CSIR-Fourth Paradigm Institute (CSIR-4PI), Bengaluru is a premier research

Apart from qualifications indicated above, any other recognized qualification, which is equivalent to the

General information and conditions: -

1. Benefits under Council service:


a. These posts carry usual allowances i.e., Dearness Allowance (DA), House Rent
Allowance (HRA), Transport Allowance (TA) etc. as admissible to the central government
employees and as made applicable to CSIR. Council employees are also eligible for
accommodation of their entitled type as per CSIR allotment rules depending on availability
in which case HRA will not be admissible.

b. In addition to the emoluments indicated against each category of posts, benefits such as
applicability of New Pension Scheme 2004, reimbursements of Medical Expenses, Leave
Travel Concession and House Building Advance are available as per Govt. Of India/ CSIR
Rules.

c. The post will be governed by the New Pension System (erstwhile New Pension Scheme)
applicable w.e.f. 01.01.2004 as notified by the Government of India and adopted by CSIR
and other instructions issued on the subject from time to time.

d. The appointment to the post shall be governed by the provisions of the Central Civil
Services [Conduct] Rules, 1964, Central Civil Services [Classification, Control and
Appeal] Rules, 1965 as amended from time to time and other Service Rules to the extent
made applicable to the Council Servant and decision of the Council as to their
applicability shall be final.

e. CSIR provides excellent opportunities to deserving candidates for career advancement


under Revised Merit and Normal Assessment Scheme for Technical staff.

2. Other conditions:

a. The applicant must be a citizen of India.

b. The appointment will be in the CSIR-Fourth Paradigm Institute (CSIR-4PI), Bengaluru,


under the Council of Scientific & Industrial Research (CSIR) which is an Autonomous
Body under Ministry of Science & Technology. However, the appointees are liable to be
posted in any of the Labs/Institutes of CSIR situated anywhere in India as and when
required.

c. All applicants must fulfill the essential requirements of the post and other
conditions stipulated in the advertisement as on the last date of receipt of the
online applications, i.e., 29.02.2024. They are advised to satisfy themselves before
applying that they possess at least the essential qualifications laid down for various posts
as on the last date of receipt of the applications. No interim enquiry asking for advice as
to eligibility will be entertained.

d. Date of Birth filled by the candidate in the application form (matching with the date
recorded in the Matriculation / Secondary Examination Certificate) will be accepted by
CSIR-4PI for determining the age and no subsequent request for change will be
considered or granted.

e. The prescribed essential qualifications are the minimum and the mere possession of the
same does not entitle candidates to be called for Skill/ Trade Test/ Written Exam. The
duly constituted Screening Committee may adopt its own criteria for short-listing the
candidates. The candidate should therefore, mention in the application all the
qualifications and experiences in the relevant area over and above the minimum
prescribed qualification, supported with documents. The Institute reserves the right to call
only those candidates for Skill/ Trade Test/ Written Exam, who in its opinion are likely to
be suitable and no correspondence will be entertained in this regard.

f. The application should be accompanied by self-attested copies of the relevant


educational qualification, experience, etc. The prescribed qualifications should have
been obtained through recognized Universities/ Institutions, etc. Incomplete applications
i.e., application without photograph, unsigned, without application fee, without applicable
testimonials / documents / certificates in support of claims made by the candidates in the
application form are liable to be rejected.

g. Documentary evidence such as letter of appointment, joining notification, pay certificate


and Experience certificate for the period claimed as experience must be submitted. The
experience certificate should clearly state the duration with nature of experience
indicating from & to date i.e. date of joining and date of relieving of various
organizations / universities concerned as claimed by the candidate. Further,
experience certificate must be issued by the Authority, competent to issue such
certificates, with respect of the organization[s]/ Institutes/ Universities concerned.

h. Candidates applying for more than one post should submit separate application form for
each post indicating the category and post code along with the prescribed application fee
and copies of all marksheets, certificates and testimonials separately for each post.
In respect of equivalent clause in Essential Qualifications, if a candidate is claiming a
particular qualification as equivalent qualification as per the requirement of the
advertisement, then the candidate is required to produce order/letter in this regard,
indicating the Authority (with number and date) under which it has been so treated
otherwise the Application is liable to be rejected.

i. The period of experience rendered by a candidate on part time basis, daily wages, etc.
will not be counted while calculating the valid experience for short listing the candidates
for trade test and written competitive examination.

j. If any document/ certificate furnished is in a language other than Hindi or English, a self-
attested transcript of the same duly attested by the Competent Authority is to be
submitted.

k. The date for determining the upper age limit, qualifications and /or experience shall
be the closing date prescribed for receipt of Online Applications, i.e., 29.02.2024.

l. The period of experience in a discipline / area of work, wherever prescribed, shall be


counted after the date of acquiring the minimum educational qualifications prescribed for
that post.

m. In case of Universities/Institutes/Boards awarding CGPA/SGPA/OGPA grades etc.,
candidates are requested to convert the same into percentage based on the formula as
per their University/Institute/Board.

