APPROACHES

OBJECTIVES

• Explain what is participatory approach in community


action plan
• Identify the importance step and guidelines of
participatory active planning
• Make a community action using Participatory Approach
A Participatory Approach helps to secure the ownership and
commitment of the communities involved. Active participation by
local citizens and other stakeholders aims to enhance both the
quality and relevance of the suggested interventions implementation
stage is when the planned intervention is implemented.
Participatory action is an urban planning paradigm that
emphasizes involving the entire community in the strategic and
management processes of urban planning; or, community-level
planning processes, urban or rural. It is often considered as part of
community development.
• Participatory planning aims to harmonize views among all of its
participants as well as prevent conflict between opposing parties.
• In addition, marginalized groups have an opportunity to participate in
the planning process Planning is essential and strategic for any
organization or community.With planning, organizations and
communities become reflexive, dynamic, responsive, and systematic.
• In order for planning to become participatory in nature, there must
be an ongoing process wherein the participants and stakeholders
engage dynamically in identifying the community’s situations, needs
and resources, goals and objectives, and strategies; in outlining
activities for implementation; in setting time frame and duration; and
in allocating resources.
• The important thing to remember here is the word participatory.The
use of that term implies not just that you’ll ask for someone’s opinion
before you do what you were going to do anyway, but rather that each
participant becomes an important contributor to the planning process.
• A true participatory approach is one in which everyone’s
perspective is considered.That doesn’t mean that people can’t
challenge others’ assumptions, or argue about what the best strategy
might be. It does mean, however, that everyone's thoughts are
respected, and it isn’t necessarily assumed that the professionals or the
well –educated automatically know what’s best. Everyone actually gets
to participate in the planning process, and has some role in decision-
making
ROLE OF PARTICIPATORY
PLANNING

• The people’s inputs both in the content and process are


strategic in the development of community action. The
feasibility accuracy, and relevance of a community plan
depend on the participation of the people. It is important to
capture the people’s voice as it will lead to a community
action that is embraced and owned by the people.
STEP IN PARTICIPATORY PLANNING

1.Identify local needs, particularly of poor rural families


-The best way to find out what people need and what they see as
possible solutions to their problems is to ask them, directly. Also,
this creates awareness and willingness among the people to take
part in any action that will follow.
- Before asking what they want, you must establish a common
ground of understanding with them. It must be involved in the
consultation and discussions
2. Collect basic data
- Once local contact are establish the next step is to collect
with the people’s help, basic data about the community,
characteristics of the area, resources situation,
socioeconomic status and other relevant facts .
- The aim is to get a factual baseline picture which will help
in setting goals and measuring changes brought about by the
project at a later stay
3. Form working groups
- It is helpful to form a working groups that includes local
officials to prepare status reports and develop perspective
4. Formulate objectives
- The first step in participatory local planning is to be define specific
objectives.These should be stated in concrete terms. For example,
increasing (A) incomes of identified households (B) Production of
certain crops and ( C) literacy among locally selected women officials.
- The objective may not always be quantifiable particularly when it
involves attitudes changes. However, it still helps to be specific as
possible so that people can see how much change has takes place.
5. Decide on a strategy
- This is the most difficult part of participatory local planning as it
involves assessing and mobilizing needed resources and choosing the
planning method. It is important to specify.
6. Ensure feasibility
- It is important to identify potential project beneficiaries
and check how the benefits would flow to them.
7. Prepare the work plan
The work plan should contain to following information in
simple tabular form (a) all activities that will implemented in
the project (b) name(s) of the person(s) responsible for each
activity © starting and completion of time for each activity
and (d) the meaning to carry out the activities it should be
define the outputs expected from each activity to measure
performance during implantation on upon completion of the
project. This will help ensure effective monitory and
evaluation
