1.0 PURPOSE
The main purpose of this method statement is to demonstrate procedure for Testing and Commissioning of
Audio Video System. This Method of Testing and Commissioning of Audio Video System is based on project
specification; manufacturer guide lines approved shop drawings & CML Testing & Commissioning Plan.
The Audio Video System will be Pre-commissioned and Commissioned in accordance with the
approved Method Statement.
Ensure that all wiring, either temporary or permanent has been tested for continuity prior to
connection.
Ensure that installation is carried out as per specification / manufacturer's instructions.
Ensure that cable terminations are completed in an approved manner.

5.0 COMPETENCY
The competency of all construction personnel shall be controlled in accordance with the
Competent Persons Designation Procedure Ref: ADP-013529-066.
The Testing & Commissioning Manager will individually assess the manpower requirements required for
Testing and Commissioning of Audio Video System to meet the schedule. Typically, these will include:
Testing & Commissioning Engineer will oversee all operations following HSE requirements and
Project Quality Plans.
Maintains work permits with coordination of the HSE Supervisor.
Coordinates with QC Engineer for inspections and raise RFIT with complete attachments such
as approved (ITP, shop drawing, check list etc.).
Ensures that only trained and competent personnel are involved for Testing and Commissioning
of Audio Video System activities.
Ensures that all plant & equipment are certified, maintained and used correctly.
Ensures that all the required documents and related drawings to execute the Works are up to
date.
Ensure that test and Commissioning have been done in accordance with approved method
statement and project specification to offer for CSC’s & CxA inspection.
Shall prepare open front for his crew and liaise with planning department for progress reporting
and schedule monitoring.
The foreman will carry out his duties by maintaining continuous coordination with the Testing and
Commissioning Engineer on daily basis, and ensure proper distribution of the workforce in the
required and planned locations.
To ensure that his assistant foreman/ charge hand is aware of the job requirements and they
have enough information to carry out their duties properly.
To ensure in consultation with the site engineer that the manpower involved in the works are
moving as agreed and planned for the work.
To ensure that the daily work is progressing as planned and advice the Testing and
Commissioning Engineer of any requirement for additional resources.
To ensure full coordination with the safety officer to maintain safe working and proper
housekeeping of the site, following the approved safety measures and further ensure that all his
working team are aware of the same to prevent accident and losses.
To inform the Testing and Commissioning engineer and of the areas ready for inspection.

5.1.3 QC Engineer:
Ensure that all inspection and test reports pertaining to everyday work activities are submitted to
the QC inspection.
Prevent the use of equipment that could cause improper construction relative to project
Specifications.
Stop any work that is not being done in accordance with the specified requirements and
approvals.
Ensure that works have been done in accordance with approved drawings and materials prior to
offer for CSC’s inspection.
Ensure that all personnel shall have attended the HSE induction course conducted by the JV
HSE department.
Ensure all personnel involved in the Testing and Commissioning will comply with the Project
requirements for PPE
Ensure pre-start toolbox talk with all the crew present conducted. Explain the Testing and
Commissioning System activities focusing on the hazards and risks involved in the activity and
the mitigation measures that shall be taken as detailed in the Risk Assessment.
To ensure a Permit to Work obtained, in accordance with the requirements of Permit to Work
Procedure prior to performing the Testing and Commissioning.
5.1.5 Electrician:
Prepare all areas to be ready for Testing and Commissioning under ELV foreman assistance.
Carry out his duties by maintaining continuous coordination with the ELV foreman on daily basis
as per required and planned locations.
Full coordination with the safety officer to maintain safe working and proper housekeeping of the
site, following the approved safety measures to prevent accident and losses.
The Pre-Qualified Contractor Specialist shall manage the testing & commissioning of the Audio
Video System.
The Pre-Qualified Contractor Specialist shall sign off the Pre-comissioning check list and
Commissioning Test Sheets when the requirements started in this Method Statement are
satisfied.
The following tools & equipment will be used during the Audio Video System.

