Durres (Albania) Invitation letter
25 – 29 April, 2024
1. Invitation
International Chess Federation (FIDE) and the Albanian Chess Federation invite all FIDE member
federations and eligible players to participate in the World Cadet Rapid & Blitz Championships 2024.
The championships will be held in Durres (Adriatic Sea-Side). The dates are April 25th (arrivals) to
April 29th 2024 (departures).
The playing venue of the tournament will be the official hotel of the Championships Grand Blue FAFA
Resort/5-stars.
2. Schedule

Arrival Day
- Under 8 (open & girls), player's date of birth: 1 January 2016 and after;
- Under 10 (open & girls), player's date of birth: 1 January 2014 and after;
- Under 12 (open & girls), player's date of birth: 1 January 2012 and after.
- FIDE-affiliated organizations, as approved by the FIDE Council, also have the right to register
players.
- FIDE-endorsed Chess Academies also have the right to register players through their respective
National Chess Federation (BCF) with copy to TRG for endorsement.
- The Champions of 2023 World Cadet Rapid & Blitz Championships have personal right to participate
in the World Cadet Rapid & Blitz Championships 2024 of the corresponding age category or higher
age category, if the above-mentioned age requirements are met. Free accommodation and full board
will be provided to all personal right players (12 players in total) from 25 April (lunch) to 29 April
(breakfast) sharing a double room. Such players must also be registered through national federations
or FIDE affiliated organisations, FIDE- endorsed Chess Academies.
4. Registration
- The Registration fee is 120 EUR for each player and each accompanying official/person. The
registration fee is compulsory and represents a confirmation of participation. The Registration fee
includes transportation from and to Tirana International airport, accreditation, identification, badges
and organization costs.
- In order to ensure proper tournament standards, FIDE member federations must fully complete
the official registration form https://worldcadetrb2024.fide.com/registration
before the registration deadline of February 25th 2024. Incomplete registrations will not be accepted.
- After the registration deadline, organizers reserve the right to refuse or decline late registrations or if
there is availability a penalty of 100 EUR for each late registration will be charged to participants.
- Every federation must be presented with head of delegation – responsible person for the
delegation (appointed by the federation). The Head of Delegation must have a FIDE ID.

5. FIDE Fee
FIDE fee of 70 EUR (blitz 35 & rapid 35 EUR) for each player shall be paid by FIDE member
federations directly to the FIDE bank account.
6. Visa Information
- The organizer will provide free transport services of all participants to the official hotel on April 25th
as well as the departure transfer on April 29th. "Mother Theresa" Tirana International Airport (TIA) is
45 minutes (40 km) from the official hotel. If any delegation arrives one or two days before the
competition or leaves later the same service will be provided.
- Players who make private transport arrangements and clearly indicate this in the registration form
will be fully responsible for any problems they experience during arrival or departure.
- The reservation will be done on the "First Come, First Served" basis.
- For Security and organizational reasons and in accordance with FIDE tournament regulations all
national delegations are obliged to use the official hotel designated by the Organizing Committee.
Bookings must be done only through the organizer of the World Cadet Rapid & Blitz Chess
Championships 2024.
- All players and guests are invited to stay in 5 stars Hotel Grand Blue FAFA Resort with next prices:

- To ensure the comfort of guests, as well as to save time and effort, players will have their playing
venue within the hotel complex.
9. Payments
- After the Registration, accommodation & travel form has been filled in, sent to the organizer and
approved by the organizer, the national federations will receive invoices for bank payments. The
invoices will contain all the necessary details for the bank payment.
- The payment deadline for registrations and accommodations is March 5th 2024.
- A sender must pay all bank commissions. When payments are confirmed, the Organizing Committee
will send to the participating Federation the confirmation of the hotel reservations.
- The Championships will be held according to FIDE tournament Rules and Laws of Chess.
- The FIDE Anti-Cheating rules and guidelines are valid for all Championships.
- Upon arrival or any time during the event, Head of delegations or players may be required to present
passports for verification of players' age eligibility.
- The tournaments will be played using the Swiss System with 11 rounds. If a player doesn't have an
existing FIDE rapid and blitz rating, then his/her standard rating will be used, where applicable.
- Time control for the rapid championships will be 15 minutes plus 5 seconds per move starting from
move one.
- Time control for the blitz championships will be 5 minutes plus 3 seconds per move starting from
move one.
- The final ranking order of the players is determined by the number of points scored. In case of tie,
the next tie break criteria are established:
a) Direct Encounter;
b) Buchholz cut 1;
c) Buchholz;
d) Number of Games Played with Black (unplayed games count as played with white);
e) Number of Games Won
- Analysing is not allowed in the playing hall. During the game, the players are not allowed to go to the
analysing.
- Only the players, head of delegations and arbiters shall be allowed in the actual playing area, except
with the expressed permission of the Chief Arbiter.
- As long as the game is in progress a player may talk only to an arbiter or with his opponent as
permitted by the Laws of Chess.
- It is assumed that all the players have read the Regulations and accept to conform to them. The
English text of these Regulations is the authentic version.
A protest against the decisions of the Chief Arbiter must be submitted in written form to the Chairman
of the Appeals Committee within 15 minutes after the competition of the respective game.
The protest must be accompanied with the sum of 200 EUR, as a deposit. If the appeal is granted, the
sum shall be returned immediately. If the appeal is refused, the deposit is forfeited to FIDE. The
appeal has to be lodged by the player.
The decisions of the AC are final.
13. Prizes

15. Electricity
Albania operates on a 230V supply voltage and 50Hz.
