OF MERSING TO MINYAK BEKU, BATU PAHAT, JOHORE, MALAYSIA AROUND 165 KM BY PRIVATE
FUNDING INITIATIVE (PFI) EVALUATED AT RM1,150,000,000-00 [RM1.15 BILLIONS]

- LETTER OF INVITATION TO JOINTLY COLLABORATE AS FUNDER OF THE PROJECT.

The above matter is referred.

2. Firstly, we would like to take this opportunity in representing our Company that established
since 28 years ago, under registration of PKK class C and CIDB class G4 company with vast experience
in the field of construction and related business including civil and infrastructure to mechanical and
electrical works. Our Company is registered with the Treasury of Ministry of Finance, Malaysia under
various categories of works and supplies contract.

3. Recently, we’ve proposed and determined a Project of the above referred and in presenting,
handling and/ or securing the Project with the Ministry of Finance, Malaysia and Public Private
Partnership Unit (UKAS), Malaysia it got a good response, already highlighted and verbally agreed of
the said department of the Government (“Our Government”).

4. We write in responding to the suggestion of our Government in support of the Project for
our Company to show or projecting a cooperation with any party interested in giving the financial
assistance as the funder of the Project. We’re now fully aware of your operation, strength and
preference in conducting your business and deliberating the funding to company needed such as ours
and we believed our business and preference are the same. Therefore we’re writing in conveying our
Company’s invitation to your party in supporting, collaborating and/ or joining our Company in the
Project as the Funder/ Financier.

5. We’re hoping for our intention and invitation will have a good positive reply from your side
and we’re strongly believe that this Project will bring a major impact to the surrounding areas and it
will get strong support from the state government of Johore, Malaysia.

6. As such, we’re waiting for you feedback and looking forward for collaborate and have a
close relationship in the near future. We thank you in advance for the opportunity given and hoping
again for your positive answer.
