The first six months of 2003 have rushed by us through one of the most tumultuous times in recent history, not only domestically but also internationally. Events such as the recent outbreak of SARS and the war in Iraq had adverse effects on our economy. Thus, we saw the Malaysian Government proactively employing excellent measures to rebuild businesses, investment confidence and consumer consumption, by introducing the Stimulus Package in June 03. In the arena of political history, we are witnessing an interesting change in our leadership. As we welcome the new leader, Y.A.B Dato' Seri Abdullah Ahmad Badawi, we shall truly miss the dynamism and vision of our Y.A.B Dato' Seri Dr. Mahathir Mohamad. With the winds of change and the external turbulences, the Management and staff of the Group are equipped and ready to persevere and pull through the tough times ahead. For the next 6 months, the core challenge is to maintain a healthy business environment for the Group. Three Times the Joy!!!


The Management and Staff of HSS Group of Companies congratulate our Chairman, Dato Zakhir Sidek and his wife Datin Norazah Mohamad Razali on recent additions to their fold. On 19 June 2003, Dato and Datin were made proud parents for the first time, and their joys were tripled by the cries of triplets!!! Yes, 2 healthy boys and a girl! Another happy milestone for our aggressive, performance-orientated Chairman, a firm believer of fast track projects. Congratulations!

Dedicated Highway
An Indication of Our Dedication

HSS Integrated Sdn. Bhd. (HSSI) is once again appointed to manage the Design & Build construction services for another milestone project in Kuala Lumpur. Dedicated Highway shall be the next super highway linking KL - Putrajaya KLIA. This total stretch of 26km shall provide the link from KLIA at Sepang to Putrajaya Administrative Centre, and finally to Central Kuala Lumpur. Estimated at RM1.2b, the Dedicated Highway Project commenced recently in 2003 and is due to complete by 2006. The challenges faced by HSSI in this project include designing complex 3-tier interchanges with up to as many as eight ramps and the designs were further complicated by prevailing limestone areas with inconsistent profiles for the stretch of

alignment in Kuala Lumpur. This made the job more challenging as the different

characteristics in the soil throughout the alignment required innovative designs.

PROGRESS & MAINTENANCE OF ISO CERTIFICATION

According to Mr. Yeap Ming Keong, Quality Assurance Manager for HSSI, this ISO certification helps to increase the understanding, transparency and awareness of the quality system amongst staff members at HSSI.

As such, HSSI staff members would be well-versed with the ISO Quality System, thus ensuring further commitment from all levels of staff at HSSI.

HSS Integrated Sdn. Bhd. (HSSI) was the first engineering consultancy company to be accredited with the SIRIM ISO 9001 quality system in 1995 for the design of civil and building engineering works. HSSI has maintained this quality system and was recently upgraded to ISO 9001: 2000.

With the objective to promote professionalism within HSSI and with its customers, the Quality Assurance Department and the Human Resource Department are working in unison to implement a program for staff members to attend ISO Awareness training sessions more than two times per year.

n wake of the Eighth Malaysia Plan, we as a nation have been urged by the Government to embrace the next steps towards becoming a fully developed nation by the year 2020. As such, efforts have been undertaken to develop a competent and responsive education and training system, in order to equip a highly skilled and knowledgeable work force. Under the Eighth Malaysia Plan, HSS Project Management Sdn. Bhd. (HSSPM) was appointed by the Ministry of Education as Project Management Consultants to manage the construction of more schools in Kuala Lumpur and Sabah areas. To date, a total of six schools are under various stages of construction with some schools nearing completion. The contract value of each school ranges between RM18m to RM40m.

