Scope of Work

Name of Work: “Comprehensive Biennial Maintenance Contract (CBMC) of Surveillance CCTV Camera
system in NTPL Township and Plant”

SCOPE OF WORK:

1. Comprehensive Biennial Maintenance Contract (CBMC) for surveillance CCTV camera system at
NTPL Residence Quarters & Plant areas such as main gate and rear gates, parking sheds and
others.
2. The list of equipment’s covered under the BMC contract are enclosed in the Annexure. The firm
shall ensure trouble-free functioning of system round the clock.
3. Ensuring deliverable output as per the system features highlighted above with catering the
requirement as per NTPL demand effectively and efficiently during the period of BMC.
4. BMC includes preventive and corrective maintenance of the system and ensuring the availability
of the system with trouble-free and at rated performance.
5. To check the basic features and carryout necessary repairs and fine-tuning to the system for the
proper functioning of the equipment involved.
6. Faults reported by NTPL through any mean viz. email or phone call to service engineer or letter,
should be attended within 48 hours, failing which without valid reason acceptable by NTPL,
penalty clause shall be imposed proportionately.
7. As the BMC is comprehensive biennial maintenance contract, BMC charges includes all charges
of labour, spares, replacement/repair of wear & tear of components and any other charges except
component burnt due to fire accident.
8. Maintenance shall include all the system/Equipment/network functionally connected to the
system.
9. BMC shall include the repair/replacement of defective parts with the part of equivalent or higher
specification. The same should be authorised by officer in-charge of NTPL.
10. In case of rectification/repair/replacement of defective part/components requires more than 48
hours, firm should arrange suitable standby equipment/components in order to ensure the
availability of surveillance system. Otherwise, penalty clause shall be imposed proportionately.
11. The BMC firm shall have to ensure un-interrupted recording of CCTV surveillance system
covering all the location in NTPL quarters & plant.
12. The scope includes relocation, re-positioning, re-alignment of surveillance camera on need basis
as per the direction of NTPL. It also includes periodical checking of focus direction of camera and
correct the position if needed, in case of any change in direction of camera focus required.
13. Periodical preventive maintenance once in a month shall have to be performed by the firm and
same shall have to be recorded in the log book in presence of NTPL official in-charge and MoM to
be submitted. Preventive maintenance performed report authorised by officer concerned shall
have to be submitted by the firm along with quarterly invoice.
14. Report of defect attended and equipment/part replaced as a whole, shall have to be submitted
along with quarterly invoice.
15. The details of work to be carried out in preventive maintenance is given in preventive
maintenance schedule of work section. which are
NTPL Township Area locations:
a) Cleaning / de-dusting of camera face, NVR, display unit to have better coverage.
b) Checking and Re-positioning of camera if required to ensure proper coverage as per the
direction of NTPL.
c) Cleaning of Indoor and Outdoor rack with air-blower to ensure dust-free environment.
d) Checking of recording of camera, healthiness of the hard disk, taking backup of the recorded
image /file to an external/a networked storage.
e) Checking of recording of camera, healthiness of the hard disk, taking backup of the recorded
image /file to an external/a networked storage (NAS).
f) Recovery of stored image/video recorded from hard drive when recording is not properly
functioning and restore the system for proper functioning.
g) Taking corrective action if any deviation, found during preventive maintenance.
h) Any maintenance related work in the system as per NTPL direction.
NTPL Plant area locations:
i) Cleaning of cameras faces installed at main and rear gate locations.
j) checking healthiness of POE switches, POE injectors, solar power panels, wireless point to
point radio modems and accessories.
k) Checking recording of camera in the servers, healthiness of the hard disk, taking backup of
the recorded image /file to an external/a networked storage.
l) The firm shall ensure the healthiness of Video Management server and its accessories such
as monitor, hard disks, motherboard, RAM, Processors, FAN, SMPS (power supply modules).
m) The firm shall ensure healthiness and functioning of Video management software i.e.,
Milestone software during the BMC period.
n) The firm shall ensure healthiness and functioning of thin client pc functioning and operation
during BMC period.
o) The firm shall ensure the healthiness and functioning of display screens installed in HR and
CISF/AC locations.
16. If any equipment is failed /damaged during the CBMC period, the firm shall repair and replace
the same without any extra cost. The cost incurred for transportation is in the scope of the bidder.
17. The firm shall make the temporary arrangements for the successful functioning of the CCTV
surveillance system till the restoration/rectification of the failed equipment during the BMC
period.
18. If the failed equipment or its component is not repairable, then firm shall submit the BER
(Beyond Economical Repair) report to NTPL.
19. Normally Equipment(s) are required to be repaired in the premises of NTPL Quarters & plant
only.
In exceptional cases NTPL will allow firm to take the defective equipment to outside of NTPL for
the sole purpose of repair/set right the defect with due authorization.
20. The firm should act diligently in handling the equipment/components. In such a cases NTPL will
not make any payment towards cartage/shipment in case of replacement and expenses incurred
in transportation of the component/Equipment for repair will be borne by the firm concerned.
21. The equipment being taken to outside with the permission of NTPL for repair would be at
contract/firm own risk and expenses. Any damage or loss caused to the equipment or their part
due to negligence, mishandling shall be booked on firm’s account which attract replacement of
the equipment/component with new one by the firm.
22. All tools and testing instruments required for checking, testing and attending to routine
maintenance and breakdowns shall be brought by Firm.
23. It shall be the responsibility of the firm to make all the CCTV surveillance system and equipment
work satisfactorily throughout the contract period and to hand over the systems in working
conditions to this department after expiry of the contract
24. The contract/firm must ensure confidentiality regarding handling of all information obtained
within the control room, whether videotapes, snapshots, written, verbal and other sensitive
materials held within the Control Room and in NTPL Residential premises
25. Any other supporting work for up-keeping the system like co-ordinating with OEM/other
internal or external agencies during routine/maintenance work by the firm, shall be under the
scope of the firm.

