WHEREAS, under Section 152 (C) of the Local Government Code States that:
WHEREAS, the EODB ACT of 2018 or Republic Act 11032, otherwise known as “An
Act Promoting Ease of Doing Business and Efficient Delivery of Government Services,
Amending for the purpose of Republic Act No. 9485 “ was duly enacted;
WHEREAS, Section 11 (f) of the above-mentioned Republic Act duly amended the
Section 152 (c) of the Local Government Code, and provides that “ Barangay
Clearances and Permits related to doing business shall be applied, issued and collected
at the City/Municipality in accordance with the prescribed processing time of said Act.
Provided, that the share in the collection shall be remitted to respective Barangays; and
SECTION 1. Coverage. This policy applies only to the issuance of Barangay Clearance
for business permit and locational clearance (as a requirement for the issuance of
building permit) at the City/Municipality. Other clearances for other purposes shall still
be obtained at the Barangay.
This circular shall cover all City and Municipal Mayors, Punong Barangays, Concerned
Local Officials, DILG Regional Directors and BARMM Minister of Local Government and
all others concerned.
SECTION 2. Definition of Terms. The words and phrases used in this ordinance are
hereby defined as follows:
Barangay Clearance- refers to any and all documents issued by the barangays
with or without corresponding fees as defined in their ordinances relative to or in relation
to the issuance of business permit and locational/zoning clearance by the
city/municipality or any other permit as may be required. (IRR 0F RA 11032)
Business Permit- is a document that must be secured from the city or municipal
government, usually through its Business Permits and Licensing Office (BPLO), for a
business to legally operate in the locality. (IRR OF RA 11032)
SECTION 8. Repealing Clause- All previous Ordinance and rules/regulations which are
inconsistent with the provisions of this ordinance are hereby deemed, modified or
repealed accordingly.
SECTION 9. Effectivity Clause- This ordinance shall take effect fifteen (15) days after
its publication.

WHEREAS, the Barangay is the Basic political unit where health and nutrition
program can be best implemented;
SECTION 3. Functions of the HAPAG Project Committee. The HAPAG Project Committee shall
have the following functions:
a. spearhead the implementation of the HAPAG Project in the Barangay;
b. Formulate policies, programs, and projects related to the establishment of vegetable
gardens in homes, schools and community areas;
c. Coordinate with government agencies and non-government organizations for the
provision of technical assistance and funding support for the HAPAG project;
d. Conduct monitoring and evaluation of the progress and impact of the HAPAG
project,and recommend measures as may be necessary to achieve for its improvement;
e. Perform other functions as may be necessary to achieve the objectives of the HAPAG
Project.
SECTION 4. Implementation of the HAPAG Project. The HAPAG Project Committee shall
implement the following activities:
a. Conduct advocacy and information campaign on the importance of establishing
vegetable gardens in homes,schools and community areas;
b. Provide technical assistance to interested households,schools, and organizations in
planning and establishing their own vegetable gardens;
c. Distribute planting materials and inputs to households, schools and organizations;
d. Monitor and evaluate the progress and impact of the vegetable gardens established
under the HAPAG Project.
SECTION 5. Funding Support for the HAPAG Project. Funding for the HAPAG Project shall be
sourced from the Barangay Annual Budget,and funding support from the government agencies
and non-government organizations.
SECTION 6. Effectivity. This Barangay Ordinance shall take effect fifteen (15) days after its
publication.

sakjanan nga dili panag –iya sa katawhan sa barangay Imelda,Silago,
Southern Leyte.
Si bisan kinsa nga mga tawo o grupo sa mga tawo nga dili motorman sa maong
ordinansa nga gihimo sa Sangguniang Barangay sa barangay Imelda,Silago,Southern Leyte
pagamultahan sa kantidad nga:

Philippines easier and more efficient”;
