EXECUTIVE SUMMARY
The contract agreement made between Oromia construction corporation and Oromia seed
Enterprise for Construction of Serofta Lift Irrigation Project with Contract amount of
92,546,202.03 (Ninety-Two million, Five Hundred Forty-Six Thousand, Two Hundred Two and
03/100 ETB) with 15% VAT.

Serofta Lift irrigation project, which is under construction by Oromia Construction Corporation
under supervision of our Corporation, Engineering Corporation of Oromia is one of the projects in
the program aimed to attain the intended goal of irrigation projects. The main objective of this
project is to produce selected seed via irrigation.
As per the contract agreement, it is planned to complete the total construction work within one
year which is up to end of 2015.

However, the progress of this project is not as per the scheduled and it is not satisfactory. The main
reasons for the delay of the project is design problems.

The major duties and responsibilities of the Consultant include review and analysis work schedule,
analysis and review of the cost estimate and submission and approval of contract document like
drawing and technical specification, issue taking-over payment certificate or instruct the contractor
and subcontractors to complete outstanding work, comment on the Contract document and
assisting the Client during negotiation.

1. PROJECT INFORMATION

1.1 Project Locations


Serofta Lift Irrigation Project is located Dodola woreda, West Arsi zone of Oromia Regional State
at distance of 350 km far from Finfinnee in serofta state farm.

The Project is accessed via 320 km Asphalt Road from Regional Capital City “Finfinnee” and
70km from Zone Capital town Shashemene and 20km far from District Town Dodola and then
Project Site at Serofta Farm state. Geographically, it is located between 770653N to 774097
Latitude and 499903 to 502800 Longitude. The irrigation water source of this Project is Wabe
River which flow base and water balance are not analyzed to irrigate 383 ha of land for state farm.

1.2 Weather condition of the Project area


The Source of water for this irrigation project is Wabe River, which is a perennial stream and large
basin, the important tributaries are: Ulul, Robe, Gololcha, Manya, Ungwata, Ramis, Erer, Dakata
and Fafen and the flow from Fafen and its tributary Jerer are of intermittent nature and Wabe River
has an estimated catchment area of 202,220 km2 and catchment length within Ethiopia is about
1300 km has been selected as potential water source for irrigation. The irrigation potential of this
basin as estimated by WAPCOS, 1990 was at 204,000 ha, whereas its hydropower potential was
estimated at 6143 GWh/year.

It is also used for domestic and livestock at upstream side and downstream side from the proposed
head work site at summer season.

The basin is predominantly rural in character with an economy dominated by rainfed subsistence
agriculture. The major agroclimatic divisions are Dega (72%), Weina dega (15%), Kola (8%) and
Wurch (5%) of the development zone area. The rainfall is between 900-1800 mm/year.

The Wabi Shebele river basin is characterized by bimodal type I (region A) and bimodal type II
(region C) rainfall pattern. The project area receives most of their rainfall during half of June, July,
August and half of September.

Up to End of May, weather condition is suitable to supplying construction materials and construct
structure, However, aforementioned months there is no work activities on site due to rainfall.

1.4 Scope of Works


The importance of irrigation has been increasingly recognized as one of the strategies to enhance
food-self-sufficiency and promote economic development of the country.

Therefore, Government has embarked on a program to accelerate the integrated development of


its resources with the sole objective to produce more food to meet the requirements of the fast-
growing population and ensure food security for eventualities at the house hold level so that
regional food security is maintained.

The contract agreement made between Oromia construction corporation and Oromia seed
Enterprise for Construction of Serofta Lift Irrigation Project with Contract amount of
92,546,202.03 (Ninety-Two million, Five Hundred Forty-Six Thousand, Two Hundred Two
and 03/100 ETB) with 15% VAT.

The major components of the works undertaken in this project were: general items, earthen canal
excavation and farm structures works, rising main and electromechanical works.

