Agency Function
Department of Agriculture (DA) Eligibility/non-eligibility for reclassification of
agricultural land
Housing and Land Use Regulatory Board Actual Zoning and classification of subject
(HLURB), now DHSUD land based on (CLUP)
Department of Agrarian Reform (DAR) Issuance of Conversion Order
Local Government Units (LGUs) They undertake the reclassification of
agricultural lands to non-agricultural uses
