INTRODUCTION
While there are many aspects to Philippine law that have a positive effect
on animal welfare, this is not equal across all animal species. The Wildlife
Resources Conservation and Protection Act provides anti-cruelty provisions for
wild animals but also allows many species to be hunted even when listed under
CITES conservation status as ‘threatened’. The commercial breeding of wild
animals is also allowed in legislation. Similarly, there is a lack of legislation banning
inherently cruel and unnecessary practices such as fur farming, long-distance
transport of live animals and testing on animals for cosmetics, including on wild
caught animals. While zoos are somewhat regulated and require licenses, there
are no further Administrative Orders governing best practice and guidelines for
animal welfare. Under Philippine law there are also inconsistencies. Dog and horse
fighting are banned outright in the Animal Welfare Act (1998), whereas cockfighting
is not.

This study is positioned at the nexus of this pressing concern, delving into
the multifaceted dimensions of animal cruelty and advocating for cruelty-free
practices. The aim is not merely to elucidate the extent of the problem but to
underscore the critical importance of adopting humane alternatives across diverse
industries. In doing so, the research aspires to make meaningful contributions not
only to the welfare of animals but also to the broader societal fabric by promoting
ethical, sustainable, and compassionate practices. The significance of this study
lies in its potential to catalyze positive change on multiple fronts. By
comprehensively understanding the ramifications of animal cruelty and actively
advocating for cruelty-free alternatives, we hope to influence policy-makers,
industries, and consumers alike. Our research endeavors to be a cornerstone in
the edifice of a global movement towards responsible and humane practices,
aligning societal values with the well-being of all living beings.
Furthermore, this research seeks to extend its impact beyond the immediate
sphere of animal welfare. It envisions itself as a catalyst for systemic change,
prompting a collective reevaluation of humanity's relationship with animals and the
planet. By comprehensively understanding the consequences of animal cruelty,
this research seeks to empower individuals and organizations, providing them with
the knowledge necessary to make informed, ethical choices. The dissemination of
knowledge on cruelty-free alternatives aims to inspire a profound paradigm shift in
consumer behavior and corporate practices, fostering a world where ethical
considerations are integral to decision-making processes.

The Philippines enacted the Animal Welfare Act (R.A. 8485) in 1998. This
legislation, overseen by the Bureau of Animal Industry (BAI), involves a Committee
on Animal Welfare comprising representatives from various government agencies
to review rules and regulations. These guidelines cover the establishment and
registration of animal facilities, including veterinary hospitals, animal clinics, pet
shops, and zoos, ensuring their cleanliness and safety. The law also outlines
restrictions on killing animals for research and transportation regulations for
animals handled by dealers.
Recognizing that animals have rights and deserve humane treatment, this
paper highlights two key considerations. First, as some research suggests a link
between animal cruelty and psychological conflicts such as aggression, antisocial
behavior (Gullone, 2012), and cognitive behavioral disorder (Flynn, 2000), the
enactment and enforcement of this law could positively impact both humans and
animals. This protection aims to shield animals from torture, abuse, neglect, and
harm, fostering improved cognitive behavior and psychological well-being in
humans. It is crucial to acknowledge that while this law is significant, it is not
without imperfections.
