1 INTRODUCTION
The Upper Zakum (UZ) offshore field is located in the Arabian Gulf, 84 km from Abu Dhabi.
The field is divided into four geographical producing areas (Central, North, South and West)
consisting of processing facilities at Central Complex (CC) plus three Satellite Platforms, South
Satellite Platform (SSP), North Satellite Platform (NSP) and West Satellite Platform (WSP).
ADNOC Offshore is currently executing the UZ750 Project to increase capacity of the Upper
Zakum field. Under UZ750 Project, surface facilities and associated pipelines have been
installed in the following four new artificial Islands.
1. Al Ghallan Island (Central Island - CI)
2. Umm Al Anbar Island (West Island - WI)
3. Ettouk Island (North Island - NI)
4. Asseifiya Island (South Island - SI)
On the artificial Islands, production facilities are implemented under EPC-1 and EPC-2
Projects. In addition, SRP units at Umm Al Anbar Island (WI) are also being provided under
EPC-3 Project to increase capacity in the Western areas.
The processing facilities on artificial Islands under UZ750 EPC2 Project are designed to
achieve 950 MSTBOPD production.
The partially stabilized oil is routed to ZIRKU Island for final treatment and shipping.
ADNOC Offshore have launched 1 MMBD Project to enhance the processing capacity on
Islands to 1 MMSTBOPD with primary focus on development of the under-developed
reservoirs.
The Upper Zakum (UZ) 1 MMBD Project is broken into multiple phases for execution:
a) Phase 1 shall provide oil production build-up to 1 MMSTBOPD by 2024 through western
area and crestal area undeveloped reservoirs and shall include all the surface facilities
required until year 2030.
b) The sustainment of 1 MMBD production level beyond 2030 shall be obtained through set
of subsequent projects which are subject to future Concession holder’s approvals.1MMBD
Phase 2 project, and other Projects.
2 PURPOSE
This FEED document is aimed to describe the procedure governing the development of Work
Packages (WP’s) for ADNOC Offshore Upper Zakum Facilities for the 1 MMBD Expansion Phase
1 Project, and based on it the breakdown scheme for the Work Packages to be followed for Work
Package within the Project.

The term WP is used in this document to represent a well-defined manageable piece of work
which, due to its nature, can be split from the whole Scope of Work to be engineered, executed,
budgeted, measured and controlled individually.
The purpose of this document is to define the objectives and contents for the preparation of WP’s
with the aim to provide a usable and practical planning tool to significantly increase the
productivity, reduce rework and enhance the probability for project success.
3 APPLICATION SCOPE
This document will be implemented during FEED 1 MMBD Expansion Phase 1, for the
engineering deliverables. This plan shall be used to organize, plan, and align EPC activities, and
EPC CONTRACTOR shall develop its own EWP and CWP based on this plan as part of EPC
scope of work.

6 CLASSIFICATION
The Work Packages (WP’s) are conceived at the beginning of the Project definition, in order to
follow the split of the whole Scope of Work into the different WPs for all the activities (engineering
design, procurement, construction phase and pre-commissioning works).
Depending on its Scope, the Work Packages can be classified as detailed in following paragraphs.
The Delivery Package (DP) is a construction subdivision in order to facilitate big construction
areas into smaller areas that will be executed jointly. A Delivery Package defines a “design
area” established during the early stage of the project, once the path of construction has been
delineated, with the aim to prioritize the relevant engineering deliverables and material
procurement.
The Delivery Work Package is then broken down into one or more work packages as follows:
The number and boundaries of above mentioned Work Packages should depend on several
factors such as logical construction sequence, subcontracting strategy, engineering
deliverables constraints, material deliveries, etc. The Work Breakdown Structure for the 1
MMBD project will follow the existing WBS developed for the EPC2 project where ever
possible. The next available numbers will be allocated where possible according to
construction sequence and schedule.
The Engineering Work Package (EWP) is a set of engineering deliverables that defines a
specific scope of work to support construction providing engineering drawings, deliverables,
specifications, vendor documents and material take offs required by subcontractor for the
modules’ fabrication and the stick-built erection on site. It is released on an agreed upon
sequence consistent with the construction schedule.
Every EWP, and therefore all documentation being part of it, shall be issued by the EPC
CONTRACTOR to his SUBCONTRACTORs (if any) before the start of the works.
Engineering Work Packages can be classified by the number of disciplines involved in its
preparation and by the scope of the package, multi-discipline work packages.
6.2.1 EWP Classification
Engineering Work Packages should be split into at least three EWPs in order to advance
workload to Subcontractor as Contractor is finishing the Engineering.

a) YARD WORKS:
i. EWP-SS: Engineering Work Package for Steel Structure that includes engineering
deliverables and vendor document, including fireproofing if applicable.
ii. EWP-MP: Engineering Work Package for Mechanical Process that includes
engineering deliverables and vendor documents.
iii. EWP-E: Engineering Work Package for electrical and telecom activities.
iv. EWP-I: Engineering Work Package for instrumentation activities.
b) SITE WORKS:
i. EWP-CV: Engineering Work Package for Civil works that includes excavation, piling,
foundations, urbanization and underground works including piping services except
pipeline.
ii. EWP-SS: Engineering Work Package for steel structure works at Site.
iii. EWP-ME: Engineering Work Package for Mechanical Erection works on site. This
includes Piping, Structures and Module Interconnections.
iv. EWP-E: Engineering Work Package for electrical and telecom activities at Site.
v. EWP-I: Engineering Work Package for instrumentation works at Site.

