The economy of Uganda is highly vulnerable to climate change due to its impacts on key sectors
such as agriculture, fisheries, water resources, forestry, energy, health, infrastructure and
settlements. Uganda has therefore developed a number of laws, policies and regulations that
protect the environment from abuse and degradation.
Environmental law; this is a collective term entailing aspect of the law that provide protection to
the environment. It involves a set of regulatory regimes, now strongly influenced by
environmental legal principles and focused on the management of specific natural resources,
such as forests, minerals, or fisheries.
Laws; these are systems of rules which a particular country or community recognizes as
regulating the actions of its members and which it may enforce by the imposition of penalties.
Regulations; these are rules or directives made and maintained by an authority. They can also be
actions or processes of regulating
This act provides ways of sustaining the environment by establishing an authority that
coordinates monitors and also acts a supervisory body for the purpose.
This act provides rules and guidelines in regards to mining, minerals and all surface rights. It
goes a head to stress that all mining activities should be done under a prospecting license,
exploration license retention license and mining lease

4. National water policy
It also establishes the priorities in usage of water and also plans for the optimal use of water
resources.
It provides instructions and directions to all sectors affected by climate chasges and also provide
a plan on how to mitigate and adapt to these changes
This regulation looks into the types of wastes, its generation, collection, storage, treatment and
disposal. It further looks into the management of waste.
7. The national environment (wetlands, river banks, lake shores management) regulation
No.3, 2000
These regulations provide for conservation and proper use of wetlands and their resources.
This act looks into the conservation of wildlife in Uganda, protecting and sustaining conservation
areas. It also looks into protecting rare species of wildlife and plants in Uganda.
This act basically looks into all activities concerning fishing. It makes a provision for controlling
fishing, purchase and sale of fish, marketing and processing of fish in Uganda.
This act provides for the system of land ownership and management, tenure and the law relating
to it.

11. The national forestry and tree planting Act 8/2003
This act provides for conservation and sustainable management of forests and also provides clear
information on the forest reserves for protection and production purposes.
This act provides for the use, protection and management of water resources and their supply.
The Act facilitates the devolution of water supply and sewage undertakings in the country.
It provides an integrated way of managing water resources so that they are beneficial and
sustainable to all Ugandans. It aims at showing the social value of water while embracing its
economic value as well.
This Act gives a provision for petroleum exploration and production within Uganda.
These regulations are put out there to ensure that there is a healthy environment for every
Ugandan, tranquility in their surroundings and also to ensure their psychological well being by
regulating the noise levels in the environment.
These regulations are in place to cater for the activities involving petroleum to ensure safety but
also storage, transportation, distribution and disposal of petroleum products and oil.
These guidelines majorly aim at providing a proper design of landfills that is in terms of siting,
construction, operation, decommissioning and the aftercare design requirements.

18. National Environment (Standards of Discharge of Effluent into Water or Land)
Regulations 2020
These regulations emphasize that specific standards and measures should be followed by a
person before discharging effluent into water or land; one ought to follow the standard chemicals
and micro biological discharge set out.
19. The National Environment (Management of Ozone Depleting Substances and Products)
Regulations S.I No.48 of 2020
These regulations emphasize that a person shall import, produce, sell, distribute, export or re-
export substances prohibited by these regulations.
The main objective of these regulations is to establish minimum soil quality standards to
maintain restore and enhance the inherent productivity of soil in the long term.
