“Standard Operating Procedure for Acceptance Criteria of Commercial Chemical Stabilizer

(CCS)/Additive for FDR Base)”

(Reference: MoRTH circular dated 14.12.2020 and IRC SP‐89 (Part‐II)‐2018 & document
issued by NRIDA‐MoRD,GoI for ‘Full depth reclamation for Rehabilitation of low volume
roads”, may 2022)

 Selection of CCS/Additive

Success of the FDR depends on the judicious selection of the CCS/Additive, the Contractor
should select the brand of CCS/Additive carefully which fulfill the requirement of the
acceptance criteria regarding UCS, durability, residual & flexural Strength in Job Mix Formula
as well as in trial stretch & main carriage work. Project Implementation Unit (PIU) should
have the details of CCS/Additive and if it satisfies the requirements/specification as provided
in SBD/IRC, it may be allowed to use in the execution of FDR works after duly verification of
credentials of CCS/additive. In this regard, PIU shall send a certificate to the Director, RED
and UPRRDA regarding verification of the CCS/Additive.

 Acceptance of CCS/Additive

Standard Bidding Document of FDR States about the acceptance criteria of CCS/additive
which is reproduce as follows:

Clause‐20 of ITB of SBD: (i) The job mix design is an important factor for FDR. This varies
with soil type also. So, the company bidding for the FDR Project, if does not have its own
additive, will be required to have an agreement with the additive company either prior or
post to bidding. If contractor opts to have an agreement with the additive company post to
bidding, then the contractor will have to submit the said agreement as per direction of
employer.

(ii) The Additive Company should have experience in the field of road construction using
New Technology “Full Depth Reclamation (FDR) in‐situ stabilization with cement
stabilization and additives”, either in India or Outside India. It will have to support for mix
design, execution and supervision of the soil stabilized layer.

(iii) The contractor will have to submit Job mix report to the Employer within 45 days of
date of issue of Acceptance Letter. (However this time limit may be increased to 60
days)
(iv) The Stabilizer/Additive/Commercial Chemical Stabilizer is acceptability will be examined
in light of the provisions in MoRTH circular dated 14.12.2020 and IRC SP‐89 (Part‐II)‐2018,
important parts of which are as follows:

The clause 8.3 and 09 of the circular dated 14.12.2020 of MoRTH states that‐
"Clause 8.3‐ It is clarified that any new alternate, material & technology that has been
accredited by IRC, and falling under IRC: SP‐89(Part II), will not require further accreditation,
and will henceforth fall under approved, alternate, material and technologies.

It is clarified that the material /technology for which Codes, Standards, Specifications,
Guidelines etc. of IRC, MoRTH, AASHTO, ASTM, Euro Code and British Codes are available
shall not be treated as new / alternate material / technology.

The stabilizer/Additive/Commercial Chemical Stabilizer's must be accredited by IRC or


equivalent organizations, as mentioned above.

 Prerequisites for Acceptance of CCS/Additive

The contractor should submit the agreement with the additive company mentioning all
credentials of the additive in the agreement to the PIU before opt for developing Job Mix
Design. The agreement should clearly have mentioned that additive company shall be
equally and severally responsible for the performance of the road. The contractor should
mention the following details of additive to the PIU along with the said agreement of
additive company.

 The PIUs should seek the following details of CCS/additive from the contractor:
 Brand Name of the CCS/Additive
 Manufacturer Name of CCS/Additive
 Manufacturer Address, Email Id and Contact Number
 Physical Form of Additive ( Whether Liquid, Granular or Powder form)
 Status of Accreditation (Whether IRC or as per MoRTH – AASHTO, ASTM, Euro Code
or British Code OR others)
 Proof of Accreditation ( Certificate issued by IRC or as per MoRTH – AASHTO, ASTM,
Euro Code or British Code)
 Toxicity/Leaching Test Report
 Tax Invoice/Bills/ Consignment / Procurement details of CCS/Additive

The PIU should verify all the credential of the additive from the sources and after
verification, PIU should provide the go ahead letter to the contractor, in writing, to proceed
for the development of Job Mix Design with due intimation to PMU and UPRRDA.
