1. Executive Summary

Abiy- Adiy is found at the Central zone of Tigray and it is about 90 km far from Mekelle and it has a pleasant
Condition and attractive for domestic as well as foreigner tourists. The town has many historical and religious Place
and monarchs and this is the main affaires to attract tourists. This is one of the reasons to establish modern four
stars hotel in order to take good service delivery for the guests.

Because the town has not enough and standard modern hotel but the place has many historical as well as religion
place and there are many persons who are travelling to the town and its surroundings. Accounting to this, Ato
Daniel Hluf Kahsay motivated to construct the establishment of an international / tourist standard FOUR STARS
HOTEL at ABIY-ADI which has the building of B + G + 10. The basement will be for parking, the ground also for
hotel, hall, banking services and others.

This profile envisages the establishment of a modern FOUR STARS HOTEL at ABIY-ADIY with 150 rooms which are
constructed because Ato Daniel Hluf Kahsay motivated to construct establishment of an international / tourist
standard FOUR STARS HOTE at ABIY-ADI.

A Four Stars Hotel at Abiy –Adi will require about 3,474 m 2 of land, of which 2,084.4m 2 is for the construction or
built up area for different purposes such as bed rooms, restaurant, swimming pool, different recreation places and
others will be constructed. Assuming that the four stars hotel will be made from traditional materials as well
modern materials, the investment cost for the establishment four stars Hotel will

Be 120 million birr. The Plant will be having 25% from equity and 75% from loan

According to this, there will be a building B + G + 10


 The basement will be for parking
 The ground will be for Hotel, Shopping, Banking Meeting Hall Reception and others,
 The first floor will be for Restaurant, Kitchen and Mini-halls,
 From the second floor up to the fifth floor will be 150 bed rooms one is the normal on foot and
the lift system of climb up. Therefore, there will be two modern automatic lifts and two ways of
ways to travel on foot.

In additional to the main building there will be others service activities such as: Swimming pool
Ground tennis, GYM, Laundries, Computer center and others will be including in the compound of
the modern four stars hotel.

The Present number of tourists expected to visit the Tigray region for the proposed service
rendering project is estimated at 12,000 persons and it is projected to reach at 16,000 persons by
the year 2017.

The project will have 120 million birr capital and the source of finance will be covered by the
ration of 25:75 or birr 30 million will be covered by Ato Daniel Hluf Kahsay , s equity the rest birr 90
million will be covered from bank loan.

On the other side the project will be established on the area of 3,474 m2 of land and there will be
2,084 m2 (61%) of the total land and the rest

1.389.6m2 (39%) will be for other services such as swimming pool, ground tennis, recreation place,
roads and others will be settled at this place.
The modern four stars hotel will be creates employment opportunity for 100 persons (75 of the will be
permanent and the rest 25 of them will be contract workers) and birr 120 million will be invested at this
modern four stars hotel at Abiy- Adi town.

The total investment requirement is estimated Birr 120 million, out of which birr 60 million or 50% is
required for construction, the birr 42 million or 35% is for the equipment and the rest birr 14.4 million
or4 12% will be for the administrational cost and the rest birr 3.6 million or 3% will be contingency.

The tourism industry is considered one of the largest and fastest growing industries in the world. As a
worldwide occurrence it forms a very important part of the service sector strongly influencing the
economy.
For the tourism industry to maintain or improve its current status it is dependent on tourists “travel
decisions which are reflected in travel behavior. Scholars stated that destination choice has always been
an important aspect in tourism literature and there are various factors influencing travel decisions. These
factors constitute of culture, travel motivations, finances and previous experiences, to name a few.
Tourism is subject to collection of influences and factors that determine its relative distribution. Travel
motivation forms an integral part of travel behavior and has been widely researched and applied in
tourism marketing strategies. The need to see the unseen and know the unknown drives people to travel
to new place and motivates them to visit new destination

