Method of Statement for Site Demobilization

1. Introduction

This Method of Statement outlines the procedures and steps required for the demobilization of the
demolition site upon completion of the project or a specific phase. Demobilization is a critical process that
ensures the safe and efficient removal of equipment, materials, and personnel from the site, leaving it in a
clean and safe condition.

2. Purpose

The purpose of this Method of Statement is to define the demobilization activities and responsibilities to be
carried out to successfully close down the demolition site.

3. Scope

The scope of this demobilization plan covers all demolition activities, including civil, mechanical, electrical,
and other related works carried out during the project. It encompasses the removal of equipment, materials,
temporary facilities, and infrastructure from the site, restoring the site to its original condition or as per
client's requirements.

4. Responsibilities

4.1 Project Manager: The Project Manager shall oversee and coordinate the demobilization
activities, ensuring compliance with safety regulations and client requirements.

4.2 Site Supervisor: The Site Supervisor shall supervise the demobilization process, coordinating with
various teams to ensure the timely completion of tasks.

4.3 Contractors and Subcontractors: All contractors and subcontractors involved in the project shall
be responsible for demobilizing their respective equipment and personnel under the guidance of the
Project Manager and Site Supervisor.

4.4 Safety officer: The Safety officer shall be responsible for conducting risk assessments, developing
safety procedures, and ensuring compliance with regulations. They provide training, monitor work
sites for hazards, and enforce safety protocols. Additionally, safety officers prepare emergency
response plans, maintain documentation, and facilitate communication among stakeholders. Their
role is crucial in safeguarding workers and the surrounding environment throughout the
demobilization process.

6. Resources Materials & Equipment's

6.1 Qumra traffic management plan, equipment's checklist and approved Safety plan shall be
followed.

6.2 All equipment's registration and certification log shall be submitted prior to site mobilization.

During the demobilization process, all safety measures shall be strictly followed. This includes providing
appropriate personal protective equipment (PPE), implementing proper lifting techniques, and using safety
signage as necessary.

Mandatory Personal Protective Equipment as per approved safety plan:


 Protective clothing, (coverall)
 Helmet
 Hi-visibility Jacket
 Safety boots
 Eye protection goggles.
 Ear muff
 Other necessary PPE as per task specific requirements.

8. Equipment's & vehicles


 Trained / licensed equipment operator, signal man certified by approved third party.
 Certified Lifting Appliance (Crane, Slings/Chains/belts).
 Use safety belts.
 Define proposals for monitoring and control of noise by noise measuring device and checklist
recorded vibration and dust.
 Slow down and obey speed limits, other informative signings to be provided
 Provide "back-up" alarms.
 Provide banks man when operating equipment during demolition.
 Reverse horn and emergency beacon lights.
 Maintenance and inspection records to be provide along with the inspection checklist.

9. Manual Handling
 Safe lifting techniques should be used at all times,
 Anything that weighs over 25kg should be lifted mechanically.
 TBT record shall be submitted in weekly report.

10. Demobilization Activities

10.1 Pre-Demobilization Inspection

Prior to the demobilization process, a thorough inspection of the site shall be conducted to assess the status
of equipment, materials, and facilities. Any damages or deficiencies shall be documented, and necessary
repairs or replacements shall be carried out.

10.2 Equipment and Machinery Demobilization

10.2.1 Inventory: A comprehensive inventory of all project-related equipment, machinery, and tools
shall be prepared, including details of each item's condition and location on the site.

10.2.2 Off-Hire Process: All rented or leased equipment shall be off-hired as per the contractual
agreements with respective suppliers.

10.2.3 Removal: All equipment, machinery, and tools that are no longer required on-site shall be
safely removed and transported to the designated storage area or returned to suppliers.

10.2.4 Decontamination: If necessary, equipment that was used for hazardous materials shall be
decontaminated according to relevant safety and environmental regulations.

10.3 Material and Waste Management

10.3.1 Surplus Material: Surplus demolition materials shall be appropriately stored, recycled, or
disposed of in accordance with local regulations and client preferences.

