1. UNIT MISSION: 14th Civil-Military Operations (Katipanan) Battalion

conducts Civil-Military Support Operations effective 01 January 2024 to
support the accomplishment of the JTG-Cebu’s mission.

2. PUBLIC AFFAIRS MISSION:

The Public Affairs team’s mission is to conduct intensified community

relations and public information operations that ensures the clear, accurate and timely
dissemination to the general public in order to support the over-all 14CMOBn’s mission
that ensures the domination of the information environment and sustain its gained trust
and confidence on the Barangay Marmol Tuburan, Cebu Province

3. THE AREA SITUATION AND PUBLIC AFFAIRS CONSIDERATIONS:

Marmol is a barangay in the municipality of Tuburan, in the province of

Cebu. Its population as determined by the 2020 Census was 1,550. This represented
2.27%... also it is place in the mountain area of Tuburan Cebu. And consist of three
sitios, and you can reach this area thru motorcycle riding and river crossing.

It was headed by their Brgy Captain honorable. Marvin Reyes.

The common livelihood and income of residence in Marmol is planting, rice, corn, copra,
root crops, charcoal and others.
 OVERALL PUBLIC AFFAIRS ASSESSMENT

a. Media Presence

Marmol is one of the barangays located in the remote area of Tuburan

Cebu Philippines. And almost 60% of residence are using analog radio and tuning in FM
and AM radio station. And 40% using analog TV such as TV5 and GMA7.

b. Media Capabilities

There are different abilities of the local radio stations that allows for their
larger operations and wider coverage.

With advanced technological capabilities, the majority of these Radio

stations can broadcast news, dramas, and other entertainment content in the area of
coverage. Also, to the TV presence, these networks have increased their viewers and
broadcast internationally through using social media like live-stream their content on
Facebook and You tube.

Because of these media resources, the Public Affairs team can notify the
people living in the area of Marmol Tuburan Cebu.

c. Information Needs

The civilians need to be informed that the 14CMOBN is the way or

bridge to them for the improvement of their Barangay. Also promotes their brgy. as a
tourism destination and recently has opened for those individuals/visitors who wish to
experience the beauty of a Marmol in just a day as one of the tour highlights.

There is place that civilians may enjoy, such as, they can swim at
river, the beauty of Marmol ridge. And the 360 degrees peak.

d. Media Content Analysis

 The barangay residents’ 40% main sources of information are
through TV, radio, and social media from peso net Data.60% residents are behind
information that the media releases. They are also sensitive in the dialect what media
tells.

The radio networks around the area consist of neutral to

government. This radio networks can help. the Public Affairs team can engage this radio
station for our information and dissemination.

The team should maintain the neutral stand of the networks and be
able to transform to pro-government ones. (See Annex D – Media Content Analysis)

e. Public Opinion

1. National Public

The Armed Forces of the Philippines, particularly the Philippine

Army is well reputable professional organization that is being recognized throughout the
archipelago. It is being clear manifested on the recently published survey facilitated by
Octa Research. The organization gained a +84% Net Satisfaction Rating and a +85%
Net Trust Rating for survey made in the recent Fourth Quarter of year 2023.

The Army will use these high trust ratings in pursuit of excellence
and achievement of the organizational goals.

2. Local Public

The brgy of Marmol, which situated the Municipality of Tuburan

has been supportive for the "insurgency-free barangay" and has been recently Declared
in a status of “Stable Internal Peace and Security (SIPS) that solidify the clear evidence
of a progressive and peaceful community that is resilient on the influence from the
Communist Terrorist Groups.

This manifestation represents a long-term goal that inhibits the

main objective of the Philippine Army. The army designated in that area has been
proudly possesses a representation of a reliable organization.

3. Political Leaders

The local political leaders in the area of responsibility of 14cmobn

remains supportive.

4. Internal Command Audience

 The organization religiously adheres to the Army Transformation
Roadmap 2040, in which the officers and personnel of the entire 14CMOBN are
continuously improves and sustain the gains from the general public as well as to the
local chief executives, agencies and other stakeholders.

The unit are ensuring that the remnants present in the whole AOR
that might lead to the attempt to recover their presence from previously cleared areas
and possible influence to the populace.

f. Information Infrastructure

The residents’ main source of information through peso net and

radio stations.

Various cable and local TV providers are also available for the
residents. (See Annex E – List of Information Infrastructures)
