COURSE SYLLABUS : SOCIAL WELFARE POLICIES, PROGRAMS & SERVICES
Course Description
Analysis of social welfare policies, programs and services of relevant stakeholders and institutions in
the public and private sectors such as government agencies, non-governmental organization,
people’s organization faith-based organizations, corporate foundations and their implications to
social work practice.
General Learning Outcomes

1. Cognitive
 Distinguish between social welfare policies, programs and services and how they are
related to one another
 Discuss how social welfare perspectives and policies influences the nature of
programs, services and functions of social workers
 Discuss how social work practice influences social policies
 Discuss how people’s organizations and social movements influences or advocate for
social policies
 Illustrate the policy making cycle in the national and local levels

poor, marginalized and vulnerable groups
