Description of the case study subject


In the past years, the government of the Philippines has handled many complex and large-
scale infrastructures projects. Still, not all have worked out because of some insufficient planning
and funding. This study aims to lessen poverty by constructing access and open roads in Brgy.
Balabag, La Carlota City, Negros Occidental. By using an approach from the geotechnical
engineering viewpoint. Geotechnical engineering is a sub-discipline of civil engineering and can
be defined as the use of earth material (soil and rock) for improving and defending society and
life. (B.A. Robbins, W.F. Marcuson III, 2021). Brgy. Balabag exerts efforts to lessen the waste
problem we are facing nowadays. These access roads will be beneficial to the society and to the
life of the locals in La Carlota because these roads can easily access the sanitary landfill of La
Carlota City, the top local tourist spot Guintubdan and the river that identifies the cultural
heritage of the city. Also, this project will help Brgy. Balabag to be more accessible to land
transportation easily to travellers/commuters and public utility vehicles. The goal of this program
is to reduce poverty, improve economic growth and reduce congestion in La Carlota City.
In the current administration, the set of socioeconomic policies, development of
infrastructures and industries is one of the priorities that this President wants to accomplish. This
project is a big opportunity not only for the La Carlota Government but also for the people
because it will give many jobs, opportunities and source of income to the families. This project
will provide employment, which is crucial in today’s time especially as we are all affected by the
COVID-19. These local employment opportunities provide a much-needed safety net to reduce
financial distress. Also, the sanitary landfill of La Carlota City can be easily accessed with this
project. If such project will be successful, it will benefit those trucks who disposed wastes in that
area to ease access of nearly located barangays without hassle.
Even though the focus of infrastructure investment in developing countries has shifted away
from large-scale projects (highways, railways and big irrigation schemes) to smaller scale but
more locally important investments, such as rural roads or micro hydroelectric power plants,
impact assessments of such investments on poverty or the living standards of the local population
are still scarce. (Escobal, J. Ponce, C., 2002). Agriculture dominates the economy of the
Philippines. Over 40% of rural families in the Philippines live in poverty. It seems that the
average income for every household is falling. One of the major causes of poverty in the country
is the underperforming agricultural sector, in which a substantial number of the rural poor are
engaged in subsistence production. The income earning potential of families is often constrained
by a low agricultural output and lack of alternative sources of earnings. This study will dominate
the cross cutting themes by seeing that sustainability, health, security and joy of living for the
locals were met and secured without losing focus to the main goal of the project. Positioning
these cross cutting themes by making connectivity to the locals will be a success for the “heart”
of the urban development project.
Rationale
The Philippines has a tremendous opportunity and potential to grow up their economy. But the
bottleneck is the infrastructure that is built and serves regions on many scales. What if that scale
is not beneficial? Is it sustainable? Or it can create massive damage in society? Or yet it can
change through building a project that can help the people and environment? Although La
Carlota City, a town full of laughter and joy, the city stands on the threshold of development
opportunities. Its abundantly rich natural resources beckon those with a pioneering and
adventurous spirit to rediscover the "lure" of the city, its land, and its people, according to the
(National Research Council, 1996). The nation's infrastructure facilitates the movement of
people and goods, provides adequate safe water for drinking and other uses, provides energy
where it is needed, removes wastes, and generally supports our economy and quality of life.
Thus, this study seeks to reduce poverty and to have a sustainable development program by
constructing access and open roads in Brgy. Balabag, La Carlota City. Creating access and open
roads will be beneficial to the people in the barangay because these upcoming roads can
automatically access the sanitary landfill of La Carlota, the top local tourist spot Guintubdan and
the river that identifies the cultural heritage of the city. By implementing the cross-cutting
themes in our project: Sustainability, Health, Security, and Joy of Living. In maintaining the
sustainability of the Brgy. Balabag, the barangay owns superior ecological sustainability in
combination with sound economic viability.
Within the sustainability of the barangay, the project can help them to experience a great
opportunity and ease in living their lives and through implementing this project not only the La
Carlota City Government can benefit but the people as well. In terms of health, we assured in
everything that might happen in our project will be our responsibility. The Brgy. Balabag has
one health center and one satellite center at Hda. Remedios. The Barangay nurses were directly
supervised by the City health office through the Punong Brgy. Hon. Jerry Y. Rumbines JR. The
health services and workers of the said barangay are very active in monitoring, checking, and
evaluating various health services when there is an accident that can happen. According to the
LGU, the Brgy. Balabag has 13 tanods with different shifts on duty every night for the whole
week, the project may be long enough to finish because it may not easy at first there are a lot of
changes that can happen, but with the help of these tanods the barangay itself implemented the
peace and order and public safety for the residents to avoid troubles and crimes that cannot affect
the project. Lastly the Joy of living, the people will be at ease if the project will be a success. The
residents of the Brgy. Balabag will be more happy and thankful for making the project because
creating open and access roads can make their important transactions fast not like in the past that
it's very hard for them. Not just for the fast transactions but for their own benefit and safety as
well.
The formulation of the goal or the process of determining what people want their city or
municipality to become is often considered to be the most important step in the planning process.
The ill-conceived goal cannot lead to a good plan. Worse, without goals, any move that people
make is, at best, nothing more than an aimless rambling, a directionless locomotive. The Local
Government Finance and Fiscal Decentralization Reform Program (LGFFDR) have implemented
reforms designed to improve LGU decision-making and service delivery. Efficiency will be
increased by providing incentives to match service delivery with local preferences and needs.
The net present value of the potential gains from full implementation of the project specifically
the CONCRETING OF ROAD FROM LA CARLOTA CITY PROPER TO BRGY. BALABAG
– 2021 is estimated to be 2.5 million pesos. This estimate assumes a 10% discount rate, which
the program has accelerated the reforms by 10 years, and that costs and expenditures are
increasing at a real rate of 3% per year. The program benefits consist of three primary sources:
improved productivity of LGU expenditure, redistributive gains from IRA realignment to
economically disadvantaged LGUs, and gains from more specific and targeted spending
programs. All reforms act to maximize the productivity of the provision of LGU services through
the equitable utilization of budgetary resources to the LGU.

This final learning evidence doesn’t come from the list that we made in the beginning of the
module. Those first three (3) topics that we identified as a problem in our community are Grand
Challenge #2: Make Solar Energy Economical, Grand Challenge #8: Secure Cyberspace, Grand
challenge #9: Provide access to clean water. This final learning evidence is based on Grand
Challenge #7 Restore and Improve Urban Infrastructure. We uniquely chose this topic as a group
and we did not get this idea from our classmates. As Marketing/Operations and Political Science
students, restoring and improving urban infrastructures means a lot to us. Because infrastructure
includes everything in our community. It includes everything from water, sewer systems, roads,
rails, networks, and etc. Since La Carlota City is in its phase of fast improvement and many
tourist spots, we choose Brgy. Balabag as the specific target area of our project. The sanitary
landfill of La Carlota City, access road going to the famous Guintubdan Mountain Resort. This
project will give many jobs, opportunities and source of income to the families. These access
roads will be beneficial to the society and to the life of the locals and become more accessible
to land transportation easily to travellers/commuters and public utility vehicles.
