EASTERN ASIA JUNIORS AND GIRLS CHESS CHAMPIONSHIPS 2024

Karawaci-Tangerang, Indonesia, 03rd to 11th July 2024

REGULATIONS

I. INVITATION
The Indonesian Chess Federation under the auspices of the Asian Chess Federation
(ACF) and FIDE, have the honour of inviting participants from National Chess
Federations in the region to participate in the Eastern Asia Juniors and Girls Chess
Championships 2024 scheduled from the 3rd of July to the 11th of July 2024 at the
Ballroom of Gunadarma University, Karawaci-Tangerang, Indonesia.

II. ELIGIBILITY OF PARTICIPANTS


1. The Championship is open to all chess players from the Eastern Asian Federations
(FIDE Zone 3.3) and China (FIDE Zone 3.5)
2. The participants must not have reached his/her 20th birthday on the 1st of January
2024 (born on 1st January 2004 or later)
a. Each country may register any number of players to participate in the event but
only one Open/Boy and one Girl player will be recognized as the official player.
b. In a situation where there are fewer than ten (10) girls from at least five (5)
federations registering and playing in the event, the Girls group shall be merged
with the Open/Boys event.

III. SYSTEM
The Championships will be played over nine (9) rounds according to the Swiss Pairing
System. If the total number of players does not exceed ten (10), the event shall be
played using a round robin system.

IV. REGISTRATION AND ENTRY FEE


1. All entries and payments must be received by the Organizing Committee no later
than 15th June 2024 to allow for the necessary hotel bookings to be completed in
advance.
2. All National Federations are required to complete the registration form with the
names of all participants and accompanying persons together with their respective
passport copy and ID photo by 15th June 2024. The list of registered players as of

that date shall be published at asianchess.com. After the deadline of 15st June
2024, a late registration penalty of USD 50 shall be imposed, and entries shall be
accepted at the Organizer’s discretion.
3. A registration fee to the Organizing Committee of USD 100 is required for each
player and accompanying person. An entry fee to the Asian Chess Federation of
USD 75 is required for the official player and USD 150 for each additional player.

4. All payments must be finalized upon arrival. Players will not be paired until all
payments and fees are cleared.

VI. ACCOMMODATION
1. The Organizer shall provide a meet and greet service to all participants arriving at
EASTERN ASIA JUNIORS AND GIRLS CHESS CHAMPIONSHIPS 2024 – Page 2
the Bandara Soekarno-Hatta Airport, Tangerang and taken to the Official
Hotel****.
2. The Organizer shall provide full board and lodging at the official hotel for the
official representatives – one Open/Boy and one Girl player from each
Federation. The rooms provided shall be either double or triple sharing basis.
3. The hotel rates for all accompanying persons/ extra players are as follows:
Room/Meal Package inclusive of breakfast, set lunch and set dinner
a. Single : USD 90 per person per day
b. Twin : USD 75 per person per day

VII. TECHNICAL REGULATIONS


1. The tournament will be played according to the latest edition of the FIDE Laws of
Chess
2. The games shall be played using electronic clocks.
3. The rate of play will be:
a. Standard Chess: time control is 90 minutes plus 30 seconds increment per
move per player starting from move 1. Swiss System 9 Rounds.
b. Default time Standard Chess is thirty (30) minutes after starting time.
c. Rapid Chess: time control is 10 minutes plus 5 seconds increment per move
per player starting from move 1. Swiss System 9 Rounds.
4. Note that players from same federation may be paired together in the last
round.

VIII. DESIGNATION OF THE WINNER


1. Where the event was completed using the Swiss Pairing System, the winning
order for all the players in the championship shall be determined according to
the number of points obtained. In the event that there are two or more players
having the same points, the tiebreak system used shall be as follows:
a. Direct Encounter.
b. Buchholz Cut 1.
c. Buchholz.
d. The greater number of wins, including forfeits and bye
e. Greater Number of Wins with Black Pieces.
2. Where the event was completed using the Round Robin format, the tiebreak
system used to determine the final ranking shall be as follows:
a. Direct Encounter.
b. The greater number of wins, including forfeits and bye.
c. Sonnenborn-Berger.
d. Koya System.
3. In situations where the tiebreak used does not yield any winners, the players tied
for first shall play a series of Rapid chess games to break the tie. The Chief Arbiter

shall announce the system and the time control used depending on the number
of tied players.

IX. DIRECT TITLES


1. The Gold medalist in Standard Chess event shall receive a Grandmaster
(GM/WGM) norm. Equal first (best 3 after tie break) shall receive the title of
International Master (IM/WIM), with silver and bronze medallists to receive
FM/WFM and IM/WIM norms in accordance with FIDE title regulations.
2. For a Direct Title to be awarded immediately an applicant has to have achieved
at some time or other a minimum rating as follows:
IM: 2200 WIM: 2000
FM: 2100 WFM: 1900
3. Trophies shall be awarded to the top three positions for juniors (boys) and girls.

X. CHIEF ARBITER AND HIS ASSISTANTS


1. The Asian Chess Federation (ACF) President will - after consultation with the
organizing federation, appoint the Chief Arbiter, Deputy Arbiter and other
Arbiters or Assistant Arbiters/Officials for the Championship.
2. The Chief Arbiter may, in consultation with the ACF, issue additional written
regulations to inform the exact playing hours and take care of other details not
covered by these regulations.
3. Any form of protests including protests lodged against the decisions of the Chief
Arbiter, the Deputy or any of his assistants, must be submitted in writing and
signed by the player, to the Chairman of the Appeals Committee within thirty
minutes after the completion of the disputed game/event.
4. A protest fee of USD 100 must be submitted together with the completed
written protest. If the protest is upheld, the protest fee shall be returned
otherwise, forfeited to the organizing federation.

XI. TECHNICAL DELEGATE AND APPEALS COMMITTEE


1. The Technical Delegate and Chairman of the Appeals Committee shall be
appointed by the Asian Chess Federation President in consultation with the
organizing federation. The Committee shall be composed of three members and
two reserves, all from different Federations, chosen from among the
representatives of national federations present.
2. No member of the committee shall have the right to decide on questions
concerning his own federation. In such a situation, the members of the affected
Federation shall only have the right to be involved in the discussion session
within the committee but have no right to vote on the decision.

XII. INFORMATION ABOUT VISAS
1. For participants who require a visa to enter Indonesia (outside ASEAN countries),
the organizing committee will help arrange the e-Visa, please attach: a clear scan
of your passport, a clear scan of your photograph, a copy of your return plane
ticket and travel insurance.

3. The visa processing process takes about one week (working days) with a fee of
USD 150 per application transferred directly to the committee's bank account as
listed at point IV.3 of this regulations.

The organizers reserve the right to amend or alter any provision of the
aforementioned rules and regulations for the success and interest of the
championships.