There are a number of models described in the literature that conceptualized the construct of service
quality. Service quality is determined by the difference between customer’s expectations of service
provider’s performance and their evaluation of the service they received. The construct of service quality
is a multidimensional phenomenon that contains various dimensions that make up the construct. There
are many research findings to the effect that services companies are benefitted tremendously through
their loyal customers, while evaluating the quality of service, compare the service they expect with

perceptions of the services actually received by them. There could be a transaction-specific quality
judgment as well as global judgment reflecting the level of service. Service quality is generally measured
in two ways:
I. As an overall evaluation of quality of service or
II. As consisting of a range of opinion about different aspects of the service experience

Thus, service quality has been considered by researchers as an attitude formed through long-term and overall
evaluation of a firm’s performance. These parallels and oppositions are demonstrated through structured
interviews with industry professionals at luxury hotel

Hospitality services are a harmonious mixture of elements-material products, behavior and attitude of employees
and the environment. The price is the most important factor which influences the patronage of medium priced
hotels by customers.

It is therefore important for tourism products such as resorts as resorts to understand the travel behavior and
more specific the travel motivations of tourists, as it may assist in product development, improved marketing
strategies, enhanced service delivery approaches and the creation of a competitive advantage. Therefore, travel
behavior plays an important role in tourism as concept, industry and economy, and demands investigation

Tourists are subject to certain behavior before, during and after travelling. This is conceptualized as travel
behavior. This behavior is the direct result of interaction between certain personal and environmental variable on
a continuous basis. Notice is given to the influence of people and situations on both sides and the reaction
according to this influence. Travel behaviors can therefore be defined as the way tourists behave according to
their attitudes towards a certain product and their response by marking use of the product. Specific decision
embraces one or more of the behavioral intensions based on the need to behave in a certain way according to
highly defined situations.

In order to predict travel behavior it is important to understand how individual characteristics of a person
interact with the characteristics of the situation, therefore understanding the positive and negative evaluative
factors influencing destination choice of the tourists. Various researchers have identified factors influencing
travel behavior of tourist, various situational factors and environmental factors which influence the personal
significance of the tourist. Motivations surface when a tourist wants to satisfy a need or want and this can be
seen as a very important variable in relation to their travel decisions and the outcome of satisfaction.

Motivations are the inner state of a person, or certain needs and wanted of a person, which forces them to act or
behave in a specific way and thus sustaining human behaving and energy levels of the human body. Tourists may
need to escape, relax, to gain relief of physical and mental tension and for typical reasons.

Travel behavior and travel motivation are therefore considered as important fields in tourism. The prediction of
travel behavior and knowledge of travel motivation play an important role in tourism marketing, in order to
create demand and assist tourists in decision-making. Thus by having adequate knowledge and understanding of
tourist behavior, strategies and policies can be developed and implemented to increase the demand for tourism.

The result for this project proposal will constitute of three common points:
 The demographic profile of the visitors the Ethiopian churches and Monasteries
 A factor of the travel motivations, and

 Reasons for travel.


The present unsatisfied demand is estimated at 119,000 room night per annum. The Unsatisfied
demand is expected to reach at 1.93 million room night by the year 2020. The total investment
requirement is estimated at birr 120 million out of which 35% is required for hotel equipment. The
hotel will create employment opportunities for 100 persons at the first two years of project life.
The project is financially viable with an internal rate of return (IRR) of 20.77% and a net present
value (NPV) of birr 20.75 million, discounted at 8.5%

Service Description and Application

International standard tourist hotel is high class hotel services like bedroom. Catering meeting
rooms Multipurpose assembly hall, swimming pool, Spa (Hot spring), Gymnasium , sauna and
massage, other sports facilities like tennis or bowling, table tennis and children playground, night
club with dancing to live music etc.

In this profile study a four star international tourist standard hotel is considered to provide local and and
international tourists and guests services like bedroom, catering (traditional and international),meeting rooms,
multipurpose assembly hall, swimming pool, gymnasium, sauna/steam bath and massage, laundry and other
sports facilities like ground tennis, table tennis and children playground and night club.

