Chapter 1

The Problem and Its Background

This study introduces The Impact of Outreach Program to the Personal Development of

Grade 12 HUMSS Students. This chapter will introduce the problem and its setting. It

includes the background of the study, the statement of the problem, significance of the study,

and scope and delimitations.

Background of the Study


The research entitled the Impact of Outreach Program to the Personal Development of

Grade 12 HUMSS Students, S.Y 2022-2023. This research is intended for the Grade 12

HUMSS Students in establishing the Impact of Outreach to their Personal Development. This

study allows them to have an idea what can be the effect of Outreach to the Personal

Development. School programs and activities has been around for more than decades, and

they have different Impact on students depending on what is the approach or how it is

executed, and what is the specific aspect of what it may affect on. These programs or

activities are mostly intended for developing individual characteristics, honing of skills,

involvement and participation, that may be able to make change to students in a positive way.

Personal development is a lifelong process. It is a way for people to assess their skills

and qualities, consider their aims in life and set goals in order to realise and maximise their

potential. The extent to which people can develop depends on certain needs being met and

these needs form a hierarchy. Only when one level of need is satisfied can a higher one be

developed. As change occurs throughout life, however, the level of need motivating

someone’s behaviour at any one time will also change. Maslow (1970) suggests that all
individuals have an in-built need for personal development which occurs through a process

called self-actualisation. An outreach program aims to help, uplift, and support those who are

deprived of certain services and rights. It involves giving learning, social planning, health

support, and other projects for their welfare.

Statement of the Problem

This research intends to determine the impact of Outreach Program to the Personal

Development of Grade 12 HUMSS Students in Pitogo High School.

1. What is the effect of participating outreach program to the Personal Development in terms

of:

1.1 Leadership Skills

1.2 Communication skills

1.3 Management and Organization skills

2. Is there a significant relationship between participating outreach programs and personal

development?

3. What is the implication in conducting the study?

Hypothesis

A research hypothesis is a prediction of the outcome of a study. The prediction may be

based on an educated guess or a formal theory. It has a relationship between two variables,

the dependent and independent variable.

Question 1. Is the Outreach Program effective when it comes to the Personal Development of

the Grade 12 HUMSS Students?


Hypothesis: If the outreach program has an effect to the personal skills of the students, then

the more the students cooperate in the outreach, the more they can gain personal skills.

Null Hypothesis Ho: Performing the outreach program will not help the students gain

personal skills.

Alternative Hypothesis Ha: Performing the outreach program will help the students gain

personal skills.

Theoretical Framework

A decade ago, research on the civic engagement and learning of young people was still in

a "bear market" (Cook 1985). The body of literature was strikingly small, considering that the

future of democracy depends on the preparation of young citizens. Today, the situation is

dramatically different. There is a torrent of research on youth civic engagement, ranging from

highly technical articles and monographs to popular magazine articles and books. The field of

youth civic engagement comprises all the programs that engage young people to be active

citizens, plus relevant research and evaluation. This field is not monolithic but instead

consists of several distinct projects. Each project has its own objectives for social reform that

depend on facts about how young people are engaging in public life, hypotheses about what

kinds of programs or strategies would enhance their engagement, moral premises, and

strategic analysis about how to change large-scale policies and priorities. In this article, the

author summarizes several empirical research programs that seek to critically evaluate their

research subjects.

A distinction can be drawn between personal development and personal growth. Despite their

similarities, linguistic analysis shows the two concepts to convey different ideas. Personal
development is a process concerned with specific aspects of the individual: the development

of ‘what’, and the ways this can be planned, achieved and evaluated. Personal growth, on the

other hand, is a more generic process having to do with the totality of the individual; it is

always judged in terms of values. This difference is vital in counsellor training, where the

emphasis should necessarily be on those aspects of personal development that are relevant to

specific training objectives and client needs, rather than on personal growth per se. (J.A.

Irving & D.I. Williams, 2007)

The bridging of the two fields of inquiry contribute to a wide range of impacts. Civically

engaged youth become empowered to become problem solvers, decision makers, and

committed leaders in their community in the future (Barnett & Brennan, 2006).

Through the interaction of youth and a wider citizen audience, a more representative voice is

provided that reflects the diverse needs and wants of the community. Such interaction sets the

stage for the emergence of community (Wilkinson, 1991). Equally important through

involvement in their communities, youth gain important protective factors and achieve

mastery in social competence, personal efficacy, and sense of purpose, as well as important

links to community. Such engagement can set the stage for clearly identified youth roles and

long-term participation in the community development process.

