INVITATION FOR BID


FOR OFFICE ACCOMMODATION FOR MJPRCL
(SPV of NHAI) at NAVI MUMBAI

1) Mumbai JNPT Port Road Co. Ltd. (MJPRCL) invites bids from the Property
Owner/Developers/Builders for office accommodation in NAVI MUMBAI on long leave
and license basis. 2) The Bid Document can be downloaded from NHAI’s
website:www.nhai.org. 3) The interested agencies can also obtain the Bid document
from NHAI office at the address given below from 17.01.2014 to 23.01.2014 on all
w orking days between 10.00 Hrs. and 17.00 Hrs. by payment of non- refundable
amount by way of Nationalized/ Scheduled Bank Demand Draft of Rs. 500/- (Rs. Five
Hundred Only) drawn in favour of “Mumbai JNPT Port Road Co. Ltd. ” payable at
Mumbai. 4) The sealed bids shall be submitted on or before 24.01.2014 up to 15.00 hrs. in
the office of the General Manager(Tech) & Project Director, Mumbai JNPT Port Road Co.
Ltd. , (An SPV of NHAI) Survey No. 63, ‘D’ point on NH-4B, Chinchpada-Kalamboli Bypass
Road, Panvel-410206, Ph. No.022-27879404. 5) The sealed bids will be opened on the
same day, if possible, in the presence of bidders or their Authorized representatives.

INSTRUCTIONS TO BIDDERS
FOR SUBMISSION OF BID FOR OFFICE ACCOMODATION FOR PIU-
PANVEL AT NAVI MUMBAI

1. “Office accommodation admeasuring about 2500 Sq. Ft, to 3000 Sq. Ft.
Carpet area, preferably in the area of C.B.D. Belapur, on long leave & license
basis”.

2. Bidders are advised to study the following procedures carefully before


submission of Bids:-
2.1 It is proposed to follow the Two BID Tender system for this Bid and BIDS
should be submitted in the prescribed formats (Annexure – “A – 1” & “A – 2”):

(i) “TECHNICAL BID” (Annexure – “A – 1”) in ONE COVER DULY


SEALED. This BID is meant only for all technical details of
the Offered Premises e.g. address, area, quality of construction,
floor ventilation, surroundings, Electrical load available, water
supply, parking facilities, terms of lease and its renewal and
other terms & conditions etc. Documents showing permission
for Commercial use from the CIDCO/NMMC/Govt. authorities
must be enclosed with the Technical Bid only.

Please note that Rent Advances etc. should not be indicated in


the Technical Bid.

(ii) “FINANCIAL BID” (Annexure – “A – 2”) in ONE Cover. This BID


is meant only for all Financial Details of the Offered Premises
e.g. rent/rate, maintenance charges, air conditioning charges,
generator set charges, taxes, if any, to be borne by the
MJPRCL, rent escalation on renewal, refundable deposit etc, if
any.

2.2 And the points in the Bid forms (Technical & Financial Bids) are to be
answered only and no separate sheet should be used. Bidder is
expected to furnish all information required in both the BIDS. Failure
to furnish all information required for the evaluation of BIDS (Annexure –
“A -1” & “A-2”) in every respect may result in the rejection of the BID.

2.3 Bidder should put full Signature on all the pages of the Bid forms.

2.4 Bidder should submit the bid document in hard bound form with page
numbering and indexing. Bid in spiral bound form / stapled loose paper
shall not be accepted.

2.5 Over writing/white inking of any word/figure in the Bid Forms, unless duly
Authenticated by the Bidder, are liable to be rejected at the discretion of the
MJPRCL.

2.6 Separate Bid Forms should be used for separate Premises, e.g. if a Bidder
wants to offer more than one premises then separate Bid forms should be
used.

2.7 The Bid should be submitted by the Bidder himself or by his authorized
representative by Registered Post l Speed Post/ Courier and NOT through ANY
BROKER / AGENT.

2.8 Since TWO BID Tender system is to be followed, 3 Covers should be used for
submission of Bid as detailed below:-

(i) Cover – “1” for Technical Bid

(a) TECHNICAL BID” duly completed and signed should be put in


this cover.
(b) The Cover shall be properly sealed.
(c) The Cover shall be Super scribed as:

(d) Bidder‟s Name & Address shall be written below the


Superscription.

(ii) Cover – “2” for Financial Bid.

this Cover.
(b) The Cover shall be properly sealed.
(c) The Cover shall be Super scribed as:

(d) Bidder‟s Name & Address shall be written below the

(iii) Cover – “3 for (containing both the above BIDS)

Both the Technical Bid Cover & Financial Bid Cover, prepared as
above shall be put in this cover.

(a) The Cover shall be properly sealed.

(b) The Cover shall be super scribed as “Invitation of Bids for

(c) Bidder‟s Name & Address should be written below the


Superscription.

2.9 The bidders who download the bid document from the NHAI’s website,
shall be required to pay the non-refundable fee of Rs. 500/- in the
manner prescribed in the “Invitation for Bid” at the time of submission
of bid along with the Technical Bid document.

2.10 The Bidder should quote rent on long leave and license basis in two parts in
financial bid, if fully furnished premises is available with the bidder, as per the
requirement of MJPRCL.

2.11 Sealed Offers prepared in accordance with the procedures enumerated above
should be sent only personally or by Registered Post/Speed Post/ Courier
and should reach on or before the prescribed time limit i.e on or before
24.01.2014 up to 15.00 hrs to the Address mentioned in the tender notice.
Any Bid received after the time and date specified in tender notice will be
rejected.

2.12 After Technical Bids are opened and evaluated, a list of short – listed Bidders
will be prepared. The short-listed Bidders will be contacted for inspection of
the premises.

2.13 The MJPRCL (SPV of NHAI) reserves the right to accept any bid, and to
cancel the Bid Process and reject all bids at any time without assigning any
reason thereof and no claim of whatsoever nature will be entertained on this
account.

2.14 Amendments, Corrigendum, if any, would be hosted on NHAI website only.


2.15 Conditional bids shall be summarily rejected.