2. Background of the project and History


ATO DANIEL HLUF KAHSAY was a Diaspora for more than five years because he live at USA and by now he
live at Abiy-adi to supply construction material at Abiy-Adi and he is profitable in the business entity and he
wants to participate on the social service sector in terms of giving service or service delivery in terms of
giving service or service to this he plays his own role on economic development in terms of government tax
employment opportunity and here, he is well experienced in business entities.

ATO DANIEL HLUF KAHSAY modern Four STARS HOTEL will be established as a sole proprietorship. The
project promoter has the experience of supply of industrial materials at Mekelle and he is profitable in terms
of increasing his capital. The motive, which initiates to expand the envisaged business activities, is that they
were observing proportionate supply and demand in the market during the past supply of service delivery.

ATO DANIEL HLUF KAHSAY modern FOUR STARS HOTEL will be focused on the market need to supply
consistent, safe quality service delivery

That exceeds consumer expectations. By employing available technology, it will provide traceability from the
FOUR STARS HOTEL of origin to the end user and will supply feedback to all parties involved.

The information generated in this seamless supply chain will be used to make immediate improvements in the
service delivery in the social service affaires such as hotel activities, banking, restaurant, night club, gymnasium,
shopping, petroleum station and other social services will be included under the FOUR STAR HOTEL’S activities.

During the same period (1991-2005), on average about 17% of the total number of tourists that have visited the
country were for vacation purpose while those who visited the country for business account 22% of the total

According to the UNWTO (United Nations World Tourism Organization), sustainable tourism should
make optimal use of environmental resources that constitute a key element in tourism development,

maintaining essential ecological processes and helping to conserve natural resource and biodiversity. It
should respect the socio - cultural authenticity of host communities, conserve their established and living
cultural heritage and traditional values, and contribute to inter-cultural understanding and tolerance;
while ensuring viable, long-term economic operations, providing equal socio-economic viable, long-term

employment, income opportunities, social services to host communities, and contributing to poverty

the right to information and consultation, as well as equal opportunities must be promoted.

Government may refer to ILO (International Labour Office or International Labour Organization)
Convention No. 172 and use ILO Recommendation No. 179 as a model to gain recognition from their local
communities which can contribute to tourism and help conserve the local economy and products. The
ILO and IHRA (International Hotel and Restaurant Association) signed a joint statement on tourism and
employment (January 2010) referring to the ILO Global Jobs pact of June 2009. The statement
emphasizes the significance of decent and productive work in sustainable enterprises that ensure job
safety, equality and human dignity. In order for this to be achieved, stakeholders and employers must
collaborate to improve working conditions; this remains an ever present concern.

3.1.1 Hospitality & Tourism


What makes up the Hospitality and Tourism Sector?
The hospitality and tourism sector including lodging, restaurants, theme parks, cruise lines,
transportation, and additional field within the tourism industry. This sector including four clusters: food
services, accommodation, activities/amusement and transportation in addition specific to retail sectors,
focusing on entry-level occupations as they represent an initial opportunity to gain work experience and
employability skills and offer a starting point for career progression within the sector.

3.1.2 Why Hospitality and Tourism?


Hospitality and tourism are an important sector for Ethiopia’s economy, employing more workers, and
generating revenue. Hospitality and tourism also develop the financial performance, some hospitality and tourism

jobs opportunities will be develop. In the past years, job growth returned and created employment opportunity
and career pathways for people with varying level of skills and education.

3.1.3 Quick Facts of Truism Industry in Global Level


 In 2012, there were more than 1.75 million hospitality and tourism jobs and about 100,000 firms in
California
 Employment in the hospitality and tourism sector is projected to create 210,000 new jobs in California by
2017.
 The total revenue generated by hospitality and tourism businesses in 2012 exceeded $95 billion.
 Hospitality and tourist offers an abundance of employment opportunities. In 2012, there were over 10,000
openings advertised online for first-line supervision of food preparation and service workers, 7,000 for
cooks, over 4,500 for waiters and waitresses, 4,400 for food service managers, and over 3,000 for hotel,

 The number of jobs in hospitality and tourism is expected to grow by 11.8% by 2017.