GET TO LUMUT
Would you list Lumut as your next holiday destination? Perhaps the following may interest you: Lumut is a bustling small town in Perak that has blossomed over the years as a result of tourism, from its maritime attraction to the Pesta Laut Annual Event. Lumut is the departure point from the mainland into Pangkor Island, a thriving tourist destination well known for its pristine beaches and world-class holiday resorts. And with recent designs made for road improvements from Ipoh to Lumut, travel time will be reduced leaving more time for a relaxing holiday! A relaxing holidayand less travel time? Yes! HSS Integrated Sdn. Bhd. (HSSI) in a joint venture with RAPI Sdn. Bhd. was awarded to undertake the design consultancy upgrading work for the existing Federal Route 5 (FR5). The FR 5 is currently one of the main links between Ipoh and Lumut, which also serves as a wide catchment area. In its key role for commuting purposes, the current conditions of the FR 5 needs upgrading for long-term traffic demands. As such, the road works have started from Sitiawan through to Ayer Tawar, passing Bota Kanan, Bandar Seri Iskandar, Tronoh and up to Kampung Bali. The proposed widening work involves upgrading the existing R3 road into a R5 standard dual carriage way, which include the reconstruction of bridges that complies with the geometric, structural and/or hydraulic requirements. Getting home later than you should because of massive traffic jams?
Commuters will soon have the new option of smooth traffic flow with the current upgrade and improvements on Lebuhraya Damansara-Puchong (LDP) with the construction of six interchanges. HSS Integrated Sdn. Bhd. (HSSI) was appointed as the consultants to design the interchanges in order to ease traffic congestion. Highlights of the design include dual two-lane flyovers, 3-tier two-lane fly-overs, in addition to the construction of ramps and elevated U-turns, to name a few. Residents from Bandar Puchong, Bandar Kinrara and Bandar Sunway, and surroundings townships will benefit from this proposed development.

The construction of the interchanges has commenced and is expected to complete by 2005. It may appear to be a long wait from now but as the saying goes, good things come to those who persevere!

ccording to a Behaviour Modeling Framework, the Effective Supervision of Work and People encompasses two areas, which are coaching employees for work improvement; and the corrective coaching method used in order to gain commitment from employees to perform operational standards.

These are the guidelines: Coaching Employees for Work Improvement Praise skills that are well done. Should a problem arise, draw out what appears to be the problem. Establish the real problem. Identify options. Guide the employee to choose the BEST solution. Agree on an action plan and FOLLOW UP.

Corrective Coaching of Employees: Who / What is at fault? Praise skills that are well done. Draw out the effects of fault and to look at consequences from a customer's viewpoint. Establish a correct procedure. Gain commitment by: Either asking questions to establish reasons for the procedure, Or to demonstrate the procedure and supervise its practice. FOLLOW UP.

KINTA RIVER Flood Mitigation

Gone will be the days of Kinta Rivers flooding and untapped natural beauty with the up coming Kinta River Flood Mitigation Project. HSS Integrated Sdn. Bhd. (HSSI) was commissioned by Jabatan Pengairan dan Saliran (JPS) Malaysia for the Planning and Detail Design of Flood Mitigation Works for Sg. Kinta and five (5) of its Tributaries : Sg. Johan, Sg. Raia, Sg. Teja, Sg. Kampar and Sg. Chenderiang. Project planning of the Flood Mitigation Works encompasses the following: -

By pass floodways as well as old mining ponds offer an elegant means of mitigating flood but the needs of development has rendered this measure inapplicable. Flooding in the Kinta Valley primarily in low lying areas of Sg. Kinta and its main tributaries are attributed to the following causes:Reclamation of ex-mining ponds for development, eliminating the mitigating effects of ponds on run-off to watercourses. Backwater caused by bridge constriction. Insufficient capacity of Sg. Kinta and its tributaries to convey flood flows. Overtopping leading to breaching of localised sections of bunds. High water levels in Sg. Kinta and its main tributaries result in backwater effects in local drainage. Siltation and clogging of river channels and urban development in low lying flood plains are also other contributing factors. In the detail planning stage, the mitigating measure is identified by river improvement and reconstruction of related structures that causes flooding or are in poor state of repair. The estimated cost of the project is RM 225m. The implementation of the Project is proposed to be in phases congruent with social needs and budgetary allocation. The Flood Mitigation Works of Sg. Kinta and its tributaries of Sg. Johan, Sg. Kampar, Sg. Teja and Sg. Chenderiang are to be parcelled into a number of packages based on the above consideration.

