IMPLAN “ISPPO LARO NG LAHI 2024”

1. REFERENCE: PNP MC 2020-029 dated April 20, 2020 entitled: Revised


PNP Health and Physical Program.

2. PURPOSE:

This IMPLAN provides the general guidelines, procedures and tasks to be


undertaken by concerned offices and units within this PPO during the conduct of the
ISPPO Sportsfest “Laro ng Lahi” 2024.

3. SITUATION:

Sound body breeds a sound mind. ISPPO adheres to the aim of PNP
organization to promote healthy lifestyle and living among personnel in ranks.
Hence, this office has decided to design ways and means to ensure all personnel to
stay fit and healthy at all times through sport activities dubbed as ISPPO Sportsfest
“Laro ng Lahi” 2024.

The Sportsfest will be participated by personnel of municipal and city police


stations, 1st and 2nd ISPMFC, PSUs and personnel of the provincial office. The
events/games involved are Tug of War, Sack Race, Patintero, Basketball,
Volleyball, Badminton, Arm Wrestling and 100-meter sprint.

This activity also aims to develop the spirit of camaraderie among personnel
and to maintain their physical and mental fitness as a preparation in support to
disaster preparedness.

4. MISSION:

The ISPPO shall conduct the ISPPO Sportsfest “Laro ng Lahi” 2024 to
promote healthy lifestyle and living among personnel for them to become more
effective and productive law enforcers. Likewise, it aims to develop camaraderie,
sportsmanship and good working environment among personnel of this PPO.

5. EXECUTION:

a. Concept of Competition:

The ISPPO SPORTSFEST “Laro ng Lahi” 2024 is tentatively


scheduled to open on May 25, 2024 at Ilocos Sur PPO with the participation
of all units within ISPPO including the Provincial Support Units (PSUs). The
team compositions, colors and coordinators are as follows:

c. Awards

1. The team registering the highest point garnered from all


events/games shall be the Over-all Champion. While the 2 nd, 3rd
and 4th highest point earners shall be regarded as the 1 st Runner-
up, 2nd Runner-up and 3rd Runner-up respectively.
2. In every event/game, team/individual winners are Champion, 1 st
Runner-up and 2nd Runner-up.
3. Awarding of winners shall be made after the competition which will
be incorporated in the Monday Flag Raising Ceremony at ISPPO
parade ground.

f. House Rules

The “ISPPO LARO NG LAHI 2024” will be guided by the following


House Rules

1. Any team who fails to comply with the dress code/uniform and 15
minutes grace period shall be automatically disqualified in that
particular game;

2. It is reiterated that each opposing team will be led by one (1)


commissioned officer during the game on the following events:
a. Basketball Men
b. Volleyball Men
c. Tug of War Men

3. The following are the team composition of every event;


a. Basketball Men (Not more than 20 players)
b. Volleyball Men (Not more than 20 players)
c. Volleyball Women (Not more than 20 players)
d. Tug of War Men (10 players)
e. Badminton (Doubles) (Mix) (2 players)
f. Badminton Men (Single) (1player per team)
g. Badminton Women (Single) (1player per team)
h. Sack Race Men (10 players)
i. Sack Race Women (10 players)
j. Patintero Women (10 players)
k. Arm Wrestling Men (1 player per team)
l. 100-meter sprint Men (1 player per team)
m. 100-meter sprint Women (1 player per team)

4. There should at least 3 PCOs in the roster of each team and only
players listed in the roster shall only be allowed during the entire
duration of the tournament

5. Muse (PCO, PNCO or NUP) during the parade is also required;

6. Uniform shall be shouldered by their respective COP/Commander


in case no sponsor is acquired:

7. “ISPPO LARO NG LAHI 2024” will formally open on May 25, 2024
followed by grand parade and presentation of players; and

8. After the opening program, “ISPPO LARO NG LAHI 2024” will be


played by PNP personnel as an initial salvo for the games.
g. Tasks:

The following Chiefs of Offices/Units and respective counterparts in


subordinate offices shall undertake the following:

1) DPDA
a. Shall be the over-all supervisor of this IMPLAN and the
Chairman of the ISPPO SPORTSFEST “Laro ng Lahi” 2024;
b. Conduct regular coordinating conference/s to monitor the
progress of the activities.

2) DPDO
Shall assist in supervising the implementation of this IMPLAN

3) C, PARMU
a) OPR of the activity;
b) Ensure the maximum participation of all concerned;
c) Issue appropriate orders for the tasked Event/Game Chairman
or their Action Officer;
d) Coordinate with the PFB for the provision of awards to winners;
e) Designated usherette during the opening ceremony;
f) Consolidate the names of players who will compete in every
event/game for the issuance of appropriate order;
g) Formulate the point system of all events; and
h) Perform other tasks as directed.

4) C, PIU
a) Act as the Chairman of the Basketball tournament;
b) Formulate the mechanics of the Basketball tournament;
c) Submit names of players to PARMU (PCMS Ronald T Ramos)
who will participate in the events/games NLT May 8, 2024 for
the issuance of appropriate order; and
d) Perform other tasks as directed.