SPECIAL CONDITIONS:

1. The evaluation of bid shall be on package basis


2. The Comprehensive Biennial Maintenance Contract which includes preventive, corrective
maintenance of surveillance CCTV system with repair or replacement of components/parts in
case of equipment’s involved in the system without any extra charges.
3. During Comprehensive BMC period all the materials required for satisfactory functioning of the
system have to be supplied by the Contractor/Firm.
4. Batteries for UPS system are not covered under the scope of the contract however NTPL will
arrange the material (batteries) for the replacement by firm.
5. Complaints shall be raised in any one of the forms either mobile, mail, verbal, letter or WhatsApp
way of communication.
6. Preventive as well as breakdown maintenance, both are covered under scope of work on BMC.
7. Contractor/Firm are advised to inspect the site before quoting their rates to acquaint themselves
with the nature of work.
8. If performance of the contractor in executing the work is not satisfactory or for any other
business reasons, NTPL reserves the right to short close/terminate the contract with/without
penalty as the case deemed to fit at any time by giving one month notice without assigning any
reason whatsoever.
9. The maintenance work shall be performed with skilled personnel who are conversant with the
equipment/CCTV system.
10. All tools and plants (including ladder) required for the CBMC has to be arranged by the
contractor/firm at his own cost for the entire period of the contract.
11. The contractor/firm will provide his personnel with protective equipment and should ensure
safety of his service Engineer/Technicians, engaged for the purpose of CBMC and during the
process of work by adopting the NTPL safety procedures and norms.
12. The service engineer/personal deployed by contractor/firm shall not have any direct
implication/claim in any manner with NTPL except execution of work governed by contractual
conditions.
13. Adequate care is to be taken while executing the work without causing any damage to NTPL
Property.
14. The firm (or) Contractor shall have to deploy adequate number of man power while providing
support /maintenance of the system.
15. The firm should attend the complaints/ defects within 48 hours of reporting of complaints. If it
exceeds more than the specified time, firm should arrange standby system to keep the system
operational.
16. The firm should use original or genuine spare parts in case of replacement of parts/components
is warranted.
17. The bidder/tenderer must under-take to ensure that sufficient standby cameras/spare
parts/wire etc, are kept in readiness to provide support and to ensure no laps in the security
system of the NTPL premises.
18. The engineers who have been authorised by the contractor /firm to attend the service work in
NTPL premises, should not engage in any private work/act/practice NTPL premises.
PERIOD OF CONTRACT:
1. The contract period shall be 24 Months from the Date of Commencement of work.

PAYMENT TERMS:
1. Payment shall be made on quarterly pro-rated basis and within 30 days from the date of invoice
in order after compliance of contractual conditions.
PENALTY CLAUSE:
1. Back charging of expenses incurred by NTPL to upkeep the system which is under the BMC
purview of BMC firm due to non-compliance of the firm to set right/upkeep the
equipment/part/components which render the system become in-operative/defective in
operation.
2. Termination of contract with one month notice without assigning any reason with or without
Forfeiture of security deposit /BG as per the case deemed to fit.
3. One or combination of the above penalty clause as the case warranted to impose the penalty
clause.
Applicability of Penalty Clause:
1. In the Event of breach/non-compliance of contractual condition.
2. Poor performance by the firm in executing the work.
3. Non-reporting of BMC person during the maintenance period.
4. Fail to attend the complaints more than stipulated period without any valid reason or against the
direction of NTPL.
5. Any other reason without attending the trouble due to the firm, which hampering the
functionality of proper functioning of the system.However, the applicability of the penalty clause
shall be based on the ground realities prevailing which shall be taken at the discretion of NTPL.
