INTRODUCTION

The Ministry of Health Fiji “provides services to all of Fiji’s 837,271 population dated in 2014 and
counting. This means that there are 3 main Divisional hospitals, 19 sub-divisional hospitals, over 80
health centres, and 99 nursing stations” (Health, 2022). Serving such a large population since with
thousands of employees must be challenging for every level of employee at MOH.

Ever since the MOH was founded the patient records are kept in a file foe where ever a patient goes
to seek medical services, however the problem arises when a patient goes to another hospital in an
emergency and that particular medical service provider does not know the patients background
medical history. Even the private Doctors may not be able to access a patient’s file. In this modern
era of advanced technologies it can be made possible for a database systems from which a patient’s
data is stored in a database and can be accessed by a Doctor in charge at a hospital or health centre
and even a private doctor can access a patient’s file (Medical background history). In this way the
patient and Doctors both benefit, since the Doctor would know if a patient has any allergies or an
underlying health issue. And the patient will be getting proper treatment considering his medical
history. Moreover there is no risk of losing, damaging and duplicates of a patients file.

Considering this issue and its benefits after implementation, The MOH team would be implementing
a database systems which will be accessible to health centres, nursing stations, hospitals and nursing
stations and private doctors all over Fiji including the Islands nearby. Databases in healthcare collect
information about healthcare operations. “Every piece of data a medical practitioner collects from a
patient—including medications, prescriptions, procedures, operations data, and registries like
encounter and discharge forms—is logged in a healthcare database” (Stuff, 2021). Database is a
system where, “data is accessed, modified, controlled, and then presented into a well-organized
form, allowing the business corporations to execute multiple data-processing operations” (Amber,
2021). Moreover this project proposal will utilize the knowledge acquired from the Project
Management Book of Knowledge (PMBoK) to build a database system following Project
Management Life Cycle phases which are known as conceptualization, planning, execution and
finally termination. This project will also look into details of scope/project scope, risk factors,
resources used, estimated budget, task duration estimate, training module and so on. Our team of
Managers will be implementing a database management system for the Ministry of health in regards
to enhance patient care with the availability of patient’s medical background history from accessing
the database system created.

PROJECT PURPOSE/JUSTIFICATION

Project need/case

This implementation of database management information system will be created for better
information retrieval for a patients as the outdated physical file system are unreliable and prone to
damages. This will help the doctors for accurate information about the patient resulting in better
medical care for the patient.

Project Objectives

The objectives for this project completion include:

- To design and implement a database system


- To achieve goals and milestones within the given time, budget and resources
- The project manager should be able to track the progress of implementing the project
- To be able to work with the team members and managers for the successful completion of
this project

PROJECT DESCRIPTIONS

The implementation of the database systems will provide patients a better medical care as the
doctors will have clear, consistent critical data like patient demographics, admissions sources and
duration of stay, discharge status, diagnoses and procedures. This database system will maximize
efficiency as all the patient data are optimally recorded and stored safely.

Success Criteria

The objectives for this project together with the milestones and deliverables have been identified,
and to successfully complete this project these are the objectives which must be fulfilled in
accordance with the time and its specific budget.

OPERATIONS FEASIBILITY

Operational feasibility studies are conducted to determine how well an organization can implement
and operate a new system. This study has a long-term perspective to get more accurate data. Many
organizations typically run new systems for short periods of time and can fail in the long run. This is
due to the increased costs incurred by running the new system and marinating. Therefore,
operational feasibility studies can help organizations determine if their new system can be
operational in the long run without major problems.

REQUIREMENTS

This project should concise with the following list of requirements in order to achieve success.

- The whole system must be tested for bugs and mistakes in the IT office using appropriate
software’s and hardware’s within the allocated budget
- The final Solution must be implemented without disruptions.

Constraints

These are the constraints to this implementation of database system project

- The new hardware and software’s should be compatible with the current OS of the existing
platforms
- The cost of hardware’s and software’s should be within the allocated budget
- There must be a dedicated database specialist working with a health executive hand in hand
to fix and mistakes and bugs on the front end or back end

Assumptions

These are the list of assumptions. By agreeing and signing this document, all stakeholders
acknowledge that these assumptions are true and correct.

- This project has the uphold of the project sponsor, stakeholders and all departments
- The entire progress will be communicated throughout the duration of the project to all
stakeholders
- The IT manager will provide additional resources if necessary

Preliminary Scope Statement

The implementation of database system will provide the design, testing, and delivery of a database
system which will be a vital system for storing a patient’s medical history records whereby the
patients will have intensive care accordance to his medical history. All personnel, hardware, and
software resources will be managed by the project team. This project will be independent of any
other ongoing or daily work and the testing of database will be done in the IT laboratory before the
actual implementation. All project funding will be managed by the project manager. Any further
required funding needs to be approved by the project sponsor. This project will conclude 25days
after the testing is done in laboratory and implemented in the system which will be accessible
through out Fiji using front end interface. All documentation will be distributed to appropriate
personnel.

Risks

- The project may take more time than estimated


- The project may take more budget than already assigned to this project
- Lack of communication with inter departments
- Lack of communication to or with the project manager

Project Deliverables

These Deliverables should be met for the successful completion of this project. Any alternate to
these should deliverables should seek approval from project Sponsor.

- Fully Functional database system for the Ministry of Health Fiji


- Documentation on how to use and troubleshoot the implemented database

Project Approval requirements

Success for the implementation of this project would require a fully tested working database system
with a proper user interface and documentation distributed throughout chain of hospitals, nursing
stations, private doctors and major hospitals within the required time and budgeting. Success will be
authorized by the project sponsor Mr Thomas Shelby, who will also authorize the completion of this
project.

PROJECT MANAGER

Avishan Lal has been assigned as the project manager for the entire duration of this database
implementation project. Mr Lal’s responsibilities would include managing project tasks, scheduling
and communicating in regards to the progress of the project. His team will have two database
specialist and four other IT specialists with variety of knowledge across different platforms. Mr Lal is
authorized to approve budget expenses with reference to allocated budget. Any further funding
required will be requested from project sponsor, Thomas Shelby. Mr Lal will be providing weekly
updates and updates when necessary to the Project Sponser.
