BARANGAY EXECUTIVE ORDER


No. 24-01-003 Series of 2024

REORGANIZATION AND COMPOSITION OF THE BARANGAY PEACE AND


ORDER COUNCIL (BPOC)

WHEREAS, Executive Order No. 309, series of 1988 as amended mandated the
establishment of a Local Peace and Order Council;

WHEREAS, with the enactment of R.A. 6975, otherwise known as the Department of
the Interior and Local Government Act of 1990, the Philippine National Police (PNP) has been
created in lieu of the former PC/INP, while the National Police Commission (NAPOLCOM) was
reorganized, with the Secretary of the Department of the Interior and Local Government (SILG)
as ex-officio Chairman of the new Commission;

WHEREAS, the aforementioned organizational changes have altered the composition


and structure of the Peace and Order Council (POC), such that further amendment of Executive
Order No. 309, s 1987 as Amended by Executive Order No. 317 s 1988, Executive Order No.
320 s 1988, Executive Order No. 20 s 1992 and Executive Order No. 366 s of 1996 are again
imperative to conform with the provision of RA 6975;

NOW THEREFORE I, ENRY L. SANTOS, Punong Barangay of Barangay Gaya-


Gaya of City of San Jose del Monte, Bulacan, by virtue of the powers vested in me by law, do
hereby order:

Section 1. Reorganization and Composition of the Barangay Peace and Order


Council. Pursuant to Article 186 of the Implementing Rules and Regulations of RA 7160
and further reiterated by the aforecited Executive Orders, there is hereby reorganized a
“Barangay Peace and Order Council” to be composed of the following:

Section 2. Functions and Responsibilities of the Barangay Peace and Order Council,
the BPOC shall have the following duties and functions.

1. Formulate a Barangay Peace and Order and Public Safety Plan (BPOPS Plan) and
furnish copy to the following;

a. Barangay Development Council (BDC) for reference and consideration in the


formulation of the Barangay Development Plan (BDP); and
b. Higher level POC for consideration in the formulation of their POPS Plan;

2. Recommend measures to improve / enhance peace and order and public safety in the
community;

3. Monitor and coordinate the implementation of peace and order programs and projects
at the barangay level;

4. Serve as an information gathering mechanism;

5. Monitor and report, to appropriate authorities, suspicious illegal activities and


personalities involved, including insurgent activities within their jurisdiction;
6. Maintain continuing dialogue, close coordination and rapport with higher levels of the
peace and order councils and law enforcement units;

7. Coordinate the operation of all community-based anti-crime groups in the barangay;

8. Conduct periodic assessment of the prevailing peace and order situation in the
barangay and submit a report, with appropriate recommendations, to the higher-level
POC;

9. Submit annual BPOC Functionality Report; and

10. Perform such other functions as may be assigned by higher POCs.

Section 3. Meetings. The BPOC shall meet at least once a month or as often as may
be necessary.

Section 4. Effectivity. This Order shall take immediately.

Done this 2nd day of January, 2024 at Barangay Gaya-Gaya, City of San Jose del
Monte, Bulacan, Philippines.