Review of the Master Plan Study undertaken in 1993. Formulation of Flood Mitigation measures to mitigate flooding along Sg. Kinta and its Tributaries. Formulation of measures for landscaping, and the beautification with recreational facilities to the Flood Mitigation Works for Sg. Kinta and its Tributaries. The project area encompasses the entire 2500 sq. km of catchment of Sg. Kinta, located in the Central Eastern Section of Perak. The topography of the catchment area consists of forest covered mountains in the North, and in the East, gradually rolling topography towards the valley of Kinta River South of Ipoh City. The land used in the project area consists of forest, urban development, agriculture and a large tract of unproductive mined out land containing ponds, tin tailings and swamp. The principal findings on the review of the Master Plan undertaken in 1993 were as follows: Proposed water supply dam in Ulu Kinta is small and have no significant effect in attenuating peak floods. On-stream storage is not effective in the mitigation of flood but it could serve as a good sedimentation trap.

The first package for Detail Design of Sg. Kinta is for river improvement and its associated works from 350 metres upstream of Raja Musa Aziz Bridge (Ch. 16.37 km) to JPS Bridge (Ch. 19.93 km). The Main Components of Works identified are dredging of Sg. Kinta, construction of flood wall for a stretch of 2.7 km within Ipoh City, Gated Water Level control structure cum bridge at Ch19.93 km and the reconstruction of Raja Musa Aziz and Sultan Iskandar bridges. The estimated cost of this package is RM40m. Landscape, master planning and conceptual design works from Tanjung Rambutan Waterfall to Pengkalan are also included in the above package.

GRADE - SEPARATION TO R O T H M A N S ROUNDABOUT

In April 2003, HSS Integrated Sdn. Bhd. (HSSI) was appointed by Glomac Bina Sdn. Bhd. to carry out a concept study and a subsequent detailed engineering design for the upgrading of Rothman's Roundabout in Petaling Jaya. Majlis Perbandaran Petaling Jaya (MPPJ) appointed the project to Glomac Bina Sdn. Bhd. through a Letter of Intent on a design and build basis. The objectives of this project are to achieve the following: To s o l v e o r r e d u c e t r a f f i c congestion at Rothman's Roundabout. To build an interchange at a highly congested site with optimum construction cost. To maintain a cost-effective concept by the allocation of major costs to the heavy traffic load sector. Taking into account the above-mentioned objectives and major traffic flows between SS2 and Jalan Semangat, the proposed fly-over needs to be fitted into tight sites and acute horizontal bends. Hence, HSSI proposed two concept layouts with features of either remodeled at-grade configuration or the retention of roundabout. The options: Option 1: 2 lane fly-overs from Jalan Semangat to SS2 incorporating one lane ramp from Jalan Universiti to SS2. Option 2: 4 lane fly-overs directly from SS2 to Jalan Semangat. Jalan Universiti together with Jalan 19/1 straight to Jalan Universiti; while the other at Jalan Universiti to SS2. Turning movements with low traffic volume will be barred and they are:From SS2 turning right to Jalan 19/1; From Jalan Universiti straight on to Jalan 19/1; From Jalan 19/1 turning right to Jalan Semangat. Based on a traffic survey carried out, traffic volume on the three barred movements constitutes only about 10% of the total traffic passing the roundabout. These are alternative routes, amidst slightly longer traveling distance, available and easily accessible. Barring of these movements will be done to increase the at-grade junction capacity. Otherwise, it will require the usual 4-phase signal system, which would not help to alleviate the peak hour congestion, presently occurring at this roundabout. This would then defeat the

purpose of the upgrading works. With the upgrading of Rothman's Roundabout in place, it is envisaged that traffic congestion at the roundabout would be resolved or at least be reduced drastically. Analysis carried out by MDS Traffic Planners & Consultants indicated improvement on the Level of Service (LOS), from the present F to at least a C with some movements achieving even LOS - A. Other design scopes involve the provision of paved pedestrian walkways, zebra crossings at the junction, landscaping, underground drainage, street lighting, street furniture and a retaining wall. No permanent structure will be affected by the design and only vacant land and compound of small areas will be acquired for the interchange construction. D e t a i l e d g r o u n d s u r v e y, s o i l investigation and utility mapping were carried out by three separate contractors, and based on available data; estimated construction cost will be derived.

