The Difference between Law No. 13/2003 and the Omnibus bill on manpower
1. Minimum Wages
In Law No. 13 of 2003, they use the district/city minimum wage standard, while in the
Omnibus bill they use the provincial minimum wage standard.
2. Awards or Bonus
In Law No. 13 of 2003, they do not regulate awards or bonuses, while in the Omnibus
Law bill they provide awards or bonuses for workers according to length of service.
3. Work Time
In Law No. 13 of 2003 there are 6 working days (7 hours/day) or 5 working days (8
hours/hour) per week, while in the Omnibus bill there are 6 working days (8 hours/day)
per week.
7. Foreign Workers.
In Law No. 13 of 2003 Article 43 Section 1 Workers who use foreign workers must have
a foreign labor use plan by passionate or the official, while in Omnibus Law Article 43 on
the TKA usage plan of the employer as the terms of receiving work permits in the
Creative Bill, the information related to the expatriate assessment period, the appointment
of the work of Indonesian citizens as the expatriate partners in the explanatory assignment
plan abolished.
8. Outsourcing
In Law No. 13 of 2003 The law restricts the use of outsourcing and only for labor outside
the main business, while in Omnibus Law will open the possibility for outsourcing
institutions to hire workers for various tasks, including freelance workers and full-time
workers. This will make the use of power overload the more freely.

Article 59 of the Labor Law arrange work arrangements for specific time for workers is a
maximum of for 2 years, then may be extended again within 1 year. While in Omnibus
Law abolish article 59 of Omnibus Law, which regulates the conditions for certain time
workers or contract workers. With the deletion of this article, there is no a worker can be
contracted, with the result that the worker can become a contract worker for life.
Many people oppose the Omnibus Law because they are concerned that it will have a negative
impact on workers' and labor rights in Indonesia. Workers and labor are concerned about a

Our Opinion
My opinion of the Omnibus Law I disagree simply agrees for simply facilitating the
requirements for entrepreneurs but the proof of complicate workers who work in the
entrepreneur for example the workers are calculated the salary it is for 8 hours per set wage
specified, but what if the omnibus law is applied, then the workers will be calculated its efforts
according to how many hours he works, of course it is very harmed by workers and impacts the
implication of the equitable wide.