10.3.2 Hazardous Waste: Hazardous waste materials, such as chemicals or contaminated materials,
shall be handled, transported, and disposed of as per the relevant environmental regulations.

10.3.3 Salvageable Material: Any salvageable material left on-site shall be identified and stored
securely for potential reuse or recycling.

10.4 Temporary Facilities Demobilization

10.4.1 Temporary Buildings: All temporary structures, including offices, site facilities, and
accommodation units, shall be dismantled and removed from the site.

10.4.2 Utilities: Temporary utilities, such as generators, water supply, and sanitary facilities, shall be
disconnected and removed, and the site's connections to the main utilities restored.

10.4.2.1 Notification and Permits: Notify the appropriate authorities and obtain necessary
permits for disconnecting both the main electrical cable and the sewage connection.
Coordinate with royal authorities and regulatory bodies to ensure compliance.
10.4.2.2 Isolation of Main Electrical Supply: Safely shut off the main electrical supply from
the royal buildings. Coordinate with utility personnel or royal staff responsible for managing
the electrical supply.

10.4.2.3 Disconnecting the Main Cable: Proceed with disconnecting the main electrical cable
from the royal buildings, using appropriate tools and safety measures.

10.4.2.4 Securing the Cable Ends: After disconnection, secure the ends of the main cable to
prevent any potential hazards or unauthorized reconnections.

10.4.2.5 Closing Sewage Connection: Disconnect the sewage line from the main line. Ensure
that proper tools and equipment are used to seal off the sewage connection securely.

10.4.2.6 Plugging Sewage Line: Plug the end of the sewage line to prevent any leaks or
contamination. Use appropriate materials and techniques to ensure a secure seal.

10.4.2.7 Inspection and Verification: Conduct a thorough inspection of both the electrical
and sewage systems to ensure safe disconnection and closure. Verify that all connections
have been properly sealed and secured.

10.4.3 New Temporary Location for Site Offices & Workers Rest Area:

The relocating of the site offices will start on Friday 08/03/2024

10.4.4 Site Offices lifting and shifting Method:

10.4.4.1 Securing the Site Office: Clear the area around the site office to provide space for
lifting equipment and maneuvering. Secure all loose items inside the office to prevent
damage during transportation. Disconnect utilities such as electricity, water, and
telecommunications connections.

10.4.4.2 Lifting Process: Position the lifting equipment in accordance with the lifting plan and
safety regulations. Attach lifting slings or straps securely to designated lifting points on the
site office. Gradually lift the site office using the lifting equipment, ensuring smooth and
controlled movement. Monitor the lifting process closely to detect any signs of instability or
imbalance.

10.4.4.3 Transportation: Once lifted, carefully transport the site office to its new location
using the designated route. Maintain a safe distance from obstacles and other structures
during transportation. Use escort vehicles if necessary to ensure safety and regulate traffic
flow.

10.4.4.4 Placement at New Location: Lower the site office into its new position according to
the pre-established layout plan. Ensure proper alignment and level the site office as needed
using leveling jacks or shims. Reconnect utilities and conduct necessary inspections to verify
functionality.

10.5 Site Restoration

10.5.1 Site Cleanup: The entire site shall be thoroughly cleaned, removing debris, waste, and any
remnants of demolition activities.

10.5.2 Grading and Levelling: The site shall be graded and leveled to the original contours or as
specified by the client.

10.5.3 Landscape Restoration: If required, landscaping activities shall be carried out to restore the
site's surroundings to their pre- demolition state.

11. Emergency Call Out


Approved Safety plan shall be followed
 Include local hospital name and telephone number and name of first alders, fire marshals and
emergency response team on site.
 Emergency contact numbers for incidents (health, safety, traffic and environmental) and as per
Qumra emergency response plan.
 All emergency contact numbers shall be displayed

13. Quality Control

A final inspection shall be conducted to ensure that all demobilization activities have been completed
according to the established procedures and quality standards.

14. Documentation

All demobilization activities, including equipment off-hire, inventory records, waste disposal manifests, and
site inspection reports, shall be documented and archived for future reference and auditing purposes.

15. Conclusion