Volleyball Tournament
The first event for the Sports Club kicked off with the Volleyball Tournament on the 8th March 2003. The teams H i g h w a y, I n f r a , S P D , Structures and Intesys / M&E played a great game of round robin under the refreshing sunlight at Taman Tasik Titiwangsa where over 60 members and their spouses turned up to join in the fun! Congratulatory cheers went out to the Structures team for remaining as defending champions, and team Intesys/M&E for taking the runners-up placing. Prizes will be presented at this year's Annual Dinner.

Sepak Takraw Tournament


On the 10th May 2003, the Sepak Takraw match made a comeback after missing in action for more than five years! More than 40 people attended the match to watch as many as eight teams play an exciting match of Sepak Takraw. The eight teams were SPD(A), SPD(B), Highway(A), Highway(B), Infrastructure, Structure, M&E, and Batu Pahat Site. The team from Batu Pahat Site beat other teams to win first place; while M&E came in second.

Treasure Hunt
This year's long-awaited Treasure Hunt had keen members turn up in full swing on the 29th March 2003, where over 17 cars were ready to take off from the HSS office in a Treasure Hunt adventure to Kuantan, Pahang. Bearing the theme HUNT AND RELAX, enthusiastic participants pulled through with teamwork to get ahead in the hunt. Teammates Jamil, Normasita, Sharifah and Begum had the Best Team Spirit, turning up in matching attire! Most participants found the trip to be a good experience, even if it was their first try at such a game. The highlight of the Treasure Hunt was the scrumptious dinner at Swiss Garden Hotel, Kuantan. Here, participants eagerly waited for the results. Alan's team comprising of Rose, Alex and Michele emerged first. The team went home with RM800! Mathen and Norafizza paired really well as a team, coming in second and pocketing RM500, while team members Anand, Andy and Aziz came in third, winning RM300. All other cars received consolation prizes worth RM100 each.

RAIN
n March 29, 2003, HSS Engineering Sdn. Bhd. organised a friendly golf match at Sungai Long Golf and Country Club, Cheras. Hosted by Lembaga Lebuhraya Malaysia (LLM), Konsortium Lapangan Terjaya Sdn. Bhd. (KLT) and Konsortium Lapangan Pantai Barat Sdn. Bhd. (KLPB) were invited to complete the 'deadly' foursome. Following a light buffet lunch, the golfers trooped to tee-off at 2pm. At this juncture, the rain came as well. Nevertheless, through rain or shine, the 20 ardent golfers soldered on. Encouraged by the wet habitat, several Buayas (winners) emerged in the process!! technical paper entitled The Elevated Guideway of LRT, Kuala Lumpur written by Datuk Ir. K. Sittampalam and Dr. Ir. C. O. Chow from HSS Integrated Sdn. Bhd. Was well received at the recent 3rd International Conference on New Dimensions in Bridges:Flyovers, Overpasses and Elevated Structures. This paper explains the design concept of the Elevated Guideway of the Light Rail Train (LRT) system in Kuala Lumpur. It illustrates the use of externally prestress technique in precast concrete box sections. In addition, the article summarises specific loading applicable to the LRT system. It also includes the detailing of optimised sections based upon the result of a high-level standardization exercise. The conference was held at Istana Hotel, Kuala Lumpur from the 9th to 11th April, 2003. There were a total of 50 technical papers submitted by international participants from Japan, USA, Italy, Spain, Mexico and Belgium, to name a few.

The panel of conference including professors from University of Malaya and Nanyang Technological University Singapore; and Professor Mahesh Tandon of Tandon Consultants Pvt. Ltd., India have

recommended the Highly Commendable Paper Award 2003 to this technical paper. CONGRATULATIONS to Datuk Ir. K. Sittampalam and Dr. Ir. C. O. Chow!