There is incremental variation exceed 25% of total project cost and the major reasons missing
major items from BoQ:

1. Intake structure and Power house

2. Tertiary Canals
3. Arithmetic error on Rising main pipe line

4. Design modification/changes on Irrigation structures

1.5 Basis of Contract Documents and Specifications


The Documents have been compiled in accordance with the PPA Conditions of Contract and
the project delivery method is Design Built, but the contractor didn’t completed study and
submit full documents to the client for further approval to complete the contract works.

The contract documents are not fully to Evaluate or monitor the project, because it misses the
following documents;

1. Letter of acceptances
2. Design Drawings and Specifications
3. Engineering Design Report
4. Feasibility study also important to evaluate project works

Under this Contract agreement the contractors prepared annual plan to perform all Project work
activities at the end of 2015 EFY.

3. PROGRESS OF PROJECT WORK

3.1 Mobilization
The Mobilization of the contractor’s staff and machineries couldn’t meet the project demand
during consultant inspecting the site. But the resident office notifies and advises the contractor to
mobilize all necessary machineries and man powers based on the actual requirement of the work
as much as possible.

3.1.1 Consultant Manpower


The consultant has deployed the required personnel and facilities to the project site immediately
after signing of the consulting service agreement as per the contract agreement. Accordingly, the
consultant’s manpower, Services Vehicles and facilities were here under listed and attached in
Appendix -A on the Table 5.

3.1.2 Summary of Activities Executed by Consultant


Overall project activities were supervised in accordance with the signed Contract agreement, but
it miss the main contract document such as technical specification, design drawings and design
report. The summaries of major execution that were executed by the Consultant as Contract
administration and Construction Supervision works including: Confirming established bench mark
and checking accuracy, supervising each activity executed by contractor and subcontractors such
as main canals site clearance and excavation, secondary canal site clear and excavation and pond
site clearance and excavation.

The Resident Office has been instructing and warning the contractor to approved design drawing
and specifications. As a consultant team, we have been supporting the contractor through
controlling quality assurance, regular inspection and give solution for any encountered problem
concerning supervision and contract administration issues.

3.1.3 Contractor's Man power and Equipment


The contractor mobilized the only machineries is light vehicles and staff manpower and
subcontractor manpower.

But the resident office notifies and advises the contractor to mobilize all necessary machineries
and man powers to site with in short period of time to complete contract work.

A full list of the Contractors’ staff and machineries available during this reporting period are
attached as Appendix -B on Table 6.

3.1.4 Construction Material Supplied


The Construction material mostly used on the like sand, gravel, stone, HCB and cement. Gravel,
sand and HCB from Borrow areas which is 70km from project side.

Construction materials supplied to the project had been monitored against the actual demand on
site due to master plan is not submitted.

3.1.5 Quality Control


For quality assurance of the project the consultant was not limited to Contractual agreement made
b/n the Client and consultant, it also considers all related quality controlling options. Like work
quality, time and cost were considered during supervision works for sustainability and
functionality of the project.

According, the consultant accomplished the following major activities: - Checking of design
review work which is done contractor to affect the quality of the work and Design review were
done and amendment No-1 submitted to the client for approval.

Thorough discussion with client, Oromia Seed Enterprise as well as the contractor to fill the gap
on design document, and to achieve the intended goal of the project.

4. PHYSICAL PROGRESS OF WORKS

4.1 Detail work progress of project


Nowadays the construction of the project is on progress and suspended in this month besides the
physical and financial progress of this project based on original contract information was 16.61.
% and 0.00% respectively.

