RESOLUTION CONCURRING THE APPOINTMENT OF ___________________ AS

TREASURER OF THE SANGGUNIANG KABATAAN (SK) OF BARANGAY
__________, USON, MASBATE.
WHEREAS, the position of SK Treasurer is imperative and compulsory in every

barangay chapter of the Sangguniang Kabataan (SK) in order to attain effective and efficient
governance, and ensure its financial independence;
WHEREAS, Republic Act No. 10742, also known as the Sangguniang Kabataan Reform
Act 0f 2015, provides in Chapter 2, Section 13 (1), that the Sangguniang Kabataan Chairperson,
with the concurrence of the majority of the Sangguniang Kabataan members has the power to
appoint among the Katipunan ng Kabataan a Secretary and a Treasurer;
WHEREAS, Republic Act 10742, as amended by RA No. 11768, and reiterated in DILG
MC No. 2023-167 further provides for the following qualifications and disqualification of SK
Treasurer, to wit:
 Must be a citizen of the Philippines;

 A qualified voter of the Katipunan ng Kabataan;
 A resident of the barangay for not less than one (1) year immediately preceding the day
of the elections;
 At least eighteen (18) years but not more than thirty (30) years of age on the day of
appointment;
 Able to read and write Filipino, English, or the local dialect;
 Must not be within the second civil degree of consanguinity or affinity to any incumbent
elected national official or to any incumbent elected regional, provincial, city, municipal or
barangay official, in the locality where he/she seeks to be appointed; and
 Must not have been convicted by final judgment of any crime involving moral turpitude;
 The appointed secretaries or treasurers must undergo the mandatory training program
before they can assume office;
 The SK Treasurer must have an educational background relating to business
administration, accountancy, finance, economics, or bookkeeping.

WHEREAS, the appointee for the position of SK Treasurer shall possess all the
qualifications, and none of the disqualifications as abovementioned;
NOW THEREFORE, on motion by Hon. ____________ and duly seconded by Hon.

_____________ and concurred by all members present, BE IT:
RESOLVED AS IT IS HEREBY RESOLVED by the Sangguniang Kabataan to concur

the appointment of Mr./Ms./Mrs. _____________ as Treasurer of the SK of Barangay
________________, Uson, Masbate.
RESOLVED FURTHER, that as SK Treasurer, Mr./Ms./Mrs. ___(surname)___ shall

perform the following:
 Take custody of all Sangguniang Kabataan property and funds.
 Collect and receive contributions, monies, materials, and all other resources
intended for the Sangguniang Kabataan and Katipunan ng Kabataan.
 Disburse funds in accordance with the approved budget of the Sangguniang
Kabataan.
 Certify to the availability of funds whenever necessary.
 Submit Sangguniang Kabataan and to the Sangguniang Barangay certified and
detailed statements of actual income and expenditures at the end of every
month.
 Perform such other duties and discharge such other functions as the chairman of
the Sangguniang Kabataan may direct.
RESOLVED FINALLY, that copy of this resolution shall be given to Ms./Mr./Mrs.

___(surname)___ as the Sangguniang Kabataan Treasurer for his/her file, copy furnish the
Municipal Local Government Operations Office and to the Local Youth Development Office of
Uson, Masbate for their information and record.
