SECTION A: Compulsory Question – you must answer this question. (40 marks
out of a total of 100 marks)

(A1) In order to provide a safe, efficient, reliable and environmentally friendly


transport system, the HKSAR Government has drawn up a set of transport
strategy and policy objectives for transport development in Hong Kong.
a) Illustrate the general process of transport policy formulation.
b) Introduce the basis upon which the HKSAR Government formulates its
transport policy.
c) Outline the current transport strategy and policy objectives in Hong
Kong.
d) Discuss three common policy instruments which are adopted in Hong
Kong for meeting the transport goals and objectives.

SECTION B: Answer any TWO of the questions from this section.


(30 marks each, out of a total of 100 marks)

(B1) From time to time, there are suggestions that instead of relying on the services
provided by the public transport operators, the HKSAR Government should
allocate more resources for developing and subsiding special services for
person with disabilities such as the services offered by the Rehabus.
a) Explain the HKSAR Government’s rationale for providing support to the
persons with disabilities.
b) Evaluate on whether the HKSAR Government’s current policy to serve
the transport needs of the persons with disabilities is adequate.
c) Suggest measures for meeting the increasing transport needs of the
person with disabilities which are expected in the years to come.

(B2) Cities around the world are building or expanding public transport systems
to cope with population growth and urbanization yet most of them are facing
financial viability problems. In contrary, the public transport services in Hong
Kong have been able to be operated on a self-sustaining basis.
a) Why is the situation in Hong Kong different?
b) What is the HKSAR Government’s policy on the provision of subsidy to
the public transport operators in Hong Kong?
c) What kind of support other than financial assistance has the HKSAR
Government provided to the public transport operators in order to help
improving the viability of their operations?

(B3) While the transport sector also contributes positive externalities, the
negative externality it generates is more of a concern to the community.
According to the Intergovernmental Panel on Climate Change (IPCC), 14%
of the greenhouse gas in the Globe is generated by the transport sector.

a) What is externality and what are the differences between positive


externality and negative externality?

b) What are the negative externalities caused by the transport sector?

c) How can the negative externalities arising from the transport sector be
mitigated?

(B4) Transport planning normally involves an analytical process, which builds on


a number of quantitative techniques bundled in the form of a transport model.
In a way, the transport model offers technical and thus more reliable support
for the governing bodies to formulate transport policy and strategy.

d) What are the limitations?