Preparatory work
➢ Mobilization executed about 20% (0.43 weight of executed work out of 2.37)
➢ No Camp and offices on the site
Earthen Main canal 1&2
The Report based on rough estimation from data (canal design parameters) given from contractor
informal by soft copy
➢ Main Canal 1&2 detail dimension information
• Total Earthen Main canal 1& 2 length is 5870m.
• Canal Type: Earthen trapezoidal shape
• Design dimension:
• Bottom width (b) =0.8m
• Side slope(m)=1
• Depth of cut(h) =cut depth is vary with chainage
• Top width (T) = 2.27m

• Excavation was executed about 1787 m length and volume is 3112m^3
Earthen Secondary canal 1&2

Excavation was executed about 3980 m length and volume is 5252.69 m^3

variation as per original contract
➢ Total volume excavated by trapezoidal shape with design dimension (b=0.6 m, h=cut depth
and top width= 1.78m) is 465 m^3
Earthen Tertiary Canal
➢ There are 29 tertiary canals excavated total length about 17103m and item variation as per
original contract with the following dimensions:
b=0.35 m, h=cut depth and top width= 1.15m
Total executed work in volume is 14828.8 m^3
Generator house construction
➢ Total was completed about 75%
Substructure
• Foundation and grade beam works are total executed
Superstructure
• Column 0.4*0.4*7(8 in No.), slab and beams are constructed as per drawing (soft
copy)
• HCB and wall works are completed about 90%
• Roofing and related structure works are completed
• The finishing and metal work are the main remaining works

5. FINANCIAL PROGRESS OF WORKS

5.1 Payments Certified to the Contractor


The only payment certified to the contractor is advance payment. The consultant rejects the first
requisition of interim payment due to contractor is not submitted design drawing and technical
specification and design report.

Because of the aforementioned problems, we couldn’t approve the received interim payment that
why we reject the requisition with comments according to contract condition stated detail the
issues of interim payment under clause GCC 64.

6. PLAN VS EXECUTION
The Annual plan the contractor Planned to execute during this year were: To complete all contract
work activities. The total amounts contractor plan for annual to execute 92,546,202.03 Birr, but
execution during this year is 15,371,924.16 birr. Generally, the annual plan for this year was to
complete 16.61%. The overall accomplishment (to date) at the end of this year was Physically
16.61% and Financially 0.00% from total project cost starting from the commencing date.

6.1 The Main Reason for plan versus execution variation


i. Design Problem: - The contract agreement of the project is design- building (DB) type
So, the design and construction work of the project had been commenced simultaneously and several
activities had been performed without complete design documents & drawings before the consultant
signed contract agreement for contract administration and construction supervision of the project.
Moreover, the contractor could not deliver complete design document as per requirement and stander
resulted in the delay of the progress of the project and even due to design issue, the design document
has not been approved by client yet and this is the main reason for the delay of the project.
The major work done by the Consultant include review and analysis work schedule, analysis and
review of the cost estimate and design documents, drawing and technical specification.

6.2 Major Problems Encountered on the Site


➢ Missing work items are imposed project variation extremely and EoT.
➢ Canal and system layout design wasn’t based on feasibility study.
➢ The Design report, BoQ and specification are not included in Drawing album
➢ Bench marks are not listed on drawing album or soft copy
➢ No revised work program(schedule) and work methodology.
➢ Consultant and contractor office and accommodation are not facilitated
Measure Taken for the problems
➢ Bench marks are established by consultant surveyor at headwork of rising main line.
➢ Review and revise the design drawing and order the subcontractor outstanding works
➢ Selecting the pump station with option based on river profile and water depth
➢ Instruct and advices the contractor and subcontractor to correct the defections works before
consultant handover the site
➢ Reviewing the design documents at head office and at site level

➢ Advice the contractor on design of farm structure to consider the ground condition of farm
land and farm practices.
➢ ToR and feasibility study to intend the objective of project
➢ Analyzing project cost with finding option of omitting unnecessary structure.
➢ Instructing the contractor to revise design documents and revise work schedule.

7. SUPERVISION ACTIVITIES
The Resident Office has also been monitoring the different activities of the project in
consistency with the requirements of the contract on the project as well as the resource supply
and the daily output of the contactor. Overall project activities were supervised in accordance
with the specified standards. The summaries of major execution that was executed by contractor
and Supervised by Consultant as supervision and Contract administration work during the
months and preparing the reports on basis project work progress.