5) C, POMU
a) Act as Chairman and facilitator of Badminton. Formulate the
games’ mechanics;
b) Submit names of players to PARMU (PCMS Ronald T Ramos)
who will participate in the events/games NLT May 8, 2024 for
the issuance of appropriate order; and
c) Perform other tasks as directed.

6) C, PIDMU
a) Act as Vice Chairman and facilitator of Volleyball. Formulate the
games’ mechanics;
b) Submit names of players to PARMU (PCMS Ronald T Ramos)
who will participate in the events/games NLT May 8, 2024 for
the issuance of appropriate order; and
c) Perform other tasks as directed.
7) C, Logistic and Supply
a) Act as Chairman and facilitator of Arm Wrestling and 100-meter
sprint. Formulate the games’ mechanics and point system;
b) Submit names of players to PARMU (PCMS Ronald T Ramos)
who will participate in the events/games NLT May 8, 2024 for
the issuance of appropriate order; Submit logistical and
budgetary requirement for the competition to C, Budget and
Fiscal for funding;
c) Provide tarpaulin designed by PCADU;
d) Provide logistical requirements for facilitators and/or Action
Officers when needed;
e) Provide and account the issued equipment/sports facilities to
Chairmen/Action Officers;
f) Provide transportation for the competition as necessary; and
g) Perform other tasks as directed.

8) C, PCADU
a) Act as Chairman and facilitator of Volleyball. Formulate the
games’ mechanics;
b) Submit names of players to PARMU (PCMS Ronald T Ramos)
who will participate in the events/games NLT May 8, 2024 for
the issuance of appropriate order; Provide Master of Ceremony
during the opening program;
c) Provide announcer during the Basketball, Tug of War and
Volleyball;
d) Prepare opening/closing speeches of the Provincial Director;
e) Provide photo/media coverage and press releases;
f) Ensure the availability of drone for documentation;
g) Direct IT Specialist to design tarpaulin in coordination with
PARMU and to assist the Tabulator in the computation of the
score sheets; and
h) Perform other tasks as directed.

9) C, Budget and Fiscal


a) Provide funds for the acquisition of snack and equipment to be
utilized during the activity;
b) Submit names of players to PARMU (PCMS Ronald T Ramos)
who will participate in the events/games NLT May 8, 2024 for
the issuance of appropriate order; Provide fund support for the
activity; and
c) Perform other tasks as directed.

10) C, PPPU
a) Act as Chairman of Tug of War. Formulate the games’
mechanics;
b) Submit names of players to PARMU (PCMS Ronald T Ramos)
who will participate in the events/games NLT May 8, 2024 for
the issuance of appropriate order; Provide Master of Ceremony
during the opening program;
c) Perform other tasks as directed.

11) C, PPSMU
a) Act as Chairman of sack race. Formulate the games’
mechanics;
b) Submit names of players to PARMU (PCMS Ronald T Ramos)
who will participate in the events/games NLT May 8, 2024 for
the issuance of appropriate order; Provide Master of Ceremony
during the opening program;
c) Perform other tasks as directed.

12) C, HRAO
a) Act as Chairman of Patintero. Formulate the games’ mechanics;
b) Submit names of players to PARMU (PCMS Ronald T Ramos)
who will participate in the events/games NLT May 8, 2024 for
the issuance of appropriate order; Provide Master of Ceremony
during the opening program;
c) Perform other tasks as directed.

13) FC, 1st ISPMFC


a) Provide one team to act as area security during the event;
b) Organize and submit names of players to PARMU (PCMS
Ronald T Ramos) who will participate in the events/games NLT
May 8, 2024 for the issuance of appropriate order; and
c) Perform other tasks as directed.

14) C, PMDU
a) Provide Medical Team with ambulance during the events;
b) Participate in the games/events; and
c) Perform other tasks as directed.

15) PTOIC
a) Provide sound system with operator in the venues of the events;
b) Perform other tasks as directed.

16) PARMU-GSO
a) In charge in the preparation and cleanliness of the venue.
b) In charge in the setup of sports venue
c) Select personnel to participate in the said activity
d) Perform other tasks as directed.

17) All C/MPS, 2nd ISPMFC and PSUs


a) Shall participate in the competition;
b) In coordination with team mates (see Team Composition), shall
organize and submit names of players who will participate in
each events/games NLT May 8, 2024 at the PARMU for the
issuance of appropriate order; and
c) Perform other tasks as directed.
h. Coordinating Instructions:
1) Regular meeting will be conducted by the Chairman, ISPPO
SPORTSFEST “Laro ng Lahi” 2024;
2) All PNP participants shall wear their chosen colors of uniform
(jersey);
3) Clustered office/Units must provide 1 Muse for their team;
4) Lateral coordination among tasked Offices/Units is encouraged.

6. EFFECTIVITY:
This IMPLAN shall take effect immediately upon approval.