3.1.4 What is Driving Growth?


The growth of the hospitality and tourism sector in the state is primarily due to:
 The recovering economy and a rise in consumer confidence, resulting in an increase tourism to
Ethiopian from others states and countries
 The dollar will be taken to the country because it is expensive to get it in the international market
and,
 The country transfer the religion, cultural and ancient technological heritage to the other world
and others uses for the socio-economic developments.

3.1.5 What is the Tourism Industry Outlook?

 The largest cluster by number of Jobs is food services and drinking places with 1.2 million jobs
in 2012. Tourist activities/amusement accounted for 230.000 jobs. Accommodation for
225.000 jobs and transportation/travel for 110.000 jobs. Due to the recession, the sector as
whole lost jobs between 2008 and 2011. However, 61,000 jobs were created in 2012 alone.
Through 2017 the sector is expected to create 210,000 jobs, the majority in food services
and drinking places (165,000 jobs). With a predicted growth rate of close to 12% over the
next five years, the hospitality and tourism sector may be well on its way to recovery.
1.1 Past and Present Demand
The economic significance of tourism and the role that tourism plays in economic development
is widely recognized. Development of the tourism sector creates employment opportunity,
generates foreign exchange earnings, increases government revenue and encourages the
development of indigenous industries, handicrafts and infrastructure.

Ethiopia endowed with natural and man-made tourism attraction has been able to attract a
considerable number of international tourist arrivals in Ethiopia during 1995-2002 and revenue
generated by the sector during the same period.

The hotel industry consists of many different services, including accommodation, restaurants, and
café and catering. The market for the hotel industry, especially classified hotels in a development
country like Ethiopian, is closely linked to the tourism industry, because a majority of consumers
for the sector service come from international tourists. According to the United Nations Statistical
Commission, Tourism comprises the activities of persons traveling to and staying in place outside
their usual environment for not more than one consecutive year and staying at least 24 hours in
the country visit

The total number of international tourists arriving in Ethiopia is steadily increasing. The highest number of tourist
arrival is in 2005 i.e. 227.4 thousand. As can be seen from the table during the period 1991-2005 except for the
decline observed in year 1998, the number of tourists visiting the country was consistently growing. The growth
rate registered varies from year to year; the lowest was in 1992 (2%) and the highest in 1997 (27.7%). However,
on average during the period under consideration tourism arrivals have been increasing by about 8% per annum.

While those visited the country for business account 22% of the total. Regarding the others, transit
accounts for 18%, visiting relative 9%, conference 11% and those who did not state their purpose
account for 22% of the total.

In order to project tourist arrival in to Ethiopia, the past trend in tourist arrival is considered. During the period
the period 1991-2005, the total tourist arrival in the country has registered an 8.2% average growth rate.
Accordingly, assuming that this growth rate will continue in the future and taking year 2005 figure (227.398) as a
base, tourist arrival is forecasted. Moreover, in order to compute the unsatisfied demand the total annual
capacity of international standard hotels in Addis Abeba, Which computed to be 597,140 rooms per annum, is
taken as the existing capacity. The Projected tourist room requirement, which is calculated by taking the
projected tourist arrival and multiplying it by the average hotel stay of tourists (4 days), the unsatisfied demand,
is shown in the Table.

Accordingly, based on the market study and other considerations a four star hotel with room
capacity of 75 to 100 is recommended.

3.2.1 Projected Demand


Tourism industry is one of the potential sectors of the country to general foreign currency. Its
contribution towards export and GDP growth is increasing. For example in 1996 tourism has
contributed 19% and 1.2% to the country’s export and GDP growth, respectively. As
Indicated in the table below, the number of tourists arriving in Ethiopia and receipts from
international inbound tourism is increasing from years to year.