7.1 Staffing matters:


The required staffs have been mobilized to the project site office for the Contract administration
and supervision of the works.

7.2 Survey works:


The day-to-day progress of the works ready follow and discuss how guide to complete the
project works.

The following works is done

✓ Fixing and checking of bench marks on around intake and pump station
✓ Checking slope and canal bed level excavated canals.

7.3 Design and Specification modification:


Design revised by contractor for the whole works is review at the head office and site level.
Accordingly, instructing the contractor to revise contract amendment price as per original
contract agreement for existing items and preparing cost breakdown for new items that missing
item from the original contract.

7.4 Site meetings:


➢ A meeting was held at the project construction site daily with contractor’s staff ones per
works and analysis planned and executed on site and also contractor site supervision and
handling for subcontractor work activities.

7.5 Key correspondences and contract administration work


Letters were written to the contractor regarding the delays of mobilization manpower to site,
facilitate accommodation and office at site level and delay design documents with different
working days.

The site instruction and order are not given to the contractor and no received request from
contractor at site level because of office is not facilitated by the contactor.

8. CONCLUSION AND RECOMMENDATION

8.1 Conclusion
Generally, the overall the design of the project and construction progress was not satisfactory when
compared with to date planned.
Therefore, a critical delay on the project was shown due to design problem and poor working
methodology and no attention given to the project from contractor side. So, all the concerned body
enforces contractors to solve this problem and contractors should take care for the project to
complete on its actual time with good quality. If the above-mentioned major problems will not be
solved quickly, the project couldn’t meet the intend objective and the planned target of the project
couldn’t be achieved.

8.2 Recommendation
We highly Recommend the concerned body about the project as to give attention, on feasibility
and detail study and preparing the final design document to resolve uncertain aspect of design and
to minimize the risk will be happened due to design faults, the submission revise work program
and work methodology, giving attention to the site and increase the performance each remaining
month to complete the project by mobilize all necessary resource.
Comments on Design Changes and aspects
1. ToR and Feasibility and detail study and design on concept of Technical feasibility,
economic viability, sustainability, functionality, durability of project especially identifying
actual command area, Irrigation method and Efficiency and also stability analysis of
irrigation structures of the project consistent with environment protection and maintenance
of ecological balance.
2. The Design irrigation system layout is not conceded with the actual condition of farm state,
so we recommend that further study and design that enhance Irrigation efficiency, modern
irrigation method practices like mechanized farm and model land use.
3. The design drawings album is not submitted with Design Report of hydrology, Engineering

5. The canal distribution system and the drainage network are being planned to effect
economy in construction as well as ease & economy in operation and maintenance.

man-made physical features (incase the excavated tertiary canals). Their carrying
capacities will be determined according to the crop water requirements of the downstream
system and duly accounting for aggregated losses up to the point in question.
Comments on Contract Amendment(variation)
1 The contractor has been requested this, unexpected Variation occurred Due to Design
changes caused by improvement through design process and there are a number of missing
items from original contract.
2 Revised quantity of each Items has been taken from the design drawings, but as per original
contract the design drawing wasn’t define the whole project works.
3 Revised cost estimation of all activities has been carried out based on unit rates adopted
for existing items in original contract and obtained from the Existing market Values and
analysis with Cost break down of construction materials, manpower and machineries.
4 Because of consultant isn’t involve in design process and inadequate design drawing details
unexpected variation is occurred.
5 The variation procedure is Contractual basis viz price adjustment and Extension of time.
6 The General condition contract under clause 15 and 63 stated that change orders(variation).
Finally, the contractor shall be submitting feasibility study and detail design to fulfill the contract
document gaps and alleviate defection due to design problems and the client kindly give attention
to the project with resolving the aforementioned problems.
