1.3Accountability- This means people who hold
some government offices as representative of the people are required to do
their jobs in accordance to the interests of the people. When they do not
work to maintain the interest of the people they could be questioned. They
are accountable to what they do either individually or in groups. This
principle helps to control mismanagement of the administration and wealth
of the country.
1.4Transparency- This is an important element in the realization of
democracy. The citizens of a country have the right to know what is decided
by the government officials. They should know how decisions are made. All
the activities, policies etc. of the government should be clearly known by the
people. A democratic government does not keep information from being
known by the people.
1.5Separation of power- A democratic government should have separate
bodies. These are legislative, executive and judiciary. These three important
organs of democratic government should be run by separate persons. In this
kind of principle, the members of legislative do not became members of
executive or the judiciary and the vice versa. It is only when this happen that
we say there is separation of power.
1.6Multiparty system- This is a practice of having several parties working
together in one political system. This system’s advantage is that the
government would be challenged by the parties when designing policies and
directive which is essential as for democracy and for arriving at acceptable
government policies. The other advantage is that the presence of parties
would help get different ideas or opinion on issues unlike the situation in the
single party leadership.
Multiparty system creates competition among parties, this helps the gov’t to
be better.
1.7Tolerance- Is the acceptance of differences with respect to ethnic group,
religion, language, color, etc. This acceptance of difference would allow
people to live together peacefully. In countries where there is diversity,
tolerance should be capitalized. A democratic government follows the
principle of tolerance it believes that tolerance is a foundation for peaceful
co-existence among peoples and for the sustainable development of a
country.
1.8Rule of law- If there is rule of law a rule of law in a country, no one could
act above the law. All citizens including gov’t officials are dictated by the
rule of law. When rule of law prevails in a country, the rights of citizens and
groups of people would be protected. This principle would save the way for
developing the economy of a country.
1.9Human Rights:-All democracies strive to respect and protect the human
rights of citizens. Human rights mean those values that reflect respect for
human life and human dignity. Democracy emphasizes the value of every
human being. Examples of human rights include the right to life, liberty, and
security of a person among others
1.10 Universal suffrage- Suffrage means the right of people in voting to elect
their leader. Universal suffrage is a stage where the right to vote and be
elected becomes inclusive of all the citizens who could elect and be elected with
no inhibition or restriction. It is only when this takes place that we say citizens
have contribution in political decision.
2. The role of actors in democratization process
2.2Non-Governmental Organizations
Non-governmental associations and organizations are valuable vectors of
democracy. They differ from political parties only in their final goal, but
they all contribute to consciousness raising, defense of the legitimate
interests of groups of individuals and the protection of individual and
collective rights and freedoms. When they have relatively formal links to the
State or political parties, they lose some of their autonomy and thus their
ability to intervene in all freedom in the management and conduct of public
affairs and in the working of institutions according to arrangements deriving
from their governing principle of special interests. NGOs, while being
associations, have more pronounced concerns in the area of the protection of
human rights and humanitarian law. Such concerns urge them to intervene in
the political field even if they claim to have nothing to do with politics. It is
nevertheless true that the growth of professional associations and national
NGOs is making a strong contribution to the consolidation of civil society in
these countries.
2.3Interest Groups
Interest groups, as associations on the basis of the free will of individuals,
play a prominent role in the process of democratization. Consistent with the
freedom of association granted to citizens in democracies, democratic states
are characterized by the emergence and operation of several kinds of interest
groups. Interest groups are organizations or groups of people, which are
autonomous from government or political parties with the objective of
influencing government. In democracies we find several interest groups who
are attempting to promote and influence the policies of government. In fact
interest groups are regarded as essential transmission belts between people
and government. They play an important role in helping people interact with
government, which is often remote and difficult for the individual to
influence
2.4Public Opinion
Public opinion is made up with citizens or specific groups that reflect on
their community and express their criticisms, their proposals or their
agreement to influence the construction of political will. It is not possible to
talk about only one, but of several public opinions because in a plural
society, there are always several stands.
Each citizen has the right to gather information and to contribute somehow
to the expression of public opinion when he/she organizes, for instance, a
meeting in order to exchange information. In this context, political and
social human rights play an important role: the freedom of opinion, as well
as freedom to hold meetings and to setup associations which allow citizens
to participate in the expression of public opinion, without having to put up
with any pressure. Public opinion then constitutes a controlling tool, which
is very important in a democracy.
2.5Mass Media
The mass media refers institution and to the methods of communication,
which can reach large number of people at the same time. It includes
newspapers, television, radio, books, posters, magazines, and cinema etc.
Media plays a role in the political training of citizens and democratic culture
by informing them of the scope of public policies, the management and
conduct of affairs by those responsible at both the State and grass-roots
level, by providing and offering the members of the community the means of
communicating with each other. But if the media is to perform those
functions, it must be free and independent; it must have sufficient material
and human resources to deal with all the important problems of society. The
importance of the mass media in a country is not dependent on the number
of newspapers or private radio and television stations but on the quality of
the information provided to the public.
The word democracy is a term that comes from Greek and it is made up
with two words demos, which means people and kratos, to mean to govern,
to rule. “Democracy” can then be literally translated by the following terms:
Government of the People or Government of the Majority. Convincingly it
can be also said that Democracy is a people centered system, where the
people are the heart, the root and also the fruits. The fruits of democracy are
prosperity, good quality of life and wellbeing, human security, human
dignity and participation of the people in all decisions affecting their lives.
The dictionary definition of the term entails that democracy is a state of
government in which people hold the ruling power either directly or
indirectly through their elected representatives.
Good governance is, among other things, participatory, transparent and
accountable, effective and equitable, and it promotes the rule of law. It
ensures that political, social and economic priorities are based on broad
consensus in society and that the voices of the poorest and the most
vulnerable are heard in decision-making over the allocation of development
resources.