The number of domestic and foreign tourists who visit Tigray vary depending on the church and
monarchs which have ceremony, its peak, there are more tourists visiting the churches and
monarchs.
Tourist hotel is a commercial establishment that provides lodging and other services to tourist.
The tourist hotel is usually located within tourist sites specially parks and caters to tourists
travelling for park visiting, sport hunting, biodiversity researches, wild life exploration, etc.
It provides sleeping accommodations, including maid a services, radio and television, parking
space for automobiles, recreational facilities, etc.
Modern hotel is facilities where food, drink, bed rooms and other services are provide in an
efficient, cordial and pleasant manner and style. Operating hotels businesses, especially at tourist
sites, require cleanliness and neatness of services to be provided and efficiency, cordiality and
good manner on the part of hotel workers.

3.4 Pricing
The pricing of four stars Hotel services depends considerably on the quality of service rendered
and its location. The relatively high standard bed rooms charge a price, which ranges from USD 50
(VIP bed rooms) to USD 30 (the other bed rooms) for a single night per single room. Other bed
rooms which have two beds charge prices that fall in this range. For the envisaged project a price
of USD 35 per room per single night is proposed. The hotel service will also earn revenues from
the sale of food and drinks and other hotel services. The total revenue earned from this service is
estimated at 25 percent of the revenue obtained from room rents.
3.5 Capacity and Service program

tourist standard hotel service. Therefore, taking in to account the market study and economic scale of service provision the

3.5.2 Service Program


At the initial stage of the service provision period, the hotel would required some years to penetrate into
the market and capture a significant market share. Therefore, in the first and second year of service the capacity
utilization rate will be 65%, 75%, 85%, and from the year 4-10 will be 100% respectively full service delivery. Full
service provision shall be attained in the Fourth year and then after. The proposed service provision program is
shown in the next Table.

3.6 UTILITIES
The utilities required for the service provision are electricity for lighting, for running of facility and
equipment, and cold water for all service available, gardening, drinking, etc.

The FOUR STARS HOTEL also needs telephone for both local and international communication including
internet service and LPG gas for various kitchens, diesel and petrol fuel for diesel generators and for
running vehicles. Based on past trends of utilities consumption by the existing facilities of similar hotels,
the annual requirement of utilities by the envisaged international tourist standard hotel is estimated at
Birr 1,544,440. The details of the utilities required with their corresponding annual cost are show in the
next Table.

3.7 Investment Incentives


To encourage private investment, the Ethiopian Government has development a package of incentive
under Regulations No. 270/2005 for investors engaged in new enterprises and expansions, across a range
of sectors. These incentives are enterprises and expansions, across a range of sectors. These incentives
are available both to foreign and domestic investors and the said Regulation doesn’t discriminate
between a foreign and domestic investor or between foreign investors of different nationalities. The type
of incentives that are available both to foreign and domestic investors are the following:
Customs Duty Exemption
 A 100 percent exemption from the payment of import customs duty and other taxes
levied on import is granted to investment capital good and construction materials
necessary for the establishment of a new enterprise or for the expansion or
upgrading of an existing enterprise as well as spare parts worth up to 15 percent of
the value of the imported capital goods;
 Investment capital goods imported without the payment of import customs duties
and other taxes levied on imports may be transferred to investors enjoying similar
privileges;
 Exemptions from customs duties or other taxes levied on imports are granted for raw
materials and packing materials necessary for the production of export goods. Taxes
and duties paid on raw materials and packaging materials are drawn back at the
time of export of finished products. The voucher system and bounded
manufacturing warehouse facilities are also in place.
 All goods and services destined for export are exempted from any export and other
taxes levied on exports.

colds, room clothing, detergents and the likes. All raw materials are available in the domestic
market as well as from the international market the necessary raw materials will be accepted.

