POST-ACTIVITY REPORT

EXPLORATORY MEETING WITH DEPARTMENT OF LABOR &


EMPLOYMENT (DOLE) REGION III WITH DEPARTMENT OF
ACTIVITY: TRANSPORTATION (DOTr) FOR LIVELIHOOD
IMPLEMENTATION FOR THE BENEFICIARIES OF NORTH 1
PROJECT RELOCATED IN REGION III.

I. OBJECTIVES OF THE ACTIVITY:


The meeting aims to discuss the possible livelihood assistance that DOLE RIII can
offer to the beneficiaries of North-South Commuter Railway (NSCR) CP1 CP01-02
relocated in different area of Bulacan.

II. HIGHLIGHTS OF THE ACTIVITY:

● The meeting commenced at exactly 10:05AM at DOLE Region III office, San
Fernando Pampanga.
● Ms. Mary Lynn Gozum, Chief Livelihood Officer discussed that they have two (2)
components: (1.) Emergency Employment Program which include the Tulong
Panghanapbuhay sa Ating Disadvantage/Dispaced Worker (TUPAD); and (2).
Livelihood Program. They also download fund to the LGUs through PYPESO.
● DOLE Region III representative presented their DOLE Integrated Livelihood
Program (DILP), that grant assistance on livelihood for disadvantaged workers
either for individual or group livelihood projects. DILP has three (3) program
components as follows:
1. Kabuhayan Formation – Enabling the program beneficiaries to start
individual or group livelihood undertakings.
2. Kabuhayan Enhancement – Upgrading or complementing existing
livelihood undertakings to grow into more viable and sustainable
businesses that provide income at par with those of the minimum wage
earners.
3. Kabuhayan Restoration – Enabling the re-establishment of lost or
damaged livelihoods due to occurrence of natural, human-induced
disaster or calamity, or economic crisis.
- Qualified beneficiaries are all disadvantage Workers aged 18 years old and
above and:

- Also, they are considering the 4Ps beneficiaries that are member of Indigenous
People (IPs) and single parent.
 They also presented some of their projects as follows:
a. Individual projects – where beneficiary may avail of Livelihood Kit or
Negosyo sa Kariton (Nego-Kart), ranging from Php 10,000.00 – Php
30,000.00, depending on the project requirement. They also offer individual
motorized boats, maximum financial assistance is Php 40,000.00.
b. Group projects:
i. Micro Livelihood – an organization composed of 15-25 members can
avail of a maximum grant assistance of P500,000.00 (depending on the
project requirements).
ii. Small Livelihood – an organized composed of 26-50 members can avail
of a maximum grant assistance of P1,000,000.00 (depending on the
project requirements).
iii. Medium Livelihood – an organization composed of more than 50
members can avail of a maximum grant assistance of P1,500,000.00
(depending on the project requirements).
● Mr. Calagos of DOTr presented the North-South Commuter Railway (NSCR)
Project – Phase I (Malolos – Tutuban) with a 37.6 kilometer, 10 station railway
that will travers the cities of Manila, Caloocan and Valenzuela as well as the
municipalities of Meycauayan, Marilao, Bocaue, Balagtas, Guiguinto and
Malolos of the Province of Bulacan.
● Mr. Calagos mentioned that the NSCR will utilize the right-of-way (ROW) of the
Northrail Project from Malolos to Caloocan and the ROW of the Philippine
National Railway (PNR) from Caloocan to Tutuban in order to minimize
additional ROW acquisition. He also stated that the additional assistance to the
Project Affected Families (PAFs) was identified as follows:
 Inclusion of vulnerable groups in the Livelihood Rehabilitation and
Income Restoration Program (LRIP) in terms of skills training and other
development activities provided for the NSCR PAFs;
 Inclusion in the Grievance Redress Mechanism by way of being eligible
to also air their grievance through this mechanism;
 Assistance in securing soft loan to enable self-rehabilitation; and
 Monitoring of PAFs through sharing of information from National Housing
Authority regarding the conditions of the PAFs.
 DOTr through its Livelihood Restoration and Improvement Program scaled up
the additional assistance to the 516 vulnerable relocatees in Bulacan
 500 in North Rail areas (Calumpit, Malolos, Balagtas, & Marilao)
 7 in Katuparan Village, Norzagaray - affected by NSCR Project
 9 in Malis, Guiguinto – affected by NSCR Project
 Mr. Calagos emphasized that the extension of NSCR Livelihood intervention
assistance to relocatees involves providing a starter kit package tailored to their
preferred livelihood activities, rather than cash. Additionally, they plan to
collaborate with the Provincial Youth, Sports, and Employment Office
(PYSPESO) of the Provincial Government of Bulacan for fund transfer.
 DOLE Region III highlighted their commitment to ensuring the sustainability of
the Livelihood program they have implemented. However, they expressed
concern regarding funding availability, noting that the 2024 budget has already
been allocated to various office programs and projects. They suggested that
certain requests may be considered if supplemental funding is approved at a
higher level, with potential implementation in the 3rd – 4th quarter of the year.
 They also reported having already provided a livelihood program to 20
beneficiaries under the North 2 (N2) project.
 Mr. Calagos clarified that the beneficiaries requesting slots in TUPAD and other
livelihood programs have already been relocated to permanent housing in
Region III.
 DOTr appealed to DOLE to consider integrating the 516 beneficiaries from N1
into their programs, such as emergency employment or livelihood programs.
 DOLE responded affirmatively to DOTr's request, stating that they are open to
considering the 516 beneficiaries for assessment and evaluation, particularly
since they already have beneficiaries enrolled in TUPAD and Nego-Kart
programs in Northville, Katuparan Village, Norzagaray, and Barangay Malis,
Guiguinto. They are willing to provide emergency employment (TUPAD) and
Nego-Kart opportunities.
 DOLE Region III proposed that DOTr explore a partnership with TESDA.
Additionally, they inquired about existing coordination with PYSPESO in
Guiguinto, as DOLE has allocated 1 million pesos to the local government unit
for Livelihood implementation.
 DOLE also mentioned that beneficiaries can apply for trainings offered by
PYSPESO, and upon completion, they can be endorsed to DOLE Province of
Bulacan for potential participation in individual programs offered by the agency.
 DOTr reported that the Memorandum of Agreement with PYSPESO is still being
processed. They also noted that some of the 516 relocatees are members of the
4Ps program, which may affect the final number of beneficiaries.
 DOLE also discussed the TUPAD program, emphasizing that once final
beneficiaries are selected, substitutions are not allowed. Work programs include
not only sweeping but also coastal clean-up, Brigada Eskwela, and other
activities outlined in the Local Development Plan of the respective LGUs.

III. OUTPUT/S OF THE ACTIVITY:


 DOTr to submit a list of names of the 516 vulnerable relocatees to DOLE Region
III as soon as possible using the DOLE format of endorsement. DOLE to send
the format to DOTr.
 DOLE Region III committed to provide assistance to DOTr N1 beneficiaries
subject for assessment and evaluation of DOLE RIII.

IV. RECOMMENDATIONS/RELEVANT APPLICATION IN DHSUD (if any):


Set a meeting with DOTr Team for other issues and concerns with regards of monitoring and
evaluation of Livelihood program.