Conceptual Framework
Scope and Delimitation

This study investigates the impact of outreach program to the personal development of

Grade 12 HUMSS Student in Pitogo High School. In this study, the Grade 12 HUMSS

Students will do an outreach program for the subject Community Engagement, Solidarity and

Citizenship (CESC) in December 2022 to January 2023. The researchers will investigate the

improvements of the students on their leadership skills, communication skill, management

skills and organization skills, in this program in Biñan, Laguna. Through the true

experimental, the researchers will create a randomized pre-test post-test control group.

This research is intended only to the grade-12 HUMSS students of Pitogo High School,

not other Grade-12 students from any other strands and/or grade level. This is to find out

whether outreach programs have a specific impact when it comes to the Personal

Development of Grade-12 HUMSS Students of Pitogo High School. The target population

that the researchers expect to conduct research on is a minimum of 15 Students from section

Dahl and Coehlo of the HUMSS strand that will be participating in the said Outreach

Program.

Significance of the Study

The Study anticipates in contributing additional information in serve the following

individuals and organization

HUMSS Students. It will have a positive impact to them. It can help to better develop

themselves leading each individual student in honing their skills that they will apply not just

in a school setting but also in other environments.


Other Researchers. This study will be beneficial for other future researchers which they can

use as a tool for gaining more knowledge, insights, and have another perspective of the study

as they can use this paper to further analyse and study about it.

Community. It improves learning and strengthening of different communities in addressing a

societal need.

Definition of Terms

In order to enable better understanding of the study, the following were operationally

defined:

Civic engagement. Civic Engagement refers to the ways in which citizens participate in the

life of a community in order to improve conditions for others or to help shape the

community’s future. (Richard P Adler, Judy Goggin, 2005)

Community. Community Is characterized by a “natural will”. Relations between people are

governed by natural ties of kinship and friendship, by familiarity, and by age-old habit and

customary ways of doing things. (Colin Bell and Howard Newby, Community Studies. An

Introduction to the Sociology of the Local Community, George Allen and Unwin Ltd:

London, 1975.)

Outreach. Outreach Is an effort by individuals in an organization or group to connect their

ideas or practices for the benefit of other organizations, groups, specific audience or the

general public. (Weide & Zlotnikova, 2013)

Personal Development. Personal Development is therefore shown to be a form of ideology

that is closely related to the neoliberal project (Antonio Gramsci, 1971)

Skill. Skill is understood as a special form of capability, with the connotation of a rather

specific capability useful in a specialized situation or related to the use of a specialized asset
(Sanchez et al., 1996).

Chapter 2

LITERATURE REVIEW

Leadership Skills

There are several core leadership skills that are considered important traits to help you

become a more effective leader. Whether it's taking the initiative, developing critical thinking

skills, or learning how to motivate and empower those around you, you must constantly be

challenging yourself to enhance your leadership capabilities. Leadership skills are considered

critical traits necessary to get to the top of any career field. Early on, step out of your comfort

zone, challenge yourself to improve, and remember; the more work you take on, the more

you learn. Be a critical thinker; good leaders can foresee potential problems before they

happen. Learn how to listen and provide feedback since listening effectively to employees

and customers are necessary to be an effective leader. Motivate and positively influence

others, encourage and empower them, and be their support system. Alexandra Yan (2022)

Dr. Stephen Butler (S. Butler, personal communication, 2016) mentioned during a phone

conversation, he begins his first class during his leadership courses with “leadership cannot

be taught, but it can be learned.” This researcher has identified two main elements of learning

through experience, mimicking, and trial and error. Action is a main element of leadership

and action is something that can only be learned through mimicking what is observed. As

much as reading about an action such as leadership can prepare people for what is to come in

theory, it does not allow for mistakes to be made and lessons learned. The actual experience
of leading is the only thing that will improve leadership. When an individual is engaged in a

real environment allowing him/her to observe leadership in real-time and make impacting

leadership decisions, it allows him/her to create an image of leadership identity, manage

perceptions, and develop his/her own leadership style modelled upon mentors and coaches.