6.1 Technology
6.1.1 Service process
A) Bed room
The hotel will have bedrooms and will offer versatile services and facilities. Of the total 150 standard
rooms, 50 will be double rooms, 100 single rooms. Bedrooms will be more spacious allowing ample and
generous ease of movement, comfort and relaxation for guest which are standardized. Among the
features of the guest rooms the major ones are:

 Rooms of excellent quality smoking, and with luxurious standard of furniture, wall coverings quality
paintings and excellent quality floors,
 Rooms with absolutely minimal internal and external noise levels,

 Multichannel color TV with remote control for watching local and international new, movies, sports, and
music and guest charge system. In additional to terrestrial channels video channels would be included,
 International direct dialing telephone with easy connection for fax and computer, phones in each room,
 Private bath and shower room, all bath rooms equipped with an excellent quality of sanitary wares and
fittings
 Hot and cold water,
 Wakeup call, and
 Hair dryer.
B) Bar and Restaurant
 Bar, the bar will provide in-house and terrace food and beverage services. Its total capacity is
estimated to be 50 personal at a time
 Restaurant, two restaurant one modern and the other traditional with a capacity of 200 at a time
each will be established. The restaurant will basically serve breakfast, lunch and dinner by
providing daily menu, weekly buffer, and other choice of customers.
 Coffee shop a small –cozy coffee shop will be established with a capacity of 10-15 seats.

C) Multipurpose Assembly Hall

The proposed capacity of multi-purpose assembly hall is 315 seats. The hall is planned to accommodate
and serve multiple purposes. It can be used for multi-purpose activities by rearranging of seats and
adding appropriate facilities on time and site. The hotel has various options to use available rooms such
as for conventions, wedding services, training, workshops, and others other public gatherings.
d) Gymnasium
The envisaged gymnasium will composed of one machine room (200sq.mt), one Aerobics studio (100
sq.mt)
E) Laundry Center

The laundry center provide in-house cleaning service to bed room, and sauna/stem Bath rooms by
providing clean towels, linens, covers and uniform of the employee with the required time and quality.
The main processes of laundry center are sewing (if any), Washing, and squeezing drying, folding and
pressing. The laundry center will have a daily capacity of providing 200 clean sets of towels, 300 sets of
linen and cover 100 sets of uniforms and other miscellaneous items.

F) Swimming Pool

A swimming pool of having bigger size (50 m long x 1m to 4 m slopping depth)for male and female and
small size (20m long x 10 m width X 30 cm to 80 cm slopping depth)for children shall be constructed. The
swimming pool service will be provided to customer from guest room or from outside. Lockers are
provided to customer from guest room or from outside. Lockers are providing for customers for clothing
and other belongings. The lockers required a coin to be inserted as deposit or payment. Showers are also
ready for customers (male and female), before and after swimming. Others service requirement (deserts,
hot and cold drink) are also provided to customers.
G) Children’s play Ground
The facilities including in the children’s playground are swings, sliding stands, tunnels, merry go round,
sand filled pits, and coin operated toy vehicles and different kinds of arcade video games. The whole area
of the playground shall be free from any obstruction that could result in accident and the recreational
tools are installed in such a way that they will not cause any accident. The arcade coin operated video
game room having an area of about 100 m2 will be constructed from prefabricated material with
ventilation and lighting, and it will be carpeted. It should also be free from any visible electrical;
connections and free from an accident or hazard. The provision of such service doesn’t have any adverse
impact on environment.
i. Shops
6.2 Service Delivery Process

The main process of Establishing modern four stars hotel at Abiy-Adiy include studying the market,
securing land, constructing buildings, equipping and furnishing the buildings and starting the operations
of the businesses.

6.3 Machinery and Equipment


Machinery and equipment required for a modern Four Stars Hotel could broadly be classified into four
categories. These are;
 Bed room furniture, (includes beds, mattress, blankets, bed sheets, tables, chairs cap boards, etc.)
 Hotel furniture and equipment’s (table, chairs, glasses, etc.)
 Restaurant furniture and equipment (tables, chairs, refrigerator, glasses, etc.)
 Kitchen utensils (fork, spoons, trays, dish, deep freezer, etc)

6.4 Civil Engineering Cost and Design


A Four stars Hotel at Abiy-Adi will required about 3,474 m2 of land, of which 2,084.4m2 is for the
construction or built up area for different purposes such as: bed rooms, restaurant, Swimming pool,
different recreational places and others will be constructed assuming that the Four Stars Hotel will be
made from traditional materials as well as modern materials, the investment cost for the establishment
Four Stars Hotel will be 120 Million Birr. The plant will be having 25% from equity and 75% from loan.