n. The Institute strives to have a workforce which reflects gender balance and women
candidates are encouraged to apply.

o. Persons with Benchmark Disabilities (PwBD) fulfilling the eligibility conditions prescribed
under GOI instructions are encouraged to apply.

p. Application from the candidates working in CSIR, Govt. Departments and Public Sector
Undertaking will be considered only if forwarded through proper channel, with a clear
certificate that there is no vigilance case pending/being contemplated against him/her and
that the applicant, if selected, will be relieved within one month of the receipt of the offer
of appointment. However, advance copy of the application must be submitted before the
closing date. Applications routed through proper channel should reach “The Controller
of Administration, Recruitment Section, CSIR-Fourth Paradigm Institute, (CSIR-
4PI), NWTC Road, NAL Belur Campus, Bengaluru-560037” within 15 days (It should
be available at the time of screening of the applications) after the last date of receipt of
application form in hard copy.

q. Any discrepancy found between the information given in application and as evident in
original documents will make the candidate ineligible for appearing in Skill/ Trade Test/
Written Exam.

r. CSIR-4PI reserves the right not to fill up a particular post or all the posts, if it so desires.
The number of vacancies indicated above may vary at the time of actual selection.

s. The selected candidates will have to carry out any other work assigned by the Competent
Authority from time to time whenever exigency arises. Also, the selected candidate may
be required to work in round-the-clock shift operations.

t. The selected candidates will be on probation for a period of one year from the date of
taking over charge of the post. The probationary period may be extended or curtailed at
the discretion of the Competent Authority. After successful completion of the probationary
period, they will be considered for confirmation in accordance with the extant rules.

u. The selected candidates will not be permitted to apply for appointment elsewhere or in
CSIR-4PI during the probationary period and if they have already applied for any posts
in any other organization, they have to intimate the details of such applications,
immediately after joining the Institute.
v. All the notifications regarding screening of applications, trade/skill test, written
competitive examination, result etc. will be published online at CSIR-4PI website,
i.e., www.csir4pi.in only. Candidates are advised to check the website regularly
for updates as no one-to-one communication will be made to the candidates in this
regard. Communication, if any, will be made to the registered e-mail ID of the

candidate only, hence, candidates are also advised to check their e-mail Inbox on
regular basis.

w. The decision of the Competent Authority CSIR-4PI in all matters relating to eligibility,
acceptance or rejection of applications, mode of selection, conduct of Skill/ Trade Test/
Written Exam will be final and binding on the candidates.
x. The Competent Authority, CSIR-4PI has the right to amend, delete and add terms and
conditions to this advertisement.

y. Canvassing in any form and / or bringing any influence, political or otherwise will be
treated as a disqualification for the post.

z. NO INTERIM ENQUIRY OR CORRESPONDANCE WILL BE ENTERTAINED.

3. Relaxations:

a. The upper age limit is relaxable for SC/ST/OBC/EWS/Divyangjan (PwBD)/Widows,


Divorced Women and Women Judicially separated from Spouse/Ex-Servicemen as per
the guidelines issued from time to time by Govt. of India. provisions up to 05 years for
SC/ST and 03 years for OBC as per Government orders in force only in those cases where
the post is reserved for respective categories.

b. Upper age limit is also relaxable up to five years for the regular employees working in
CSIR laboratories / institutes, Government Departments, autonomous bodies and public
sector undertakings.

c. As per GOI provisions, age relaxation for Widows, Divorced Women and Women Judicially
separated from Spouse, the upper age limit is relaxable up to the age of 35 years (up to
40 years for members of Scheduled Castes/Scheduled Tribes and up to 38 years for
members belonging to the Other Backward Classes in respect of the posts reserved for
them) for Widows, divorced Women and Women Judicially separated from their Husbands
who are not remarried. The persons claiming age relaxation under this sub-para would be
required to produce following documentary evidence:

i) In case of Widow, Death Certificate of her husband together with the Affidavit
that she has not remarried since.
ii) In case of divorced Women and Women judicially separated from their
husbands, a certified copy of the judgment/decree of the appropriate Court to
prove the fact of divorce or the judicial separation, as the case may be, with an
Affidavit in respect of divorced Women and they have not remarried since.

d. Age relaxation to Persons with Benchmark Disabilities (PwBD) is permissible as per GOI
orders i.e., Upper age limit is relaxable up to 10 years (15 years for SCs, STs, and 13
years for OBCs) issued from time to time. The persons claiming age relaxation under this
sub-para would be required to produce a certificate in prescribed proforma in support of
their claims clearly indicating that the degree of physical disability is 40% or more. In any

case, the appointment of these candidates will be subject to their being found medically
fit in accordance with the standards of medical fitness as prescribed by the Government
for each individual post to be filled by Direct Recruitment by Selection.

e. Any other Age relaxation shall be applicable as per extant GoI/ CSIR Recruitment Rules.
f. Relaxation in age, over and above the stipulated limit, educational qualification and / or
experience may be considered in case of exceptionally meritorious or if sufficient number
of candidates possessing the requisite qualification and/ or experience are not available
to fill up the posts.

g. SC/ST/OBC/PWD/EWSs Candidates are required to produce original certificate in the


prescribed format signed by the specified authority at the time of interview. The OBC
candidate should produce the certificate valid for appointment to post under the Central
Government as per latest instructions issued by the DoPT (GOI).

