Bill Number
H.R. 5240 (IH)

Description The bill, sponsored by Terri A. Sewell, seeks to ensure equal

opportunities in the provision of grants to allow education opportunities

to all health professionals. The bill was primarily introduced to provide

training opportunities to individuals who plan to seek training

opportunities in the health care fields with an immense shortage. This

will ensure that individuals from rural regions of the country are

provided with an equal opportunity to pursue the courses sponsored by

the government through the offered grants.

Legislative Intent The legislative intent of the bill is to improve the actions of the safe

staffing and quality care act. The act enacted in 2018 seeks to ensure safe

staffing in the united states health facilities to promote the quality of care

General The bill will have a significant impact on the health sector. Currently,

Notes/Comments there is an acute shortage of health care professionals, especially nurses

and specialists. This has been largely reported to impact the quality of

care due to aspects of overworking the available professionals as noted

by Drennan & Ross (2019). In this case, the bill will be an important step

towards addressing the nurse shortage in the country. On top of this,

some of the individuals could claim a lack of financial aid to expand

their education. Some of the health professionals will also get the

opportunity to advance their education to gain improved skills and

expertise.

Part 2: Legislation Testimony/Advocacy Statement

Nurse shortage is one of the primary issues facing health care services in the

united states. The issue has a significant impact on the welfare of the nation, thus

prompting the need to ensure effective measures are put in place. It is considered that

rural health facilities are the most affected by the shortage. Harrington et al. (2020)

explain that a significant number of nurse shortages are reported in the rural regions of

the country. In this case, the bill on the rural health training opportunities act will be

significant. This is because it will provide opportunities to individuals in these regions to

pursue health-related careers. Should the bill pass, it will ensure an improved health care

sector in the future. Currently, there is an acute need for nurses and health specialists

across the country. In most cases, the specialist quotes limited financial aid to advance

their education. The act will be one way of increasing the number of nurse specialists

across the country. Buerhaus (2018) note that This will increase the possibility of health

care professionals advancing their education and improving the quality of care. On top of

this, the bill will reduce the health disparities often witnessed in rural regions. In most

cases, there is limited access to health care services prompted by aspects such as cultural

and language barriers (Amaro et al., 2021). In the health sector, the issue of cultural

sensitivity is often emphasized to promote patient-centered care. One of the ways noted

to achieve this is employing professionals who adequately understand the culture of the

community. Therefore, this will promote access to health care services and improve the

quality in the rural regions of the country.

Passing the bill will ensure immense benefits to the health sector. There will be

improved access and quality of care across the rural regions in the country. Individuals

who seek to advance their education but are financially limited will get the opportunity

through the grants as listed in the bill. The bill will thus, ensure that a significant number

of health professionals are trained contributing to addressing the current shortage in the

country.