Ground tennis, GYM, Laundries, Computer center and others will be including in the compound of
the modern four stars hotel.

9.1 Profitability
According to the project income statement, the project will start generating profit in the first years of operation. Important
ratios such as profit to total sales, net profit to equity(Return on equality)and net profit plus interest on total investment
(return on total investment )show an increasing trend during the life-time of the project. The income statement and the
other indicators of profitability show that the project is viable.

9.2 Break-even Analysis

The break-even point of the project is estimated by using income statement projection.

8. Socio-Economic Benefits and Justification

The projects can employment for 100 persons. The project will generate birr over 2.8 million birr in terms of tax
revenue at the end fifth year of its project life.

10.1 Profit Generation


The project is found to be financially viable and earns a net profit of about birr 21.5 million within 10 years of the
project life. Such result induces the project promoters to reinvest the profit which, therefore, increases the
investment magnitude in the region.

Tax Revenue

In the project life under consideration, the region will collect about Birr 8.5 million from corporate tax payment
alone (i.e. excluding income tax, sales tax and VAT). Such result creates additional fund for the regional
government that will be used in expanding social and other basic services in the region.

10.2 Getting Foreign Currency


The analysis conducted revealed the presence of strong dependence on imported particle board. Thus, with the
advent of this project a portion of the import burden will be relieved. That is, based on the projected figure we
learn that in the project life an estimated amount of US Dollar 1.03 million will be saved as a result of the
proposed project. This will create room for the saved hard currency to be used in other vital and strategic sectors
from the foreign tourists.

10.3 Employment Opportunity and Income Generation


The proposed project is expected to create employment opportunity to several citizens of the country. That is, it
will provide permanent employment to 100 professional as well as support staff.

11. Alternative ways to achieve fire safety


Fire prevention is about much more that the heavy use of chemicals in polymers – it is a whole mindset. Other
materials and different approaches to design can be used. It is an area in which fire safety workers can solve the
problems affecting the environment as well as the four stars hotel. Our knowledge from fire prevention work in
building can be adjusted for use in the design of service delivery of the hotel. But the different uses of service
delivery, i.e. in varied locations can also influence overall fire safety.

The main threats to life come from exposure to the toxic products of a fire and the heat. Polymers increasing the
rate of combustion and formation of toxin products when compared to other materials with lower heat release
and flame spread rates. Among the toxin gases carbon monoxide is dominant as it is with most fires. Significant
amounts of hydrogen cyanide are produced when polyurethane is burned. Gases and irritant particles, from fires
in small rooms, very quickly make conditions untenable for human life.

All polymers are flammable; to prevent ignition and to stop fire growth flame-retardants are often used, but the
polymers can still burn. So just by reducing the use of plastics you will extend the time to flash over; and at the
same time there will be less need for additives.

A fire often starts in a product or in a piece of furniture before it spreads to the building itself. That is why there
should be more focus on the fire safety of equipment and furnishings fire safety should be based on the total of
all aspects related to materials, design and use. Fire safety for products can be managed using the same
principles that are used for building:

 Firewalls can contain fire and smoke


 Heat and smoke are ventilated by special system
 Sprinklers can extinguish fires
 Fire detected systems can find the fire.
 Fire safety requirements for surfaces and load bearing constructions.
 The amount of combustible material can be regulated.

11.1 Fire Safety


Fires can start suddenly and spread quickly, damaging your home and furniture and putting lives in danger.
They are caused in a variety of ways, but there are a few simple hints you can follow to prevent them starting.

