Particulars of Organizations, Functions and Duties

2.1 Objective:

Public Works Department, the premier technical organization in the Union Territory
of Pondicherry, is in-charge of Planning, Designing, Construction and Maintenance of
Buildings, Roads, Bridges, National Highways, Irrigation, Flood Control, Water Supply and
Public Health Engineering in all the four regions namely, Pondicherry, Karaikal, Mahe and
Yanam. The Department is also responsible for maintaining essential services like Water
Supply, Sewerage, Management of Water Resources etc.

2.2 Mission / Vision:

(i) To provide buildings for all the Government Offices, School, Colleges,
Educational Institutions, Hospitals, Sports and Recreation centers, non-
residential buildings and residential quarters.
(ii) To construct roads and bridges to meet the needs of ever growing traffic in
urban and rural areas.
(iii) To improve the riding quality and standards of the roads in urban and rural
areas in the Union Territory of Pondicherry.
(iv) To supply safe and clean water in adequate quantity to each and every
household in the entire Union Territory of Pondicherry.
(v) To provide sewerage facilities for sanitation to improve the personal
hygienic and living conditions of the general public in the Union Territory
of Pondicherry.
(vi) To provide surface drainage and flood control facilities.
(vii) To develop and protect the coast and to prevent the coastal erosion by
providing coastal protection wall.
(viii) To maintain the infrastructure of the French City in harmony with French
Architecture with special emphasis to attract tourists.
(ix) To maintain and improve all the irrigation tanks and canals for accelerating
the ground water recharging to sustain ground water potential.

2.3 Brief History:

The department was known as “ Service Des Travaux Publics” during the French
Regime with the headquarters at Pondicherry. It was well-organized cadre and the French
Engineers were renowned for the bridges, roads and irrigation works, which are still in use
today. After merger the Public Works Department was established in 1954 for providing the
basic infrastructure facilities to the public. Ever since the French left the soil, the Public
Works Department has been playing an important role in the creation and maintenance of

social infrastructure to generate economic growth and to improve the quality of life in the
Union Territory of Pondicherry comprising of four regions of Pondicherry, Karaikal, Mahe
and Yanam.

The Public Works Department with its subtle technical skills and professional
expertise has built a number of buildings with aesthetics, elegance, optimum functional
utilization which are to be the indelible landmarks in Pondicherry for years to come. Not
remaining complacent with constructing new buildings, the Public Works Department takes
pride in maintenance even two centuries old buildings like Raj Nivas, Assembly Complex,
Travaux Public Buildings, Court and Police quadrangle and Regional Executive Officers’
buildings in outlying regions in good state thus preserving the architectural and French
heritage. The Pondicherry town was having protected water supply even during French
Regime. The well renowned Muthirapalayam water supply system created during 1902 is
well maintained by the Public Works Department.

2.4 Duties:

To plan and forecast the future needs in building the infrastructure facilities such as
buildings, roads, bridges, irrigation, flood control, water supply and drainage facilities for
the entire Union Territory of Pondicherry.

To provide basic infrastructure required for the public of Union Territory of

Pondicherry in various sectors such as buildings, roads, water supply, sewerage, irrigation
and flood control.

To create assets for the public of Union Territory of Pondicherry and to maintain and
upkeep the assets created.

2.5 Main activities/Functions:

Planning, Designing, Construction and Maintenance of Buildings, Roads, Bridges,

National Highways, Irrigation, Flood Control, Water Supply and Public Health Engineering
in all the four regions namely, Pondicherry, Karaikal, Mahe and Yanam. It is also
maintaining essential services like Water Supply, Sewerage, and Management of Water
Resources etc. Also implements Centrally Sponsored Scheme like Tank Rehabilitation
Project, Pondicherry.

The Department has technical control over other Agencies/Local bodies, which are
committed to the Community Development Programmes and other infrastructure
programmes.

2.6 List of Services being provided:

Through a network of Division, Sub-Division and Section Office, this Department

serves the people of Union Territory of Pondicherry. The details of services rendered by
various Public Works Department Offices are:

2.6.1 WATER SUPPLY AND SEWERAGE SECTOR
Request for water supply service connection/sewerage connection can be made by
submitting an application form in the Office of the Junior Engineer/Assistant Engineer of
respective areas.