requirements, Schedule, etc. as necessary to the complete assembly and erection of the
different components being part of the CWP. Some 3D Model snapshots are recommended.
a) YARD WORKS:
i. CWP: Common Construction Work Package for Yard works that includes the
Mechanical-Process, Steel Structure and Finishing activities related in their respective
Engineering Work Packages. Construction Work Package for Yard works should be
one because usually there is one SUBCONTRACTOR for Yard, although this, and the
modules fabrication, will depend on EPC CONTRACTOR subcontracting strategy.
b) SITE WORKS:
i. CWP-CV: Construction Work Package for Civil works. This Construction Work Package
includes excavation, piling, foundations, urbanization, underground and all the works
included in the scope of civil SUBCONTRACTOR. This will be developed by EPC
CONTRACTOR based on its own subcontracting strategy.
ii. CWP-ME: Construction Work Package for Mechanical Erection works. This includes
Piping, Structures, Module Interconnections and all the works included in the scope of
mechanical SUBCONTRACTOR. This will be developed by EPC CONTRACTOR
based on its own subcontracting strategy.
iii. CWP-EI: Construction Work Package for Electrical and Instrumentation works. This
includes Electrical, Telecom, Instrumentation, Painting, Insulation, Fire & Gas and all
the works included in the scope of electrical and instrumentation SUBCONTRACTOR.
This will be developed by EPC CONTRACTOR based on its own subcontracting
strategy.
The following provides a list of detailed requirements for each Engineering Work Package to be
developed and implemented during EPC stage. Some components may not be applicable for a
specific EWP depending on scope and construction subcontracting strategy.
REVISION HISTORY
The EWP shall include document title, document number, revision number, purpose of edition
and suitable sign offs.

developed and implemented during EPC stage. Some components may not be applicable for a
specific CWP depending on scope and construction subcontracting strategy.

EPC CONTRACTOR SUPPLIED EQUIPMENT, MATERIALS AND SERVICES
If not already covered in EPC Subcontract documents. These include all materials and
tagged items that will be provided by the COMPANY and / or project free issued to the EPC
CONTRACTOR. Items include:
- Listing of all tagged items: process/ systems, mechanical, piping, civil/ structural/
architectural, instrumentation, electrical, heat tracing.
- Summarized listing of bulks, including description and quantity. - Specialty tagged Items

9 GUIDELINES
The following guidelines should be followed when preparing Work Packages during EPC Stage:
• Use language consistent with the CONTRACT. The terminology used such as Buyer,
Seller, or COMPANY and EPC CONTRACTOR must comply with the CONTRACT.
• Include all technical documents such as project drawings, project specifications, bill of
materials, and data sheets that are required to complete the Work. Copyrighted industry
standard codes and specifications may be referenced within the technical documents, but
copies should not be attached.
• It is important to define number and structure of WPs, that means to plan the various WPs
that may be required and how WPs will relate to others or be combined into contracts in
order to avoid overlaps or gaps in responsibility. When defining WPs it should be
considered how WPs will be assembled and the fact that all WPs may not be available for
issue at the same time. Work that will likely be sub-contracted by an EPC CONTRACTOR
is also a logical WP.
• It shall be taken into account the Work Packages division per discipline when deciding the
other disciplines Work Packages.
• Generally there will be a 1:1 relationship between EWP and CWP. However, it is possible
to integrate several EWP’s into one single CWP.
• Include other project documents that provide reference information relevant to the Work,
but are not scope items. These should be identified as "For Information Only".
• Different WPs shall involve different departments to develop them in order to be later
integrated;
• Construction Work Package (CWP) and others will integrate a Delivery Work Package
(DP).

• The WP should be timeless. The revisions of attachments may change over time, but the
WP itself should not change unless specifically required due to Project configuration.
The following describes the workflow for implementation in the Project from initial phase to final
execution of the construction works.
EPC CONTRACTOR develops the path of construction and will split the entire project into well-
defined Delivery Packages. The WBS developed during the EPC2 project should be followed
where ever possible.
EPC CONTRACTOR’s Construction, Modules and Engineering departments will review together
the DPs list and definitions and discuss the logical sequence of the DP packaging, its prioritization
and the scheduled release or need dates in order to define the EWP/CWP Release Plan, which
will be followed by the Engineering, Modules and Construction Team in developing these
deliverables.
EPC CONTRACTOR shall issue to SUBCONTRACTOR the specific EWP’s/CWP’s according to
the construction schedule priorities.
Additionally, YARD SUBCONTRACTOR will prepare Shipping Dossier for modules and
prefabricated material shipment and finally Manufacturing Record Book. The Manufacturing
Record Book (MRB) will be considered as the coordination document between Yard and Site,
given that it contains all information needed to place and finish the module at site.

It is the responsibility of the EPC CONTRACTOR that the WP plan’s completion and release are
managed from the start of the detailed engineering to the engineering office close out. The
schedule identifying the EWPs and their time of release will be maintained and executed during
detailed engineering. The key tasks involved are as follows:

• Coordinate EWP and CWP issue sequence and dates to match the construction plan.
• Import the forecast dates from monthly updates of the project schedule and review them.
• Periodically visit the construction site to discuss EWP/CWP status, issues and concerns.
Coordinate construction staff visits to the design office as required. The right people
participating in reviews at the right time will improve constructability.
