to vessels in vicinity and relevant Authority.

CREW MISSING AT SEA

A. EMERGENCY ACTION
When someone reports to master that one crew is missing and may have suspected to fall
overboard, he shall:
 Organise a search of the entire ship ensuring that the missing crew is not onboard.
 Fix the ship's position when the missing crew was last sighted.
 Broadcast/send urgency message to vessels in the vicinity of expected location.
 Report to owner.
 Turn back to the expected location for search and rescue operation.
 In such case the following considerations shall be taken into account.
 Duration of missing.
 Sea temperature.
 Direction and force of wind/ current and calculated drifting.
 Distance to go to the expected location, steaming time, and E.T.A.
 Day or night on arrival location and state of expected visibility.
 Keep records of all events and actions that took place.
 Report the result to the owner.

B. Information Required for Report


 Name and rank of man overboard or missing.
 Date, time and position of vessel when the incident occurred.
 Action for search taken.
 Weather, visibility, direction & force of wind & sea condition.
 Reported parties concerned.
 Result.
 Last and next Port of calls.
 Amended E.T.A. next Port.
 Other information as deemed necessary.