I. Water Supply / Sewerage Connection:

a) Application forms for obtaining the Water Supply / Sewerage Connection will
be issued free of cost in the Offices of the Junior Engineers / Assistant
Engineers of respective areas on all working days during office hours.
b) The filled up application form with all supporting documents shall be
submitted in the Office of the respective Assistant Engineer. The party can
obtain acknowledgement from the office.
c) In case of eligible applications intimation to pay scrutiny charges will be
communicated to the applicant within Thirty Days from the date of receipt of
application. The rejected application will be returned to the party.
d) Work order for the service connection will be issued within Ten days from the
date of payment of scrutiny charges / production of permission for road cutting
issued by concerned road authorities.

II. Complaints on Water Supply Services:

a) Complaints on Water Supply Services such as leakages in distribution mains /
breakdown of supply / shortage in supply / quality of water will be received at
all the pumping stations of the respective area round the clock on all days and
also in the Divisional / Sub-Divisional Officers during office hours.
b) Remedial Action on the complaints will be taken within Three Days from the
date of receipt of complaint / occurrence.
c) The public shall contact the following officials in respect of the above for

III. Complaints on Underground Sewerage Services:

(a) Complaints on Underground Sewerage Services such as blockages in sewer

lines/over flowing manholes and inspection chambers/missing (or) broken
manhole covers, inspection chamber covers etc. shall be given at the Office of
the Assistant Engineer, Drainage Sub-Division, Pondicherry on all working
days during office hours.
(b) Action on the above will be taken within Three Days from the date of receipt
of complaints / occurrence.
(c) The public shall contact the following officials in respect of operation and
maintenance of Underground Sewerage.

In case of any difficulties in getting the grievances redressed, the public shall
approach the higher level officers of the Department namely the concerned Executive
Engineer, Superintending Engineer and Chief Engineer.

2.6.2 ROADS SECTOR

Complaints in respect of roads can be registered with the Offices of the Executive
Engineer, Central, North, South and National highways in Pondicherry, Karaikal, Mahe and
Yanam on all working days during office hours. The following time schedule is given for
general information.

a) Pot holes and patches will be rectified within Fifteen Days from the date of receipt of
complaint / occurrence.
b) Obstruction on Roads such as heaps of dismantled materials, unattended road
cuttings, fallen / overhanging trees will be attended within Seven Days from the date
of complaint / occurrence.
c) Permission for erection of temporary Pandal, Shamiyanahs, banners will be issued
within Seven Days from the date of remittance of prescribed licence fee.
d) Permission for cutting roads to take house service connections will be issued within
Seven Days from the date of remittance of prescribed charges.
e) Speed breakers are strictly prohibited on National Highways and State Highways.
However, request for speed breakers on other roads will be examined and provided
within Ninety Days from the date of requisition.

2.6.3 IRRIGATION, FLOOD CONTROL AND SURFACE DRAINAGE

Request / complaints on Irrigation, Flood Control and Surface Drainage such as

release of water for Irrigation, desilting of Minor Supply channels, cleaning of drains and
breaches during floods shall be given. The following time schedule is given for general
information.

 The public shall contact the following Officials in respect of any matter relating to the
Irrigation and Flood control.

(a) Request for release of water for irrigation will be complied within Seven Days from
the date of receipt of request in respect of Ossudu and Bahour Tank, which are under
the control of PWD.
(b) Desilting of minor irrigation canals belonging to PWD will be done within Thirty
Days of date of requisition.
(c) Cleaning of Urban / Sub Urban drains belonging to PWD will be done within Fifteen
Days from the date of request.
(d) Breaches of river / canal / tank bunds will be attended to with due urgency.

2.6.4 BUILDING SECTOR

Request / complaints on maintenance and repairs to the public buildings shall be

given to the Assistant/Executive Engineers concerned.

In case of any difficulties in getting the grievances redressed, the public shall
approach the higher level of Officers of the Department namely the concerned Executive
Engineer, Superintending Engineer and Chief Engineer. The list of officials and their