Note: All tools and equipment will be inspected and color coded/must have SCAFFTAG before
use at site. All mechanical & electrical equipment as applicable, will be with relevant valid
certificates.
7.1 General
The following steps are basic for all types of Audio Video System should be followed at Initial
Start-up and after the Equipment have been installed.
The Audio Video System Start-up shall be as per Manufacturer recommendation, done by Test
and Commissioning Engineer.
All necessary work permits shall be approved before commencement of the work.
Prior to before commencement of the work, a tool box meeting shall be held.
Ensure all installation RFIT’s has been approved.
When commissioning the AV systems, it is essential that all rooms and areas that are covered
under AV systems are architecturally complete and weather tight. Including doors, ceilings and
partitions, walls, etc. This is to ensure that there will be no abnormal change in response time or
device communication that could influence the test results.
Power supply available and constant, certified for use.
Control schematics to be provided
Demonstration Procedure checklist
Sequence of operation of the remote control and provide screen shots of each control sequence.
(e.g. HMI – human machine interface, GUI – Graphic user interface)
7.2 Pre-Commissioning
After installing of Audio Video System, ensure that all devices and cables installed / Pulled as
approved shop drawings and has not been damaged.
Ensure installation is done as per manufacturer’s instructions.
Ensure the Equipment labels are permanently affixed.
Ensure all the field equipment is installed as per approved shop drawings and have not been
damaged.
Ensure all the labelling is done as per approved shop drawings.
Ensure that all A/V Panels have been connected to the Earthing network.
Ensure that power supply source has already been tested and sign-off prior to commissioning
stage.
Ensure all installation documents and RFIT have been approved.
Ensure all comments regarding the installation RFIT have been cleared out.
Check the Panel is properly installed in the specified location as per approved LC shop drawing
without any physical damage.
Check the Panel is cleaned from dust and any construction material.
Check the cable tag.
Check the panel label.
Check that electrical connection are done.

Check cables are properly connected and terminated on Lift, Projector and Screen.
Check field equipment cables are connected and terminated properly.
Check connection between Audio Video Floor Box and Projector is connected and terminated
properly.
Check connection between the Lift Button and Lift is connected and terminated properly.
Check connection between the Screen Button and Screen is connected and terminated properly.
Check connection between the Tx and Rx Extender is connected and terminated properly.
Check the Projector Lens settings and view size on the Screen.
Check the lift up and down mechanism is working properly.
Check the cables are properly connected and terminated in A/V cabinet.
Check field equipment cables are connected and terminated properly.
Check if the connection between the fire alarm system and A/V cabinet is done properly.
7.3 Commissioning
After the pre-commissioning, has been completed, the system will be ready for Testing and
Commissioning. The system will be checked for full functionality as per the project specific sequence
of operations.
Each device connected to the Audio Video System will be tested and commissioned after permanent
power is provided and the system can be energized. All system will be sequentially tested and
commissioned.
Functional test to conform performance (audio and video performance, etc.)
Check if the Audio level at ear level does not exceed 87 dB at any point in the facility.
Verify no polarization distortion exists between any pair of installed speakers.
Ensure that audible public mode signals are clearly heard, sound level shall have at least 15dB
above the average ambient sound level.
Verify Suitable message quality at four random locations in the system service area, using inputs
from each of the available sources of paging announcements.
Check the below items functionally and conform their performance;
a) All speakers manually are connected to the loop.
b) Fire alarm system interface with A/V and muting music.
c) Microphone manually announce in applicable areas.
d) Lift, Projector and Screen functionality.
e) Power is supplied to the lifts.
f) Lift is moving up and down as per manufacturer advices.
g) Remote control accurately sends and receives signals to and from the lift.
h) Wall control panel signals properly initiate the lift.
i) Power is supplied to the projectors.
j) Remote control accurately sends and receives signals to and from the projector.
k) Power is supplied to the screens.
l) The screen is moving up and down as per manufacturer advices.
m) Remote control accurately sends and receives signals to and from the screen.
n) Wall control button is sending signal clearly to screen.
o) Overall system functionality.