By operating in a hands-on real-time environment, it allows leaders to develop skills such as

empathy and communication that can only be mastered through experience

Communication Skills

Verbal communication helps express various needs, and in asking questions, that provide

us with specific information. Verbal communication is also used in describing things, events,

occasions, people, and ideas, by helping people to inform, persuade, and to take into

consideration. In other words, verbal expressions help us to communicate with others in

explaining our observations, thoughts, feelings, and needs. Good communication skills are a

self-confidence source, enabling a person to exert more control in their life by obtaining

knowledge, research effectively, conceptualize, organize, and present ideas and

arguments (Emanuel, 2011). Verbal communication skills are a necessary tool for prospering

in any subject; even learning these skills will take time, better practices can help students to

learn quickly and apply knowledge in work. In addition, with improved communication

skills, students will have the confidence and knowledge to not only get a good job but to

perform well in interviews (Reith-Hall & Montgomery, 2019). Communication skills are

considered as an ability used to give and receive different kinds of information, similarly, in

the development of personality throughout human being existence. During this period,

communication becomes essential for personal growth, through which communicating people

will find themselves, develop self-confidence, and define the relationship with the
surrounding environment. The failure in building good communication skills will happen

when people do not want to understand other’s opinions, thoughts, ideas, and feelings.

Generally, communication can be defined as a process of exchanging information, from

the person giving the information through verbal and non-verbal methods, to the person

receiving the information. The most common method of communication is verbal, using a

specific language where it is a two-way process, with feedback on the message received.

Communication also involves the exchange of ideas, opinions and information with a specific

objective. Apart from oral communication, information can also be exchanged using symbols

or signage. Communication has also been defined as sharing and giving meaning occurring at

the same time through symbolic interactions (Seiler & Beall, 2005). Communication has been

said to start when a message or information is transferred from the sender (the speaker,

writer) to the receiver (listener, reader) through an instrument or channel, and followed by the

receiver giving feedback (coding and interpreting the information; Sulaiman Masri, 1997).

Based on these definitions, elements of communication include the person giving the

information, the information and feedback by the receiver, and the repetition of these

processes creates knowledge development.

Management Skills

Management skills integrate knowledge about potential strategies to adopt in the

company, capacity planning and setting strategic goals and ability to make strategic decisions

on company policies in their various areas of expertise. On the other hand, the entrepreneur

must acquire skills with regards to business development, which includes the strategy that the

company will adopt, products and/or services, the corporate image management systems

(human resources management, financial management, marketing, etc.) and the formal and
informal structure of the company. McMullen, J. S., & Shepherd, D. A. (2006).

Entrepreneurial action and the role of uncertainty in the theory of entrepreneur.

Organizational Skills

Organizational skills are a set of techniques used by an individual to facilitate the

efficiency of future-oriented learning, problem-solving, and task completion. Organization

requires the integration of several elements to reach a planned goal. Dawson and Guare

(2010) define organization as “the ability to design and maintain systems for keeping track of

information or materials”. The broader domain of executive functioning plays a large role in

the development and execution of organizational skills. Executive functioning is the

multifaceted construct used to describe higher order, goal-directed thinking involving

planning, inhibition, flexibility, organized search, and working memory and is thought to be

impaired in individuals with ASD techniques used by an individual to facilitate the efficiency

of future-oriented learning, problem-solving, and task completion.

Synthesis:

The summary of overall review of related literature conveys the different factors of

the problem that the researchers want to be solved. Initially, the Leadership skills is about the

aspects and characteristics of being an effective yet responsible leader, Leadership skills are

considered critical traits necessary to get to the top of any career field. Alexandra Yan (2022).

Furthermore, the Verbal communication has its big factors in conducting this research

through outreach program its possible to the respondents enhance their skills in terms of

communicating. improved communication skills, students will have the confidence and

knowledge to not only get a good job but to perform well in interviews (Reith-Hall &

Montgomery, 2019).When it comes to Management skills it has a relationship to the research


itself through how the this helps individual to manage their task and challenges. Management

skills integrate knowledge about potential strategies to adopt. McMullen, J. S., & Shepherd,

D. A. (2006).In conclucion the connection of organizational skills that the individual can

atain,through techniques used by an individual to facilitate the efficiency of future-oriented

learning, problem-solving, and task completion. Dawson and Guare (2010)

RESEARCH METHODOLOGY

This chapter outlines the methodology that will be used in conducting the research. This

chapter presents the research design, research locale, research sample, sampling technique,

research instrument, data gathering procedure, and statistical treatment of data.
