I. General Information:

Title : MRF Establishment

Time Covered : April, 2022

II. Rationale:

For efficient and effective implementation of the National Greening Program (NGP)
pursuant to Section 5.2 of Executive Order (EO) No. 26, s. 2011 and DepEd
Memorandum No. 58, s. 2011 entitled Creating the Task Force on National Greening
Program, the Department of Education (DepEd) issues these guidelines to concretize
directions in the implementation of the National Greening Program (NGP).

Part of the guidelines being integrated on NGP is the Ecological Solid Waste
Management as one of the key components to attain the goals of DepEd on poverty
reduction, food security, biodiversity conservation and climate change mitigation and
adaptation.

In order to strengthen the integration of the practice on waste management

principles such as minimization, segregation at source, reduction, recycling, re-use
and composting, the Matanao Central Elementary School (MCES) supports the
important program of Youth for Environment in Schools Organization (YES-O)’s
National Greening Program by establishing Material Recovery Facility (MRF) in school.

The MRF establishment in MCES is essential and highly required to highlight the
importance of the school and its role in the efforts to rehabilitate a heavily-challenged
natural environment, and our initiatives toward a sustainable National Greening
Program.
III. Objectives:

This project aims to:

 Establish MRF to utilize environmentally-sound methods that maximize the
utilization of valuable resources and encourage resources conservation and
recovery;
 ensure the proper segregation, collection, transport, storage, treatment and
disposal of solid waste through the formulation and adoption of the best
environmental practices in ecological waste management;
 encourage cooperation and self-regulation among waste generators through the
application of market-based instruments.

IV. Methodology:
Here are the steps on the establishment of MRF.

 The MRF shall be wrapped with net to prevent stray animals like chicken that
might destroy the seedlings
 Roofing shall be net with 60 percent sunlight absorption

 Seedlings shall gradually be exposed to sunlight to harden

 Adequate water will be supplied daily to the nursery. Hand watering, hoses
fitted with spray-nozzles are methods to be used.

 Carbonized rice hull shall be used as medium for the seeds
