Activity 4.3 Proposal to the CARP and CARPER Laws

The CARP laws were amended and extended by the CARPER Law to make
Agrarian Reform more responsive to the needs and situation of the society, but the law is
far from perfect considering the complaints coming from different sectors. If you are given
again the chance to contribute in crafting a new Agrarian Reform Law, what would be
your proposals?
1. Get a copy of the CARP and CARPER Laws. (Copy is already provided)
2. Write on the right side the items you would want to change, revised or replaced on a
per item basis.
3. Write on the left side your proposal
4. Provide the reason/s for your revision or proposal
5. Give at least five (5) proposals.

that the landowner refuses to agree he/she must

government and shall undergo legal
proceedings.

Reasons for the Proposal

I proposed this to further hear the side of the landowner in considering to give the full possession
oof his/ her land to the government in exchange with the equivalent compensation. There are so
many cases where conflicts arises when forceful land acquisition is performed. To avoid such
conflicts the government and land owners should have a transparent conversation and agreement
for these types of matters.

Reasons for the Proposal

I sincerely propose this idea it is due to the events of the past 3 years of the COVID 19-Pandemic,
where food insecurity was frequent especially in lockdowns and community quarantines. Food
accessibility was out of reach, the danger of the virus, panic buying and successive inflation hurdle
its accessibility. These factors contribute to the hardships of the Filipino people.
