1. The Mormugao Port Authority (the “Authority”) is engaged in the development of ports
and as a part of this endeavor, the Authority decided to undertake “Operation &
Maintenance of Berth No. 10 and 11 on PPP Basis at Mormugao Port for a period of 30
years” (the “Project”) through Public Private Partnership (the “PPP”) on basis. The
bidding process was carried out for selection of a private entity as the bidder to whom the
project may be awarded. The Project has been awarded to M/s, Delta Infralogistics
(Worldwide) Limited (the “Applicant”) and the Concession for the project has been
granted to M/s. Delta Ports Mormugao Terminal Private Limited (the “Concessionaire”)
vide concession agreement dated 14.12.2023 entered in to between the Authority and the
Concessionaire (the “Concession Agreement”). For smooth implementation of the
Project, Mormugao Port Authority endeavors for Independent Engineer Services and
invites Bids from the IPA empaneled Consultants.

Brief Work Description MPA is desirous to appoint a reputed firm as
Independent Engineer (IE) for a period of 18 months
for the above-mentioned Project, wherein the IE shall
be responsible for providing its services as per the
Terms of Reference (“TOR”) attached herewith under
Appendix X and the terms of engagement shall be
applicable as per Draft Consultancy Agreement

(Non-refundable) Payment through RTGS / NEFT or any other
Electronic mode/Demand Draft in favour of
"FA&CAO, Mormugao Port Authority”, Goa. The
proof of payment should be submitted along with the
Tender.
EMD /Bid Security EMD of Rs. 40,000/- (Rupees Forty Thousand only)
Mode of payment: Insurance Surety Bonds, Account
payee Demand Draft, Fixed Deposit Receipt, Banker’s
Cheque or payment on-line in any acceptable form by the
Authority.
Exemption of Tender Fee & Tender fee and EMD is exempted for MSME firms.
EMD for SSI/MSME/NSIC Exemption Certificate from MSME or any
firms empowered Central/State Govt. Authority shall be
submitted in electronic format (by scanning) while
uploading the bid.
Performance Security 5% of the Agreement Value
Mode of payment: Insurance Surety Bonds, Account
payee Demand Draft, Fixed Deposit Receipt, Banker’s
Cheque or bank guarantee from any of the Nationalized
bank having branch in Goa or payment on-line in any
acceptable form by the Authority.

Note: Any Payments made through NEFT/RTGS will take 24 hours for its
reconciliation. Hence the payments through NEFT/RTGS should be made at least
TWO BANK WORKING DAYS in advance before any due date and upload the scanned
copy of challans in the e-Tender website as a token of payment.
3. Interested eligible Bidders may obtain further information and inspect the bid documents
at the e-Procurement website https://eprocure.gov.in. This website can also be accessed by
clicking the link at MPA Website www.mptgoa.gov.in. The Bid documents sets will be
available for download till due date on www.eprocure.gov.in and www.mptgoa.gov.in as
detailed in the tender notice.
4. The downloading and submission of Bid Documents shall be carried out as mentioned at
Instructions for Online Bid Submission in the RFP and instructions at e-Procurement
website https://eprocure.gov.in. No editing, addition/ deletion of matter shall be permitted.
5. Other details can be seen in the bidding documents. The Bidders are advised to read the
whole document carefully and submit their tender/bid strictly, meeting the requirements
spelled out in the bid document.
6. The authority will not be held responsible for any technical snag or network failure during
online bidding.
7. The authority reserves the right to cancel any or all bids without assigning any reason.
8. Financial bid should not be submitted elsewhere other than as specified in RFP in any
case.
Note: Bidder is responsible to download Bid document and Addendums/ Amendments/
Errata/ Replies to the queries of the Party etc., if any, issued by MPA, from the website
before submission of the Bid. Any shortfall in submission of the said Addendums/
Amendments / Errata/ Replies to the queries of the Party etc. along with the downloaded
documents while submitting the Bid then such offer may not be considered.