4. Mode of Selection:

I. Mode of Selection for TECHNICAL ASSISTANT [Erstwhile Group III(1) & III(2)]:

a) Screening of Application: Applications received will be scrutinized by a Screening


Committee to be constituted from amongst the members of the Selection Committee.
The Screening Committee will adopt its own criteria for short-listing the candidates to
be called for trade tests.

b) Stage I (Trade Test): The candidates as recommended by the Screening Committee


will be called for a Trade Test which will be qualifying in nature. Those who qualify in the
Trade Test will be invited for Stage II, i.e., Competitive Written Examination.

c) Stage II (Competitive Written Examination):

5. How to apply:

a. Eligible candidates are required to apply ONLINE only through the website of this
Institute, i.e., www.csir4pi.in.

b. If the candidate does not have a valid email-id, he/she should create a new valid email-
id before applying online.

c. Online Application window will be opened on 30.01.2024 from 09:30 AM up to 29.02.2024


till 05:30 PM on CSIR-4PI website i.e., www.csir4pi.in.

d. The candidates are advised to submit their application well in advance and not to wait till
the last date of submission of online application so as to avoid any technical issue in the
last moment.

e. Candidates are required to pay non-refundable application fee of Rs.500/- (Rupees Five
hundred only) for each application payable separately for each post. The candidates
belonging to SC/ST/PwBD category is exempted from submission of application fee.
Women applicants, CSIR Employees and Abroad Candidates are also exempted from
submission of application fee. Applications without application fees other than the exempted
categories will be summarily rejected.

f. Successful online application is indicated by the page displayed after clicking Submit

application. The candidates are advised to keep a soft/hard copy of the application for their
reference and future use.

g. Before applying, candidates are advised to check their eligibility for all the post codes.
Accordingly, they should select at once all the post codes for which they are eligible and
interested to apply, to avoid any technical difficulty in later stage.

h. Candidates applying for more than one post must submit separate application form for
each post indicating the Post Code.

i. Application once submitted will not be allowed to be withdrawn and fees once paid will not
be refunded on any count nor can it be held in reserve for any other recruitment or selection
process.

j. SUBMISSION OF HARDCOPY OF APPLICATION: After submission of application/s


through online mode, all the candidates are required to send the hardcopy of the application
(clearly mentioning Post Code/s on the envelope) along with the self-attested copies of the
relevant educational qualifications, experience and testimonials, etc. by Registered post to
“The Controller of Administration, Recruitment Section, CSIR-Fourth Paradigm
Institute (CSIR-4PI), NWTC Road, NAL Belur Campus, Yemlur Post, Bengaluru-
560037”. Candidates are also required to affix a recent passport size photograph on the top
of the application and to sign across the same. The hardcopy of the application/s should

reach this office on or before 15.03.2024 till 05:00 P.M. The online applications of the
candidates may not be considered, if he/she fails to submit the hard copy of the application
along with the requisite documents within the stipulated date and time to the address as
mentioned above.

k. Candidates should specifically note that the applications received after the closing date
(last date for receipt of hard copy applications), for any reason whatsoever (such as
envelopes wrongly addressed, delivered elsewhere, postal delay etc.) will not be
entertained by the Competent Authority, CSIR-Fourth Paradigm Institute (CSIR-4PI),
Bengaluru.

l. Incomplete online applications (i.e., without photograph, unsigned, without


application fee, requisite certificates, testimonials, etc.) will not be entertained and
will be summarily rejected.

m. In case of any technical difficulty during the application process, candidates should

screenshots of all the relevant pages are attached with such request e-mail.

6. Candidates should ensure that the Following documents must be attached along
with application form:

a. Acknowledgement of remitted application fee, wherever applicable.


b. Date of Birth certificate, i.e., SSLC/Matriculation/ 10th class certificate or marksheet
bearing date of birth of the candidate (please see clause 2.k for valid documents).
c. Identity card issued by the Govt. Authorities, i.e., Aadhar card/ Voter ID card/ Pan card/
Passport.
d. All certificates pertaining to educational qualifications (10th/SSLC onwards).
e. Experience certificates/ List of publications/ research papers and attested copies/reprints
of such publications/ research papers, if any.
f. Valid caste/ category certificate (in case of SC/ ST/ OBC/ EWS/ PwBD/ Women seeking
relaxation/ Ex-Serviceman candidates) in the appropriate proforma prescribed by the
Government of India from time to time.
g. The Medical certificate (in case of Persons with Benchmark Disability candidates) from
the prescribed authority in the format as applicable for services under Government of
India.
h. Colored photograph (to be pasted and signed across in full on the hardcopy).
i. Any other applicable certificate, if any.