MEP RFIT’s shall be issued for QC Inspectors verification before any subsequent concealed
works/closure as applicable.
MEP RFIC should be issued by ELV T&C Engineer for verification before submission to CSC &
CxA
Project Quality Control Plan Ref, QMP ADP-014000-042 shall be strictly followed for RFIT
submission process.
Work should be approved by consultant (Submitting RFIT).
The approved Inspection & Test Plan shall be strictly followed.
9.1 Induction:
Prior to commencing work all personnel shall have attended the HSE induction course conducted by the
JV HSE department. No work shall be undertaken by personnel who have not attended the Project HSE
induction.
All personnel involved in the Testing and Commissioning will comply with the Project requirements for
PPE:
Work Boots with toe protectors
Safety Helmet
Eye Protection with side shields
Gloves (as required)
Dust masks (as required)
Additional PPE identified by the task risk assessment shall also be provided. Personnel shall sign and be
responsible for their own items of PPE issued to them and the Site Engineer shall ensure that his team
is complying with the minimum required PPE and that damaged or defective PPE is replaced or repaired
immediately.
Hazard identification, risk assessment and control are detailed in the appropriate risk assessment and
Job Safety Task Instruction (JSTI) attached herewith. Hazards may vary as the works progress and shall
be re-evaluated. All personnel undertaking testing & commissioning activates shall be aware of particular

location hazards. The Project Risk Assessment Procedure ADP-013529-028 is to be referred to during
the planning stages. Should changes occur during the course of construction which alters the associated
risks then the risk register shall be updated to reflect any additional risk and mitigation measures.
The attached JSTI is provided to cover the initial work tasks relating to:
Testing and Commissioning of Audio Video System -JSTI (attached). This JSTI is prepared based on
theoretical information interpreted from the project documents. A further assessment will be required at
the actual work site to verify the control measures and address any additional hazards. Reference is to
be made to the relative Health, Safety, Environmental & Security procedures to control the risks
associated with activities where they occur.
Prior to the commencement of site activities, the Site Engineer, with support from the HSE Officer, shall
conduct a pre-start toolbox talk with all the crew present. The MEP Supervisor shall explain the Testing
and Commissioning of Audio Video System activities, focusing on the hazards and risks involved in the
activity and the mitigation measures that shall be taken as detailed in the Risk Assessment.
Regular Toolbox talks shall be conducted in order to prevent complacency within the crew. The Site
Engineer shall conduct a Pre-start toolbox talk for the new person/s prior to starting work.
A Permit to Work shall be obtained, in accordance with the requirements of Permit to Work Procedure
prior to performing the Testing and Commissioning of Audio Video System.
The supervisor will ensure that all relevant risk assessments, method statements and permit to work
control measures are in place and that all relevant procedures contained within these documents are fully
understood by the operative personnel. Control of substances hazardous to health (COSHH) must be
attached on the work permit for each particular chemical to be used for the activity, COSHH assessment
must be discuss to the workers pertaining to the proper usage of PPE’s, proper handling of chemicals,
proper disposal and etc. prior to use the chemical.
The operation to move the equipment to and from the site, and the operations to take place on site with
the equipment are carried out in accordance with requirements of ISO 14001 and as described in the
Project HS&E Plan to ensure:

All personnel involved in Testing and Commissioning of Audio Video System Works shall be
trained in accordance with the requirements of the Project HSE Program. No personnel shall be
assigned tasks that they have not received appropriate training in or have been assessed for
competency. Further training shall be given as required and when additional training is identified
during the risk assessment process.
All personnel involved in Testing and Commissioning of Audio Video System activity shall be
assessed for qualifications, competency and if they have the required trade skills and experience,
or trained in accordance with the requirements of the Project standards.