 Keep all fires and heaters well-guarded, especially open fires. For fitted or portable heaters with a built in
guard, give extra protection by adding a surrounding guard particularly if you have young children or older
people in the home. For children, Use a nursery guard with side clips that fit into fixed wall brackets
 Keep portable heaters and candles away from furniture and curtains. Position safely where they cannot
be knocked over
 Don’t dry or air clothes over or near the fire, or the cooker
 Do not smoke in bed
 Many fires start in the kitchen, especially fat fires. Never leave a pan unattended when deep fat frying and
watch for overheating. For safer frying use oven chips or a thermostatically controlled deep fat fryer
 If there are children around, keep matches and lighters well out of reach
 Fit approved smoke detectors on each floor. Choose a smoke alarm that is mains operated or one a long
life (ten year)battery
 Plan your escape route. Remember Get out, stay out and call the fire brigade out!

11.2 Electrical Safety


Many accidents and fatalities involve electricity – it must be treated with respect. Here are some points.
 Have the writing installation checked at least once every five years by an approved contractor, or
straightaway if there are buying an older property
 Do not use appliances with worn or damaged flexes. Don’t wire flexes together

 Keep portable mains-operated application out of the bathroom


 Have electric blankets serviced and checked regularly
 If an appliance appears faulty stop using it and have it checked at once
 Consider having a RCD (Residual Current Device) for whole house protection. These are especially

 Never overload an electric socket.
11.3 Alternative measures
The kitchen is where some of the most serious home accidents occur.
 Plan the storage areas carefully so that heavy items are not kept on high shelves, and items
in daily use are within easy reach
 Take extra care with hot water, tea, coffee or soup. If there are young children round, they
could get scalded
 Keep Knives sharp and in good condition and of reach of children
 Keep panhandles turned inward so that children cannot reach them and pull them over
 Use a cordless kettle or one with a coiled lead so that children cannot pull on them.
 Never add fuel to a burning fire or overfill a fuel container and never fill up a firebox fuel
container that is still hot
 Keep children and pets away from fireboxes and fuel
 Extinguish all fires when leaving a room or before going to sleep
 Always use bioethanol fireboxes and containers in a well-ventilated room
 Regularly clean and check fuel containers for damage and never use a leaking one
 Clean away any fuel spills with a damp cloth and dry completely

12. Environmental Impact Assessment


Environmental impact Assessment (EIA) is one of the prove tools of facilitation to achieve the goal of
environmentally and socially sound and sustainable development.

The incorporation of EIA in developmental projects was initiated in the late nineties. However, with the
enforcement of the Environmental Strategy plan (ESP) and the rules of the Environment Quality Authority (EQA)
of Palestine in 1998, the integration of EIA in many developmental projects in Palestine has now become
compulsory. The importance of conducting an EIA for any project is:

 Deter mine whether the proposed investment may result in environment or social impacts,
 Identify these impacts; the negative as well as the positive,
 Propose the suitable mitigation and monitoring measures to protect the environment and give details for
administering and monitoring the potential environmental impacts and their mitigation measures,
 Propose applicable safeguard documentation to address potential impacts,

 Evaluate the existing institutional capacity of the four stars hotel staff to manage the recommendations
for implementing the proposed measures,
 Provide recommendation to build capacity and strengthen environmental management and awareness
within and out of the hotel;

hotel,
 The hotel will be take mitigation measures such as: establish proper waste treatment channel, planting
different trees and flowers in the compound of the hotel,
 Making discussion with the authorized body of the town in order to take proper measures at proper time.

The enviromen6tal matrices annexed at the end of this project feasibility provide means to be considered during
the main phases of the four stars hotel project; design implementation, operation, control and monitoring. The
proposed hotel might have some negative but small impacts on the environmental that can be easily mitigated.
Therefore, the project is classified as environmental category B, in accordance with World Bank Operational
policy 4.01. So, as a result, this Environmental impact Assessment measures prepared for the modern hotel with
the aim to provide a review.

13. Conclusion and Recommendation


The project is to be located in Abiy-Adi town where there are well development infrastructure facilities, the
demand for the private investors are growing vertically due to booming of the manufacturing sector and
establishment of considerable number of governmental policy based manufacturing works, the result of the
financial and economic analysis show that the project is viable both financially and economically. It will have a
number of socio-Economic contributions to the country by way of create 100 job opportunities and revenue
contribution to the government income. The project is, therefore, both technically and financially viable, which
need to be promoted.
