    Sir,

    With reference to the subject cited above, I am to say that the new scheme
    BALARAM (Bhoomihina Agriculturist Loan & Resources Augmentation
    Model)` has been notified by this Department bearing No. AG-AB-20/2020-
    11207/A&FE., dated -16.07.2020. The scheme is for financing Joint Liability Groups
    (JLGs) / sharecroppers through financial institutions. The target of the scheme is to
    form 1 Lakh Joint Liability Groups covering at least 5 Iakh farmers mainly from
    among those who are sharecroppers using the ATMA (Agricultural Technology
    Management Agency)platform of this Department.
    Now, the Operational Guidelines (OG) for BALARAM have been formulated. The
    scheme shall be reviewed if required, modified from time to time for ease of
    operations with the approval of the appropriate authority. The approved copy of the
    OG is enclosed herewith for your reference.
    It is requested for necessary cooperation for wide publicity and successful
    implementation of the new scheme BALARAM using the Operational Guidelines for
    the welfare of the farmers.
